Both Sides of the Story: Communication Ethics in Mediatized Worlds
Current transformations in the media landscape are challenging contemporary communication and media ethics in at least 2 ways. First, digitization of the media creates new ethical problems that stimulate calls for a redefinition of the norms and values of public communication. Second, new instruments of web-based media observation introduce new possibilities for media (self-)regulation and accountability, thus complementing the initiatives of traditional institutions like press councils. The article retraces those conflicting developments by reference to 2 comparative studies, representing the diverging traditions of conventional communication ethics and media accountability research. A Review of the "Digital Turn" in the New Literacy Studies
Digital communication has transformed literacy practices and assumed great importance in the functioning of workplace, recreational, and community contexts. This article reviews a decade of empirical work of the New Literacy Studies, identifying the shift toward research of digital literacy applications. The article engages with the central theoretical, methodological, and pragmatic challenges in the tradition of New Literacy Studies, while highlighting the distinctive trends in the digital strand. It identifies common patterns across new literacy practices through cross-comparisons of ethnographic research in digital media environments. It examines ways in which this research is taking into account power and pedagogy in normative contexts of literacy learning using the new media. Recommendations are given to strengthen the links between New Literacy Studies research and literacy curriculum, assessment, and accountability in the 21st century
The Arab Spring : digitial youth and the challenge of work
Aided by new media and digital communication tools, youths have helped foster a democratic ethos throughout North Africa and the Middle East regions. The internet generation has a very firm grip on rights, civic liberties and democratic accountability and has well honed the art of single issue campaigns using new media. This paper argues that, for the most part, youth movements using new media platforms exhibit great adeptness at articulating a way forward for civic and political rights, and are on more shaky footing when it comes to economic rights, fair labour practices, and distributive justice. Open budget data: mapping the landscape
This report offers analysis of the emerging issue of open budget data, which has begun to gain traction amongst advocates and practitioners of financial transparency.
Issues and initiatives associated with the emerging issue of open budget data are charted in different forms of digital media. The objective is to enable practitioners – in particular civil society organisations, intergovernmental organisations, governments, multilaterals and funders – to navigate this developing field and to identify trends, gaps and opportunities for supporting it.
How public money is collected and distributed is one of the most pressing political questions of our time, influencing the health, well-being and prospects of billions of people. Decisions about fiscal policy affect everyone - determining everything from the resourcing of essential public services, to the capacity of public institutions to take action on global challenges such as poverty, inequality or climate change.
Digital technologies have the potential to transform the way that information about public money is organised, circulated and utilised in society, which in turn could shape the character of public debate, democratic engagement, governmental accountability and public participation in decision-making about public funds. Data could play a vital role in tackling the democratic deficit in fiscal policy and in supporting better outcomes for citizens
A Conceptual Framework for Digital Libraries for K–12 Mathematics Education: Part 2, New Educational Standards, Policy Making, and Accountability
This paper is the second of two (see pt. 1) that describe a six-part conceptual framework for designing and evaluating digital libraries for mathematics education in K–12 settings: information literacy, information organization, integrated learn- ing, adoption of new educational standards, integration of pertinent changes in educational policy making, and ensuring accountability. This second paper explores the final three elements of the six-part framework. Accountability has become the core of the educational reform initiated by federal policies and measured by state-mandated educational standards. These political circumstances, as well as communication and collaboration, must be constitutively involved in the iterative design, implementation, and evaluation of digital libraries. The paper concludes with a series of recommendations for the design and implementation of digital libraries for K–12 mathematics education based on the authors’ discussion of these final three elements
Technical alignment
This essay discusses the importance of the areas of
infrastructure and testing to help digital preservation services
demonstrate reliability, transparency, and accountability. It
encourages practitioners to build a strong culture in which
transparency and collaborations between technical frameworks
are valued highly. It also argues for devising and applying
agreed-upon metrics that will enable the systematic analysis of
preservation infrastructure. The essay begins by defining
technical infrastructure and testing in the digital preservation
context, provides case studies that exemplify both progress and
challenges for technical alignment in both areas, and concludes
with suggestions for achieving greater degrees of technical
alignment going forward
Government as a social machine - the implications of government as a social machine for making and implementing market-based policy
This is the second of two reports from the Government as a Social Machine project. The first report gave an overview of the evolution of electronic/digital government, and explored the concept of 21st century government as a \u27social machine\u27.
This report identifies seven social machines developed by governments in Australia and New Zealand. These social machines harness digital technologies in order to deliver more effective and efficient services, develop better business practices, and enable better accountability and transparency. The report gives an overview of each social machine in context, describing the social need that is being met and the community that has developed it, and begins to unravel some of the socio-political consequences that might arise from the use of these social machines within the public policy context.
These reports are not intended to be comprehensive (further educational materials are being developed as part of the ANZSOG Case Library), but they are intended to begin a conversation amongst those studying or practicing in public policy as to how governments can better understand, manage and employ these evolving social machines for better governance and social benefit
Design Challenges for GDPR RegTech
The Accountability Principle of the GDPR requires that an organisation can
demonstrate compliance with the regulations. A survey of GDPR compliance
software solutions shows significant gaps in their ability to demonstrate
compliance. In contrast, RegTech has recently brought great success to
financial compliance, resulting in reduced risk, cost saving and enhanced
financial regulatory compliance. It is shown that many GDPR solutions lack
interoperability features such as standard APIs, meta-data or reports and they
are not supported by published methodologies or evidence to support their
validity or even utility. A proof of concept prototype was explored using a
regulator based self-assessment checklist to establish if RegTech best practice
could improve the demonstration of GDPR compliance. The application of a
RegTech approach provides opportunities for demonstrable and validated GDPR
compliance, notwithstanding the risk reductions and cost savings that RegTech
can deliver. This paper demonstrates a RegTech approach to GDPR compliance can
facilitate an organisation meeting its accountability obligations
