Towards the resilient region?: policy activism and peripheral region development
Discussions of local and regional development have recently broadened from a preoccupation with growth to one which captures the notion of resilience. This paper makes two main contributions to these debates. First, the paper critiques static equilibrium-based notions of resilience and instead advances a more dynamic evolutionary approach to explain local and regional resilience. Second, we seek to address the widening gap between resilience thinking and its transfer to practical policy prescription. To do this, we explore the notions of adaptability, adaptive capacity and new path creation in developing local and regional resilience. We then focus upon what this might mean for local and regional strategies and draw on the case study of the Renewable Energy sector in North East England to demonstrate the enduring role of policy intervention in stimulating change and building resilience in peripheral regions

On Resilient Behaviors in Computational Systems and Environments
The present article introduces a reference framework for discussing
resilience of computational systems. Rather than a property that may or may not
be exhibited by a system, resilience is interpreted here as the emerging result
of a dynamic process. Said process represents the dynamic interplay between the
behaviors exercised by a system and those of the environment it is set to
operate in. As a result of this interpretation, coherent definitions of several
aspects of resilience can be derived and proposed, including elasticity, change
tolerance, and antifragility. Definitions are also provided for measures of the
risk of unresilience as well as for the optimal match of a given resilient
design with respect to the current environmental conditions. Finally, a
resilience strategy based on our model is exemplified through a simple

Resilience and Controllability of Dynamic Collective Behaviors
The network paradigm is used to gain insight into the structural root causes
of the resilience of consensus in dynamic collective behaviors, and to analyze
the controllability of the swarm dynamics. Here we devise the dynamic signaling
network which is the information transfer channel underpinning the swarm
dynamics of the directed interagent connectivity based on a topological
neighborhood of interactions. The study of the connectedness of the swarm
signaling network reveals the profound relationship between group size and
number of interacting neighbors, which is found to be in good agreement with
field observations on flock of starlings [Ballerini et al. (2008) Proc. Natl.
Acad. Sci. USA, 105: 1232]. Using a dynamical model, we generate dynamic
collective behaviors enabling us to uncover that the swarm signaling network is
a homogeneous clustered small-world network, thus facilitating emergent
outcomes if connectedness is maintained. Resilience of the emergent consensus
is tested by introducing exogenous environmental noise, which ultimately
stresses how deeply intertwined are the swarm dynamics in the physical and
network spaces. The availability of the signaling network allows us to
analytically establish for the first time the number of driver agents necessary
to fully control the swarm dynamics
The relationship between resilience and sustainable development of ecological-economic systems
Resilience as a descriptive concept gives insight into the dynamic properties of a system. Sustainability as a normative concept captures basic ideas of inter- and intragenerational justice. In this paper we specify the relationship between resilience and sustainable development. Based on an ecological-economic model where two natural capital stocks provide ecosystem services that are complements for human well-being, we derive conditions on the dynamics of the ecological-economic system and the sustainability criterion, such that a) resilience of the system in a given regime is both necessary and sufficient for sustainable development, b) resilience of the system in a given regime is sufficient, but not necessary, c) resilience of the system in a given regime is necessary, but not sufficient, and d) resilience of the system in a given regime is neither necessary nor sufficient for sustainable development. We conclude that more criteria than the resilience of the current state of the system have to be taken into account when designing policies for sustainable management of ecological-economic systems.ecosystem resilience, sustainable development, management of ecological-economic systems
Autonomic and brain morphological predictors of stress resilience
Stressful life events are an important cause of psychopathology. Humans exposed to aversive or stressful experiences show considerable inter-individual heterogeneity in their responses. However, the majority does not develop stress-related psychiatric disorders. The dynamic processes encompassing positive and functional adaptation in the face of significant adversity have been broadly defined as resilience. Traditionally, the assessment of resilience has been confined to self-report measures, both within the general community and putative high-risk populations. Although this approach has value, it is highly susceptible to subjective bias and may not capture the dynamic nature of resilience, as underlying construct. Recognizing the obvious benefits of more objective measures of resilience, research in the field has just started investigating the predictive value of several potential biological markers. This review provides an overview of theoretical views and empirical evidence suggesting that individual differences in heart rate variability (HRV), a surrogate index of resting cardiac vagal outflow, may underlie different levels of resilience toward the development of stress-related psychiatric disorders. Following this line of thought, recent studies describing associations between regional brain morphometric characteristics and resting state vagally-mediated HRV are summarized. Existing studies suggest that the structural morphology of the anterior cingulated cortex (ACC), particularly its cortical thickness, is implicated in the expression of individual differences in HRV. These findings are discussed in light of emerging structural neuroimaging research, linking morphological characteristics of the ACC to psychological traits ascribed to a high-resilient profile and abnormal structural integrity of the ACC to the psychophysiological expression of stress-related mental health consequences. We conclude that a multidisciplinary approach integrating brain structural imaging with HRV monitoring could offer novel perspectives about brain-body pathways in resilience and adaptation to psychological stres
Algorithm Diversity for Resilient Systems
Diversity can significantly increase the resilience of systems, by reducing
the prevalence of shared vulnerabilities and making vulnerabilities harder to
exploit. Work on software diversity for security typically creates variants of
a program using low-level code transformations. This paper is the first to
study algorithm diversity for resilience. We first describe how a method based
on high-level invariants and systematic incrementalization can be used to
create algorithm variants. Executing multiple variants in parallel and
comparing their outputs provides greater resilience than executing one variant.
To prevent different parallel schedules from causing variants' behaviors to
diverge, we present a synchronized execution algorithm for DistAlgo, an
extension of Python for high-level, precise, executable specifications of
distributed algorithms. We propose static and dynamic metrics for measuring
diversity. An experimental evaluation of algorithm diversity combined with
implementation-level diversity for several sequential algorithms and
distributed algorithms shows the benefits of algorithm diversity
Resilience in middle-aged partners of patients diagnosed with incurable cancer : a thematic analysis
Background : Providing care for patients with advanced cancer is often the responsibility of the partner. Being confronted with an incurable cancer diagnosis can be highly disruptive for the patient's partner and can be considered a potentially traumatic event. However, most caregivers seem to adapt well during the process of providing care. This finding is in line with the concept of resilience in literature: a dynamic process of adapting well, resulting from the interplay between intrinsic and extrinsic resources and risks. Resilience is age-related, with the elderly population being higher in resilience as compared to the younger generation. However, resilience has been understudied in middle-aged caregivers.
Aim : To explore what intrinsic and extrinsic resources facilitate or hamper resilience in the middle-aged partner of a patient with incurable cancer.
Methods : Nine middle-aged partners of patients who died at home of cancer were selected and interviewed in depth within the first year following the death of their partner. A thematic analysis utilizing an inductive approach was conducted.
Findings : Resilience was challenged by the partner's diagnosis of incurable cancer. All participants made use of a set of interacting, caregiver-specific and context-related resources, facilitating a resilient process and leading to positive feelings and even personal growth. The partners demonstrated individual competences: adaptive flexibility, positivism, a sense of self-initiative and adaptive dependency. Furthermore, they relied on their context: cancer-related professionals and relatives. Context and situation interact continuously. The resulting dynamics were based on the context-availability, meaningful relationships and the patient's role.
Conclusion : A resilient trajectory results from an interplay between individual and contextual resources. To build resilience in middle-aged partners of patients with incurable cancer, health care professionals should address all available resources. Moreover, they should be aware of being part of the caregiver's context, a complex adaptive system that can be either resilience-supporting or -threatening
