COMPREHENSIVE DISASTER MANAGEMENT AND DEVELOPMENT: THE ROLE OF GEOINFORMATICS AND GEO-COLLABORATION IN LINKING MITIGATION AND DISASTER RECOVERY IN THE EASTERN CARIBBEAN
The recurring failure of communities at risk to build mitigation into disaster recovery activities to reduce risks against future disaster events remains unresolved. In fact, some communities seem to learn so little from the disastrous experience of other communities; they either commit the same calamitous mistakes or do nothing to improve their circumstances before disaster actually strikes them. Policies exist, yet resilience building systems are lacking from the pragmatic stages of disaster recovery. Beyond sustained preparedness and relief operations, communities must also concentrate on effective rehabilitation and efficient disaster recovery if they are to become resilient against future hazards. The Eastern Caribbean islands, like many other developing countries, typify this failure of integrating mitigation into disaster recovery despite numerous incidents of hurricanes and tropical storms over the past decades. It is a socio-technical issue that needs to engage reliable information exchange mechanisms and efficient social networks to initiate and create solutions.The overall objective of this study is to explore how countries can improve mitigation through disaster recovery activities. It documents the results of an analysis of experiences in disaster recovery and mitigation in the Eastern Caribbean following Hurricane Lenny in November 1999 and Hurricane Ivan in September 2004. Through nested case design, the study constructs a framework for integrating mitigation into disaster recovery and comprehensive disaster management. It highlights relationships and interactions among households, builders, building designers, post-disaster rehabilitation agencies and disaster management organizations that can facilitate mitigation. It identifies factors that facilitate geospatial support in disaster management in the Eastern Caribbean and how geocollaboration enhances performance and effectiveness in comprehensive disaster management. Finally, the study modifies existing mechanisms for disaster mitigation and develops a scalable DHaRMS synchronization tool for mitigation implementation at multiple levels of society.This study is deemed important from an empirical perspective because it could yield valuable insights into the strengths and weaknesses of mitigation implementation as well as provide policy recommendations for improving the efficiency and effectiveness of mitigation and comprehensive disaster management. From a theoretical perspective, this research is oriented toward contributing to the theories of comprehensive disaster management and complexity

The need for information systems that can inform the public about the catastrophic conditions is absolutely necessary. In previous research has established a disaster management information system that is treated with the approach to Geographic Information Systems (GIS) consisting of the phases of mitigation, evacuation and warning his own. Mitigation system that was built covering the field of catastrophe risk modeling using network analysis, mapping mudguard embankment area, information about alternative routes and other public facilities information. Evacuation system provides information on areas that can be used as an evacuation site if a disaster occurs, such as health centers and referral hospitals and information about the stages of evacuation if the disaster occurs. Early warning system that allows agencies related to the Sidoarjo Mud Mitigation Agency (BPLS) provide information directly via WEB and SMS that can be accessed by the public via the WEB and SMS. Surakarta city including areas with high levels of vulnerability with a score
of 60. SMK Negeri 2 Surakarta is one of the schools included in the area with high
levels of disaster vulnerability. The purpose of this study was to determine the level
of knowledge of nature lovers members in the earthquake disaster mitigation and
know the non-structural mitigation in the face of the earthquake disaster which
members nature lovers in SMK Negeri 2 Surakarta. Knowledge level of preparedness
of the 30 Member Nature Lovers In Earthquake Disaster Mitigation in SMK Negeri 2
Surakarta obtained niliai composite index by 77.38%. The results showed that the
level of knowledge about the earthquake disaster mitigation included in the high
category. Non-structural mitigation measures carried out by another person or the
school, but members nature lovers already know the purpose for which the nonstructural
mitigation measures, and the students also helped in the passage of nonstructural
mitigation

This study aims to: 1) know the process a disaster mitigation efforts to
reduce the risk a landslides disaster in the Pundungrejo Village, Tawangsari
Subdistrict, Sukoharjo District, 2) the characteristics a educated society in this
village, 3) the level knowledge a educated society in landslide disaster mitigation in
this village. 4) the role a educated society in landslide disaster mitigation through
the establishment a preparedness culture against general public in this village. This
research approach is qualitative. This study design is phenomenological with the
social definition paradigm. Informants of this study are people’s who have been
through formal education according to its competence. Methods of data collection
through questionnaire, observation, and interviews with First Order Understanding
techniques. Analysis using Second Order Understanding. The results of this study
are: 1) the process a disaster mitigation efforts to reduce the risk a landslides
disaster in the study area with approach top-down and bottom-up, but is still not
optimal, 2) the characteristics a educated society in the study area is influenced by
the thinking of the community, economic, and educational levels with an attitude of
mutual cooperation and tolerance. 3) the level a knowledge educated society in
landslide disaster mitigation is still incomplete. 4) educated society have a role in
disaster mitigation through the establishment a preparedness culture against
general public in this village

Disaster management is a dynamic process, integrated and sustainable effort to increase quality of preventive, preparedness,mitigaton, emergency response, evacuation and reconstruction. Mitigation is strategy to reduce and minimize negative impact of disaster. At least, there are six strategies in tsunami mitigation. Firstly, to protect living, infrastructure and coastal zone environment. Secondly, to increase understanding and participation in mitigation of tsunami. Third, to increase preparedness and awareness of upcoming disaster. Fourth, to increase coordination and institution capacity.
