    Working Together to Manage Enrollment: Key Governance and Operations Decisions

    Common enrollment systems designed to manage student enrollment across district and charter sectors introduce a host of governance challenges. City charter and district leaders realize the importance of cross-sector representation when deciding policies related to enrollment, such as the number of choices families should list or whether some students will have enrollment priority over others. The question of who will administer the enrollment process once these policy decisions are made can be highly controversial. Cities that don't attend to these management questions early on risk major political fights that can stall or derail progress on the effort. There is little precedence, nor is there a ready-made legal framework, for coordinating enrollment across sectors; how these systems will be governed and operated must instead be resolved through the collaboration of agencies, many of which have histories of competition, mistrust, and hostility. In this issue brief, we draw from a series of interviews with local education leaders in Denver, New Orleans, and Washington, D.C., focusing on the governance issues that emerged as these three jurisdictions sought a cross-sector common enrollment system.While some urban school systems have long had enrollment processes to manage choice for schools under their control, the expansion of charter schools presents a different and more complicated challenge for both parents and administrators. In many places, students no longer have a single "home district" in the traditional sense. Instead, they can now choose to enroll in the local school district or one of the city's charter schools. State charter laws give charter schools -- whether they are an independent local education agency or not -- authority over their enrollment processes; a charter school must conduct its process in a manner consistent with the law, typically a random lottery. As charter schools grow in number, so does the number of separate enrollment systems operating across individual cities. In Denver, for example, a 2010 report showed that 60 separate enrollment systems operated in the city at the same time. Similar situations occurred in New Orleans and D.C. As individual selection processes grew to unmanageable levels in these cities, education and community leaders sought ways to rationalize and centralize student placement across an increasing number of school choice

    Coordinating Enrollment Across School Sectors: An Overview of Common Enrollment Systems

    Families in many portfolio districts can choose from a variety of charter and district schools for their children. But to make these choices, parents often must fill out multiple application forms and navigate schools that may have different requirements, deadlines, and selection preferences such as sibling attendance or proximity to the school. Once parents complete the applications and schools make offers, some families receive multiple offers and often hold on to them until the last minute, while other families receive few or no offers, remaining on waitlists well into the fall. Not only is this process difficult for families, it favors families with the time and knowledge to navigate its inherent complexities.In order to make applying to a choice school less complicated, some cities are building common enrollment systems that streamline enrollment across all types of schools. These cities are adopting a transparent matching process that systematically assigns students to schools based on both school and student preferences. Families are asked to rank the schools they prefer for their child (regardless of whether the school is operated by the district or is a charter school) in a single application process. Families then receive a match that takes into account their preferences and the priorities and admission standards set by the schools in the city. Proponents of common enrollment believe that it is more equitable for families and schools and can lead to a more predictable and less tumultuous matching process overall. Common enrollment systems can also benefit cities and districts by eliminating the need to authenticate results from multiple charter lotteries, and by providing data on school demand throughout the city that might inform strategic decisions about managing the school supply. Even so, some detractors worry that centralized enrollment systems will erode the autonomy of schools and require administrative capacity that is rarely found in existing oversight agencies (typically school districts). Common enrollment also doesn't directly address the fact that most cities don't have enough high-quality seats to serve all of their students

    Enrollment of adolescents and young adults onto SWOG cancer research network clinical trials: A comparative analysis by treatment site and era.

    BackgroundFew adolescents and young adults (AYAs, 15-39 years old) enroll onto cancer clinical trials, which hinders research otherwise having the potential to improve outcomes in this unique population. Prior studies have reported that AYAs are more likely to receive cancer care in community settings. The National Cancer Institute (NCI) has led efforts to increase trial enrollment through its network of NCI-designated cancer centers (NCICC) combined with community outreach through its Community Clinical Oncology Program (CCOP; replaced by the NCI Community Oncology Research Program in 2014).MethodsUsing AYA proportional enrollment (the proportion of total enrollments who were AYAs) as the primary outcome, we examined enrollment of AYAs onto SWOG therapeutic trials at NCICC, CCOP, and non-NCICC/non-CCOP sites from 2004 to 2013 by type of site, study period (2004-08 vs 2009-13), and patient demographics.ResultsOverall, AYA proportional enrollment was 10.1%. AYA proportional enrollment decreased between 2004-2008 and 2009-2013 (13.1% vs 8.5%, P < .001), and was higher at NCICCs than at CCOPs and non-NCICC/non-CCOPs (14.1% vs 8.3% and 9.2%, respectively; P < .001). AYA proportional enrollment declined significantly at all three site types. Proportional enrollment of AYAs who were Black or Hispanic was significantly higher at NCICCs compared with CCOPs or non-NCICC/non-CCOPs (11.5% vs 8.8, P = .048 and 11.5% vs 8.6%, P = .03, respectively).ConclusionNot only did community sites enroll a lower proportion of AYAs onto cancer clinical trials, but AYA enrollment decreased in all study settings. Initiatives aimed at increasing AYA enrollment, particularly in the community setting with attention to minority status, are needed

    Enrollment in YFV Vaccine Trial: An Evaluation of Recruitment Outcomes Associated with a Randomized Controlled Double-Blind Trial of a Live Attenuated Yellow Fever Vaccine

    This investigation evaluated several factors associated with diverse participant enrollment of a clinical trial assessing safety, immunogenicity, and comparative viremia associated with administration of 17-D live, attenuated yellow fever vaccine given alone or in combination with human immune globulin. We obtained baseline participant information (e.g., sociodemographic, medical) and followed recruitment outcomes from 2005 to 2007. Of 355 potential Yellow Fever vaccine study participants, 231 cases were analyzed. Strong interest in study participation was observed among racial and ethnically diverse persons with 36.34% eligible following initial study screening, resulting in 18.75% enrollment. The percentage of white participants increased from 63.66% (prescreened sample) to 81.25% (enrollment group). The regression model was significant with white race as a predictor of enrollment (OR=2.744, 95% CI=1.415-5.320, p=0.003).In addition, persons were more likely to enroll via direct outreach and referral mechanisms compared to mass advertising (OR=2.433, 95% CI=1.102-5.369). The findings indicate that racially diverse populations can be recruited to vaccine clinical trials, yet actual enrollment may not reflect that diversit

    Since 2009, the eight states (Alabama, Illinois, Louisiana, Massachusetts, New York, Utah, Virginia, and Wisconsin) participating in the Robert Wood Johnson Foundation's Maximizing Enrollment program have worked to streamline and simplify enrollment systems, policies, and processes for children and those eligible for health coverage in 2014. The participating states aimed to reduce enrollment barriers for consumers and administrative burdens in processing applications and renewals for staff by making improvements and simplifications at every step of the enrollment process. Although the states began their work before the enactment of the Affordable Care Act (ACA), their efforts positioned them well for implementation in 2014, and offer experiences and lessons that other states may find useful in their efforts to improve efficiency, lower costs, and promote responsible stewardship of limited public resources

    Pre-school enrollment: an analysis by immigrant generation

    There has been minimal research on the pre-school enrollment of immigrant children. Using 1990 U.S. Census data, this paper investigates pre-school enrollment of child immigrants, those who immigrated as children and the U.S.-born children of immigrants. The analysis is conducted using probit analysis. Pre-school enrollment is found to vary systematically with parental characteristics (income and education), immigrant generation, number of siblings, mother’s labor supply and country of origin. Among the foreign-born, differences in pre-school enrollment are analyzed by country of origin.
