    Radio spectrum has become one of the engines of economic growth. However, rapid technological change, ever increasing demands for new wireless services and the nature of spectrum as a scarce resource necessitate an urgent re-examination of issues such as congestion and interference. This paper argues that the traditional administrative spectrum management approach is unlikely to overcome these issues, thereby resulting in growing technical and economic inefficiencies. As countries review their spectrum policies - a process that is generically referred to as radio spectrum policy reform - to counter these inefficiencies, modifications to the radio frequency allocations and assignments are beginning to be implemented by way of radio spectrum re-farming?     A Welfare Analysis of Spectrum Allocation Policies

    Analysis of spectrum allocation policies in the economics literature focuses on competitive bidding for wireless licenses. Auctions generating high bids, as in Germany and the UK, are identified as "successful," while those producing lower receipts, as in Switzerland and the Netherlands, are deemed "fiascoes." Yet, even full and costless extraction of license rents does not map directly to social welfare, because spectrum policies creating rents impose social costs. For example, rules favoring monopoly market structure predictably increase license values, but reduce welfare. This paper attempts to shift analytical focus to the relationship between spectrum policy (including license auctions) and efficiency in output markets. In cross-country comparisons of performance metrics in mobile telephone service markets, empirical estimates suggest that countries that auction licenses do not achieve lower prices or higher levels of output than other nations. Rather, countries allocating greater bandwidth to licensed operators and achieving more competitive market structures realize demonstrable social welfare benefits. These gains generally dominate efficiencies associated with license sales. Policies to increase auction revenues, such as reservation prices and subsidies for weak bidders, should be evaluated in this light.

    The reallocation of radio spectrum to valuable new and emerging technologies and services is essential to achieving the next wave of productivity and consumer benefits driven by ICT. Currently spectrum is not allocated to the most valuable uses, particularly the large amount of spectrum held for government use, and command and control management cannot respond fully or quickly in reallocating spectrum. To achieve a more economically efficient allocation and the greatest overall benefit market mechanisms including trading and spectrum pricing must be introduced. Complementary reforms in areas other than spectrum management will be required, and the appropriate boundary between market and non-market allocation mechanisms need to be established. Setting clear principles regarding the market/non-market boundary will help in resisting the inevitable rent seeking by incumbents and potential entrants during the transition to market mechanisms.     Managing the radio spectrum : framework for reform in developing countries

    Bringing management of the radio spectrum closer to markets is long overdue. The radio spectrum is a major component of the infrastructure that underpins the information society. Spectrum management, however, has not kept up with major changes in technology, business practice, and economic policy that have taken place worldwide during the last two decades. For many years traditional government administration of the spectrum worked reasonably well, but more recently it has led to growing technical and economic inefficiencies as well as obstacles to technological innovation. Two alternative approaches to spectrum management are being tried in several countries, one driven by the market (tradable spectrum rights) and another driven by technology innovation (spectrum commons). This paper discusses the basic features, advantages and limitations, scope of application, and requirements for implementation of these three approaches. The paper then discusses how these approaches can be made to work under conditions that typically prevail in developing countries, including weak rule of law, limited markets, and constrained fiscal space. Although spectrum reform strategies for individual countries must be developed case by case, several broadly applicable strategic options are outlined. The paper proposes a phased approach to addressing spectrum reform in a country. It ends by discussing aspects of institutional design, managing the transition, and addressing high-level changes such as the transition to digital television, the path to third-generation mobile services, launching of wireless fixed broadband services, and releasing military spectrum.     Perspectives on the sources of heterogeneity in Indian industry

    The authors examine technical efficiency variation across four industrial sectors in India, using a stochastic production frontier technique. The results are comparable to technical efficiency distribution patterns obtained in other countries. The authors examine heterogeneity in firm-level efficiency against internal, firm-level characteristics and against external characteristics (industry and location). The results suggest that managerial effectiveness significantly influences efficiency and that considerable benefits derive from location within established industrial clusters for particular industries. The methodology and findings indicate that the study of industry-specific technical efficiency patterns is a useful analytical tool for tracking domestic firms'response to liberalization and the advance of market forces. An important policy implication of the authors'results: There is considerable room for efficiency gains through better organization and management of production processes and improved supply chain management, even in the highly organized corporate sector. These gains could be achieved by purely internal learning processes with no extra investment in physical plant or equipment, or with the help of outside consultants, or through business alliances with partners from industrial countries (a rising trend). The results also show that greater technical efficiency correlates with better energy use and higher investments in plant management. How firms can be induced to undertake such investments in the"software"of production is an important issue.     Radio Spectrum and the Disruptive Clarity OF Ronald Coase.

    In the Federal Communications Commission, Ronald Coase (1959) exposed deep foundations via normative argument buttressed by astute historical observation. The government controlled scarce frequencies, issuing sharply limited use rights. Spillovers were said to be otherwise endemic. Coase saw that Government limited conflicts by restricting uses; property owners perform an analogous function via the "price system." The government solution was inefficient unless the net benefits of the alternative property regime were lower. Coase augured that the price system would outperform the administrative allocation system. His spectrum auction proposal was mocked by communications policy experts, opposed by industry interests, and ridiculed by policy makers. Hence, it took until July 25, 1994 for FCC license sales to commence. The reform is a textbook example of economic policy success. We examine Coase‘s seminal 1959 paper on two levels. First, we note the importance of its analytical symmetry, comparing administrative to market mechanisms under the assumption of positive transaction costs. This fundamental insight has had enormous influence within the economics profession, yet is often lost in current analyses. This analytical insight had its beginning in his acclaimed early article on the firm (Coase 1937), and continued into his subsequent treatment of social cost (Coase 1960). Second, we investigate why spectrum policies have stopped well short of the property rights regime that Coase advocated, considering rent-seeking dynamics and the emergence of new theories challenging Coase‘s property framework. One conclusion is easily rendered: competitive bidding is now the default tool in wireless license awards. By rule of thumb, about 17 billion in U.S. welfare losses have been averted. Not bad for the first 50 years of this, or any, Article appearing in Volume II of the Journal of Law & Economics.

    Will 5G See its Blind Side? Evolving 5G for Universal Internet Access

    Internet has shown itself to be a catalyst for economic growth and social equity but its potency is thwarted by the fact that the Internet is off limits for the vast majority of human beings. Mobile phones---the fastest growing technology in the world that now reaches around 80\% of humanity---can enable universal Internet access if it can resolve coverage problems that have historically plagued previous cellular architectures (2G, 3G, and 4G). These conventional architectures have not been able to sustain universal service provisioning since these architectures depend on having enough users per cell for their economic viability and thus are not well suited to rural areas (which are by definition sparsely populated). The new generation of mobile cellular technology (5G), currently in a formative phase and expected to be finalized around 2020, is aimed at orders of magnitude performance enhancement. 5G offers a clean slate to network designers and can be molded into an architecture also amenable to universal Internet provisioning. Keeping in mind the great social benefits of democratizing Internet and connectivity, we believe that the time is ripe for emphasizing universal Internet provisioning as an important goal on the 5G research agenda. In this paper, we investigate the opportunities and challenges in utilizing 5G for global access to the Internet for all (GAIA). We have also identified the major technical issues involved in a 5G-based GAIA solution and have set up a future research agenda by defining open research problems
