    E-Government Applications And Methodologies: Turkey on the E-Government Way

    The recent changes in the technology, especially the use of Internet and the World Wide Web resulted in a new way of doing business for the governments. Governments worldwide face with the challenge of transformation and the need to reinvent government systems, which are based to deliver more efficient and cost effective services for the citizens. The developments and the studies in Information and Communication Technologies (ICT) resulted in E-Government projects and applications. This paper tries to analyze E-Government projects by analyzing their methodologies and strategies; and it is mainly based on the underlying key points in success stories. Also within this paper the reader will get information on E-Government projects in Turkey, successes and failures, IT vision of the administrations and the future plans.

    Analysis of the Diffusion of E-services in Public Sector Using the Decision Tree Method

    The results of the this study showed that there is a difference in individual and interactive impact of technological, organizational and environmental factors on the diffusion of e-services in the public sector, as well as a difference regarding the factors that independently impact the diffusion of e-services oriented to citizens and those oriented to business. The results of the study also showed that external factors have a predominant impact on the diffusion of e-services oriented to citizens, while, in the case of e-services oriented to business, in addition to external factors, technical factors also have a high impact. For the purposes of this paper, based on the Technology-Organization-Environment framework (TOE), the conceptual model suitable for e-services in the public sector is developed, while the Decision Tree (DT) Method is used for testing the effects of the proposed variables. This study offers valuable inputs both for the government, for creators of national strategies oriented towards the promotion and support of the availability and usage of electronic services in the public sector, which is very important especially for developing countries.     Understanding SOA Perspective of e-Governance in Indian Context: Case Based Study

    Service Oriented Architecture (SOA) is a contemporary phenomenon which is targeted for efficient and inclusive business automation. E-Governance services worldwide are no less than a business paradigm with clearly defined delivery and are creating potential for citizen centric services. Various information technology enabled services are planned for benefiting the support structure (e-government) and interfacing this structure with citizens\u27 demands (e-governance). SOA principles and models are being used for building good e-government systems. Good results of e-government systems notwithstanding, such projects are not free from challenges in many countries. Graduating e-government systems to e-governance systems needs a critical evaluation of citizen participation. In Indian context, this challenge is prevalent because of various issues including digital divides, supply driven approaches of the government systems and inadequate inclusion of developmental perspectives. Various e-governance pilot projects which delivered expected results could not sustain during scale up. This phenomenon provides a scope to appreciate underpinnings of e-governance strategies. In this paper, e-governance systems are given due importance and it is posited that citizen participation with developmental perspectives would lead to better citizen centric services and would also provide scope for demand driven growth of e-governance services. It is also argued that SOA principles adopted with citizen orientation in the value chain would provide this desired result. In Indian context, this issue is relevant as it poses a major challenge for e-governance policy makers to successfully incorporate citizen participation, especially with development perspectives and sustain this participation during scale up.     As the penetration of electronic commerce (e-commerce) and electronic business (e-business) occurs in our daily lives, the overall stakeholders of economic growth, including private sector enterprises, governments and society as a whole are beginning to realize the true potential of information technology (IT) and the internet. While the private sector has always ensured that they keep in line with emerging trends, now governments around the globe are also aiming to ensure that all public sector products and services are offered online.Many citizens have a minimal understanding of how government processes are executed or how decisions are made.This lack of awareness and trust can prevent the citizens from actively participating in government services.Thus, E-government security and assurance has become a serious concern of the citizens and private companies who put more reliance on the distributed computing processes in their daily operations.In order to make citizens and private organizations to trust and involves in e-government services, IT Governance should be implemented. As the IT Governance Institute defined that IT governance is the responsibility of the board of directors and executive management. It is an integral part of enterprise governance and consists of the leadership and organisational structures and processes that ensure that the organisation’s IT sustains and extends the organisation’s strategies and objectives.This paper presents an IT governance framework for e-government and introduces an assessment tool designed to measure its effectiveness.The framework builds on the integration between the structural and processes perspectives of IT governance, public services-IT alignment, and senior government executives’ needs

    E-government services : an exploration of the main factors that contribute to successful implementation in Libya

    This study focuses on the rise of e-Government services around the world, and specifically considers Libya as an example on its efforts and challenges with respect to implementing an e-Government services initiative. E-Government services represent a fundamental shift in the design and methods of government efficiency, accountability and commitment. However, Libya in particular seems to face steep and unique challenges when it comes to the implementation of e-Government services. The country often seems to lack sufficient resources, infrastructure, and know-how to implement a large-scale e-Government services project. Furthermore, a large number of the Libyan population often have little contact with computers and the Internet, and may be distrustful of technology and their government. Primarily, this study aims to articulate the challenges and suggest strategies to overcome them. First, the study provides a literature review, from which a model for the adoption of e-Government services in Libya based on the principles of business management is derived. It details the phases of transforming to e-Government services, including (a) establishing a vision; (b) developing goals, objectives, a work plan and actions; (c) assessing Libyan people’s awareness of e-Government services; (d) setting performance benchmarks; and (e) measuring success. Then, the study employs field studies designed to find out the opinions, attitudes and perspectives of the stakeholders in Libya’s fledgling e-Government services initiative. The results from the data collection confirmed that there are numerous factors that may have to be overcome. A particular instance is that Libya must reach out to its citizens about internet technology, improve its national technological infrastructure, and include the input of all stakeholders in the design and implementation of e-Government services. Following from the surveys, the study also considers a number of specific case studies on Libya that emphasise in compelling terms the challenges, successes, and struggles of Libya’s e-Government services initiative so far. The study makes recommendations and suggests strategies to deal with the identified challenges and finally provides a roadmap to policymakers and the key stakeholders in Libya that may assist in the successful implementation of e-Government services programmes.EThOS - Electronic Theses Online ServiceGBUnited Kingdo
