    EEG-based cognitive control behaviour assessment: an ecological study with professional air traffic controllers

    Several models defining different types of cognitive human behaviour are available. For this work, we have selected the Skill, Rule and Knowledge (SRK) model proposed by Rasmussen in 1983. This model is currently broadly used in safety critical domains, such as the aviation. Nowadays, there are no tools able to assess at which level of cognitive control the operator is dealing with the considered task, that is if he/she is performing the task as an automated routine (skill level), as procedures-based activity (rule level), or as a problem-solving process (knowledge level). Several studies tried to model the SRK behaviours from a Human Factor perspective. Despite such studies, there are no evidences in which such behaviours have been evaluated from a neurophysiological point of view, for example, by considering brain activity variations across the different SRK levels. Therefore, the proposed study aimed to investigate the use of neurophysiological signals to assess the cognitive control behaviours accordingly to the SRK taxonomy. The results of the study, performed on 37 professional Air Traffic Controllers, demonstrated that specific brain features could characterize and discriminate the different SRK levels, therefore enabling an objective assessment of the degree of cognitive control behaviours in realistic setting

    Service-oriented SCADA and MES supporting petri nets based orchestrated automation systems

    The fusion of mechatronics, communication, control and information technologies has allowed the introduction of new automation paradigms into the production environment. The virtualization of the production environment facilitated by the application of the service-oriented architecture paradigm is one of major outcomes of that fusion. On one side, service-oriented automation works based on exposition, subscription and use of automation functions represented by e.g. web services. On the other side, the evolution of traditional industrial systems, particularly in the production area, as a response to architectural and behavioural (functional) viewpoints of the ISA95 enterprise architecture, where a close inter-relation between SCADA, DCS and MES systems facilitate the management and control of the production environment. Automation functions are increasingly performed by the composition and orchestration of services. Among other methods, the application of formal Petri net based orchestration approaches is being industrially established.     The current instruments in the EU to deal with debt and liquidity crises include among others the European Financial Stability Facility (EFSF) and the European Financial Stabilisation Mechanism (EFSM). Both are temporary in nature (3 years). In terms of an efficient future crisis management framework one has to ask what follows after the EFSF and the EFSM expire in 3 years time. In this vein, this briefing paper addresses the question of the political and economic medium- to long-term consequences of the recent decisions. Moreover, we assess what needs to be done using this window of opportunity of the coming 3 years. Which institutions need to be formalized, into what format, in order to achieve a coherent whole structure? This briefing paper presents and evaluates alternatives as regards the on-going debate on establishing permanent instruments to support the stability of the euro.     Brief mindfulness training enhances cognitive control in socioemotional contexts: Behavioral and neural evidence.

    In social contexts, the dynamic nature of others' emotions places unique demands on attention and emotion regulation. Mindfulness, characterized by heightened and receptive moment-to-moment attending, may be well-suited to meet these demands. In particular, mindfulness may support more effective cognitive control in social situations via efficient deployment of top-down attention. To test this, a randomized controlled study examined effects of mindfulness training (MT) on behavioral and neural (event-related potentials [ERPs]) responses during an emotional go/no-go task that tested cognitive control in the context of emotional facial expressions that tend to elicit approach or avoidance behavior. Participants (N = 66) were randomly assigned to four brief (20 min) MT sessions or to structurally equivalent book learning control sessions. Relative to the control group, MT led to improved discrimination of facial expressions, as indexed by d-prime, as well as more efficient cognitive control, as indexed by response time and accuracy, and particularly for those evidencing poorer discrimination and cognitive control at baseline. MT also produced better conflict monitoring of behavioral goal-prepotent response tendencies, as indexed by larger No-Go N200 ERP amplitudes, and particularly so for those with smaller No-Go amplitude at baseline. Overall, findings are consistent with MT's potential to enhance deployment of early top-down attention to better meet the unique cognitive and emotional demands of socioemotional contexts, particularly for those with greater opportunity for change. Findings also suggest that early top-down attention deployment could be a cognitive mechanism correspondent to the present-oriented attention commonly used to explain regulatory benefits of mindfulness more broadly

    This CEPS Special Report investigates ways to enhance the legitimacy of economic governance in the Economic and Monetary Union (EMU) without introducing Treaty changes. It suggests changes in the governance framework at both the institutional and economic level. Input-oriented legitimacy can be improved by increasing parliamentary oversight on decisions related to EMU and increasing the accountability of the Eurogroup. Output-oriented legitimacy can be improved by strengthening the ability of EMU to reduce the emergence of negative externalities and to mitigate their impact, through market and fiscal risk-sharing mechanisms

    This paper aims to review the economic literature on the Maastricht deficit rule and the Stability and Growth Pact. The author tries to expose the contradictions and inconclusiveness of the debate, highlighting both the criticism and the defense of the fiscal policy regime in EMU. The paper is non-technical and seeks to provide an overview for a readership outside the economics profession. The concluding judgment is that the pact can be criticized on a number of grounds, but that the lack of a politically feasible alternative makes it a second best solution that should not be undermined in the present crisis. -- Dieses Papier ist eine summarische Auswertung der wirtschaftswissenschaftlichen Fachliteratur zur Defizitregel des Maastrichter Vertrages und dem EuropĂ€ischen StabilitĂ€ts- und Wachstumspakt. Der Autor versucht, WidersprĂŒche und fehlenden Konsens der Debatte darzustellen, indem die Argumente fĂŒr und gegen das fiskalpolitische Regime der WĂ€hrungsunion einander gegenĂŒbergestellt werden. Der Aufsatz ist nicht technisch und dient dem Zugang einer an der Materie interessierten, aber wirtschaftstheoretisch nicht vorgebildeten Leserschaft. Das abschließende Urteil sieht den Pakt als in einer Reihe von Punkten kritikwĂŒrdiges Provisorium an, das jedoch mangels einer realisierbaren Alternative nicht ausgehebelt werden sollte.

    Ethnonationalist Triads: Assessing the Influence of Kin Groups on Civil Wars

    Although the case-based literature suggests that kin groups are prominent in ethnonationalist conflicts, quantitative studies of civil war onset have both overaggregated and underaggregated the role of ethnicity, by looking at civil war at the country level instead of among specific groups and by treating individual countries as closed units, ignoring groups' transnational links. In this article the authors integrate transnational links into a dyadic perspective on conflict between marginalized ethnic groups and governments. They argue that transnational links can increase the risk of conflict as transnational kin support can facilitate insurgencies and are difficult for governments to target or deter. The empirical analysis, using new geocoded data on ethnic groups on a transnational basis, indicates that the risk of conflict is high when large, excluded ethnic groups have transnational kin in neighboring countries, and it provides strong support for the authors' propositions on the importance of transnational ties in ethnonationalist conflict.</jats:p

    Revisiting the Stability and Growth Pact: grand design or internal adjustment?

    The Stability and Growth Pact is under fire. Problems have appeared in sticking to the rules. Proposals to reform the Pact or ditch it altogether abound. But is the Pact a flawed fiscal rule? Against established criteria for an ideal fiscal rule, its design and compliance mechanisms fare reasonably well. Where weaknesses are found, they tend to reflect trade-offs typical of supra-national arrangements. In the end, only a higher degree of fiscal integration would remove the inflexibility inherent in the recourse to predefined budgetary rules. This does not mean that the EU fiscal rules cannot be improved. However, given the existing degree of political integration in EMU, internal adjustment rather than attempting to re-design the rules from scratch appears a more suitable way to bring about progress. Redefining the medium term budgetary target, improving transparency, tackling the pro-cyclical fiscal bias in good times, moving towards non-partisan application of the rules and improving transparency in the data can achieve both stronger discipline and higher flexibility.sgp, stability and growth pact, Buti, Eijffinger, Franco
