CREATING LEGAL PATHWAYS TO REDUCE IRREGULAR MIGRATION? WHAT WE CAN LEARN FROM GERMANY’S “WESTERN BALKAN REGULATION”
The arrival of over 1 million people in Europe in 2015 and the sense of crisis it provoked have renewed debates on appropriate ways to establish a more orderly migration management system. How can we ensure pathways are available for those in genuine need of protection, while reducing the number of migrants arriving irregularly? “Legal pathways” are often presented as an essential tool toward this end. In 2015, Germany created such legal pathways in the form of access to the German labor market in a little known, and almost accidental migration policy experiment: the Western Balkan Regulation. Against the backdrop of large numbers of people arriving in Germany from the six Western Balkan states (Albania, Bosnia and Herzegovina, Kosovo, Montenegro, Macedonia and Serbia) who had almost no chance of receiving asylum and then from 2015 the sudden increase of Syrians and others coming through the Balkan route, the regulation was part of a broader initiative in Berlin to reduce the numbers of people seeking asylum. The regulation, also known as section 26.2 (§26.2) of the employment regulation (Beschäftigungsverordnung), essentially opened the labor market for nationals from the six Western Balkan countries, without, more surprisingly, including any minimum skill or qualification requirements. The only pre-requisite was a valid job offer by an employer in Germany, subject to a standard priority check for third country nationals
Revisiting network neutrality
The paper discusses the topical subject of network neutrality, from a US and European legal perspective. The article will begin by first defining network neutrality before addressing the underpinning technology and will then compare the legal approaches adopted by Europe and the US. In Europe, there is an existing electronic communications regulatory framework which can be used to address the network neutrality problem rendering any further legislation unnecessary and perhaps, detrimental to the current framework. In the US, however, the main concern arising is a potential for a 'fragmented' internet, which leads to our conclusion that network neutrality legislation is necessary on multiple levels. The article will conclude that the US' stance on network neutrality legislation will cause a seismic shift in the way we view technology and the way that networks are accessed and utilised

On the Correlation between Globalization and Vulnerability in Times of Economic Crisis — A Statistical Analysis for Europe
In this paper, we test the hypothesis that more globalized countries in Europe are equally vulnerable to the current crisis as less globalized European countries. To determine the level of globalization, we use the Maastricht Globalization Index (MGI). We measure the severity of the economic crisis with five key economic indicators. The results seem to suggest that the rising level of globalization increases vulnerability to economic crises on the one hand, while, on the other, higher levels of globalization increase the opportunities to deal with a crisi
Introduction: Commercial Diplomacy and International Business.
International business has always been intimately linked to the politics of the global economy. Expansion and investment strategies of business play a key role in de?ning the architecture of the global economy. The shifting dynamic of the global economy such as the emergence of fast growing economies in, for example, India, China, South Africa and Brazil can be partly explained by the emergence of new market players such as the India transnational car manufacturer Tata, as well as the adaptation of established international businesses in the West to the new market opportunities in the South and the East. Equally, the recent (and in places ongoing) economic crises of the West owes as much to the failures of international business — notably the banking and investment industry — as it does to the failures of government policy.
At the same time the international political dimension to the global economy explains the regulatory forces which also determine the architecture of the global economy. The far reaching policy liberalization of international trade through international (namely the World Trade Organisation) and regional treaties and rule- making, and the global deregulation of the investment and ?nancial services sector of the global economy driven by the neoliberal policies of the World Bank and the International Monetary Fund have created economic risks and opportunities for international business by opening up and creating new markets. The strategies of nation states and international business determine the architecture of the global economy and create both economic crises and dynamic growth at one and the same time in the contemporary global economy. So it is that for much of the ?rst decade or so of the new century the West has endured an age of austerity brought on by sustained economic decline and high indebtedness. The once market dominant economies of the United States and West European economies are now struggling to reverse negative economic growth. By contrast large previously peripheral under- developed economies in Africa and Asia are enjoying remarkable and sustained growth rates and their exports and investments now fuel an overall growth in the global economy
Political Globalization and Civil War in Former British Colonies
The purpose of this paper to determine why civil war onset reduces political globalization in former British colonies. I set out by testing the relationship between being a former British colony and civil war presence, demonstrating a positive, though not statistically significant, relationship. I also examine the history of British colonialism. Through setting up specific system of indirect rule, British colonizers created conditions that contributed to intra-state conflict. Furthermore, through constructing a unique institutional system and maintaining ties to its former colonies, the British have created an atmosphere conducive to international political engagement after the onset of civil war. Yet, when the relationship between civil war presence and political globalization is tested, it is demonstrated that civil war presence actually increases political globalization. This relationship is further explained by controlling for the post-Cold War period, which gives civil war presence and British colonialism further significance in determining political globalization
Modern East Asian Embassies in Great Britain : Anglo-American Newspapers Around 1870
In 1868, the Chinese Embassy, under the direction of honorable Anson Burlingame, visited Great Britain. On the background of the disharmony caused by the religion-based dispute between the Chinese Inland Mission (CIM) and the citizens of Yangzhou, the embassy obtained the official and binding declaration of Her Majesty\u27s government toward the co-operation with the Qing government as well as her subjects. In 1872, honorable Tomomi Iwakura and his embassy visited the United Kingdom. In Great Britain, including Ireland, the Japanese embassy carried out thorough inspections and studies, gaining a great deal of information on British modern industrial civilization. Both the embassies were accorded courteous receptions from Her Majesty\u27s government as well as other authorities in England, Scotland, and Ireland. In the previous research on the embassies, all of their activities have been examined primarily from the perspectives of international relations or international politics. Meanwhile, especially in Japan, the new trend of studying the Iwakura Embassy through European local documents began. This paper attempts to use the Anglo-American newspapers, especially British news reports, to discuss the agenda of the two embassies
