This whitepaper defines OER, discusses what underlies the open educational resources movement and the current status of open educational resources, presents MIT's OpenCourseware project as a case-study, and concludes with future visions for teaching and learning, challenges, and observations

Today's networking technologies provide a valuable opportunity to the practice of learning techniques. Educators are discovering that computer networks and multibased educational tools are facilitating learning and enhancing social interaction. From open resources to educational opportunity
Since MIT’s bold announcement of the OpenCourseWare initiative in 2001, the content of over 700 of its courses have been published on the Web and made available for free to the world. Important infrastructure initiatives have also been launched recently with a view to enabling the sustainable implementation of these educational programmes, through strengthening organizational capacity as well as through building open, standards‐based technology. Each of these initiatives point to a rich palette of transformational possibilities for education; together with the growing open source movement, they offer glimpses of a sustainable ecology of substantial and quality educational resources. This discussion piece will highlight some of the educational opportunity presented by MIT’s current information technology‐enabled educational agenda and related initiatives, along with their strategic underpinnings and implications. It will address various dimensions of their impact on the form and function of education. It will examine how these ambitious programmes achieve a vision characterized by an abundance of sustainable, transformative educational opportunities, not merely pervasive technology
Volitional-supported learning with Open Educational Resources
User-centred web applications such as Wikis or Weblogs are becoming increasingly popular. In contrast to the early Internet, these applications especially focus on the participation of people, on the creation, sharing and modifying of content and on an easy access. Based on this, they are assumed to contribute to self-regulated and life-long learning which is on the agenda of most industrialized countries throughout Europe. However, as shown in the recently published road mapping work of the Open E-Learning Content Observatory Services (OLCOS) project, comprehensive frameworks for learning processes that make use of Open Educational Resources (OER) are missing. In particular it remains unclear how OER can actually contribute to forms of self-regulated learning since this requires a great deal of volitional competence, i.e. the ability to deal with distractions and fluctuations of motivation or emotion which is therefore regarded as a crucial factor (Deimann & Keller, 2006). In this regard, the Volitional Design Model (Deimann, 2007) provides a useful instrument to unfold the potentials of OER by (1) targeting key aspects of the learner’s behaviour in the learning process, and (2) suggesting powerful strategies to tackle decreased motivation. Inferring Concept Prerequisite Relations from Online Educational Resources
The Internet has rich and rapidly increasing sources of high quality
educational content. Inferring prerequisite relations between educational
concepts is required for modern large-scale online educational technology
applications such as personalized recommendations and automatic curriculum
creation. We present PREREQ, a new supervised learning method for inferring
concept prerequisite relations. PREREQ is designed using latent representations
of concepts obtained from the Pairwise Latent Dirichlet Allocation model, and a
neural network based on the Siamese network architecture. PREREQ can learn
unknown concept prerequisites from course prerequisites and labeled concept
prerequisite data. It outperforms state-of-the-art approaches on benchmark
datasets and can effectively learn from very less training data. PREREQ can
also use unlabeled video playlists, a steadily growing source of training data,
to learn concept prerequisites, thus obviating the need for manual annotation

AI Education: Open-Access Educational Resources on AI
Open-access AI educational resources are vital to the quality of the AI education we offer. Avoiding the reinvention of wheels is especially important to us because of the special challenges of AI Education. AI could be said to be “the really interesting miscellaneous pile of Computer Science”. While “artificial” is well-understood to encompass engineered artifacts, “intelligence” could be said to encompass any sufficiently difficult problem as would require an intelligent approach and yet does not fall neatly into established Computer Science subdisciplines. Thus AI consists of so many diverse topics that we would be hard-pressed to individually create quality learning experiences for each topic from scratch. Open Educational Resources and Practices
In the last few years, Open Educational Resources (OER) have gained much attention. From January 2006 to December 2007 the Open e-Learning Content Observatory Services (OLCOS), a project co-funded by the European Commission under the eLearning Programme, explored how OER can make a difference in teaching and learning. The project aimed at promoting OER through different activities and products such as a European OER roadmap and OER tutorials. In this paper we present some results of the roadmap which provides an overview of the OER landscape and describes possible pathways towards a higher level of production, sharing and usage of OER. Moreover, the roadmap provides recommendations on required measures and actions to support decision making at the level of educational policy and institutions.The roadmap emphasises that the knowledge society demands competencies and skills that require innovative educational practices based on open sharing and the evaluation of ideas, fostering creativity and teamwork among the learners. Collaborative creation and sharing among learning communities of OER is regarded as an important catalyst of such educational innovations.The OLCOS project also developed free online tutorials for practitioners. The objective of these tutorials is supporting students and teachers in the creation, re-use and sharing of OER. To promote hands-on work, the tutorials advise on questions such as the following: How to search for OER? Which materials may be re-used and modified? How to produce and license own OER? The tutorials will be accessible and, potentially, will evolve beyond the end of the OLCOS project, because they are published on an open and successful Wiki based platform (Wikieducator.org) and can be updated by anybody.Originally published in eLearning Papers, No 7.
