Introduction: The Fogarty International Research Ethics Education and Curriculum Development Program in Historical Context
In response to the increasing need for research ethics expertise in low and middle income countries (LMICs), the NIH's Fogarty International Research Ethics Education and Curriculum Development Program has provided grants for the development of training programs in international research ethics for LMIC professionals since 2000. This collection of papers draws upon the combined expertise of Fogarty grantees, trainees, and other experts to assess the state of research ethics in LMICs, and the lessons learned over 12 years of international research ethics education; to assess future needs; and to chart a way forward to meet those needs. In this introductory paper we briefly sketch the evolution of research ethics as applied to LMIC research, the underpinning and evolution of the Fogarty bioethics program, and summarize key conclusions from the other papers in the collection
Rational a priori or Emotional a priori? Husserl and Scheler’s Criticisms of Kant Regarding the Foundation of Ethics
Based on the dispute between Protagoras and Socrates on the origin of ethics, one can ask the question of whether the principle of ethics is reason orfeeling/emotion, or whether ethics is grounded on reason or feeling/emotion. The development of Kant’s thoughts on ethics shows the tension between reason and feeling/emotion. In Kant’s final critical ethics, he held to a principle of “rational a priori.” On the one hand, this is presented as the rational a priori principle being the binding principle of judgment. On the other hand, it is presented as the doctrine of “rational fact” as the ultimate argument of his ethics. Husserl believed that Kant’s doctrine of a rational a priori totally disregarded the a priori essential laws of feeling. Like Husserl, Scheler criticized Kant’s doctrine of a rational a priori, and therefore developed his own theory of an “emotional a priori”. Both of them focused their critiques on the grounding level of ethics. Scheler, however, did not follow Husserl all the way, but criticized him and reflected on his thoughts. Mining and development : examining the effectiveness of mining company community development intervention in New Ireland Province, Papua New Guinea : a thesis presented in partial fulfilment of the requirements for the degree of Doctor of Philosophy in Development Studies at Massey University, Manawatu, New Zealand
This thesis explores the effectiveness of mining company contributions to development
within the gold mining communities of Lihir and Simberi islands, in New Ireland Province,
Papua New Guinea (PNG). More specifically, it analyses the extent to which forms of
community development intervention undertaken on Lihir Island by Newcrest Mining Ltd, and
on Simberi Island by St Barbara Ltd, actually support meaningful forms of development.
This has been achieved through the use of development ethics (Goulet 1995) as a
conceptual research framework, which when applied in research practice, gives priority to
the wellbeing of those whose realities may be ignored, misread or marginalised within the
neoliberal realm of development.
This research is based on a total of four months of fieldwork undertaken on Lihir and Simberi
islands. It draws on community narratives to frame the relevance of human wellbeing,
human rights and inclusive development as development ethics within the research context.
This development ethics research lens facilitates discussion about the meaningfulness of
development intervention from a morally-informed community development perspective.
Underpinned by a locally contextualised appreciation of what human wellbeing and
meaningful development means on Lihir and Simberi islands (which results in the exposition
of a set of local Community Wellbeing and Development Rights), a critical review of the
practice and governance of development intervention within each Island community is then
detailed. The analysis of development interventions then proceeds using firstly an evaluation
of practices within a human rights lens, and secondly consideration of inclusive development
outcomes relative to Newcrest's and St Barbara’s development related rhetoric.
The resulting account of mining company community development intervention is critical, but
ultimately hopeful. This hopefulness reflects the hope of customary landowners that mining
will one day lead to meaningful development benefits. The analysis from this development
ethics lens reveals insights into the promotion of social justice through the delivery of mining
company development interventions. It is argued that mining companies have the
opportunity to enhance a set of locally significant and internationally recognised human
rights that are important to the wellbeing and development of customary landowners.
Although, in some instances, mining company performance is falling short with respect to the
enhancement of these human rights, it is argued that the enhancement of Community
Wellbeing and Development Rights exists as a potential means for mining companies to add
value to host communities. However, if such a development programme is to be meaningful
to customary landowners, it must also advance equity and fairness. If mining companies fail
to navigate such complexities, this thesis contends that mining, and forms of mining
company community development intervention, will likely do more harm to communities than
good
G. E. Moore and theory of moral/right action in ethics of social consequences
G. E. Moore’s critical analysis of right action in utilitarian ethics and his consequentialist concept of right action is a starting point for a theory of moral/right action in ethics of social consequences. The terms right and wrong have different meanings in these theories. The author explores different aspects of right and wrong actions in ethics of social consequences and compares them with Moore’s ideas. He positively evaluates Moore’s contributions to the development his theory of moral/right action

Educational software reflecting two philosophical approaches to ethics education
Ethics education can vary considerably in its instructional strategies based on differences in the theoretical positions underlying the approach to moral development being stressed. Two such approaches are the 'justice' approach as exemplified by Kohlberg's six stages of moral development, and the 'care ethic' approach as exemplified by Gilligan's work on empathy as a base for moral decision-making. Each of these approaches can be demonstrated through different instructional strategies in the ethics education course, but each strategy is often difficult to execute in practice, given time and resource constraints
The political dimension of animal ethics in the context of bioethics: problems of integration and future challenges
Animal ethics has reached a new phase with the development of animal ethical thinking. Topics and problems previously discussed in terms of moral theories and ethical concepts are now being reformulated in terms of political theory and political action. This constitutes a paradigm shift for Animal Ethics. It indicates the transition from a field focused on relations between individuals (humans and animals) to a new viewpoint that incorporates the political dimensions of the relationships between human communities and non-human animals. Animals are no longer seen as a heterogeneous group of sentient beings or simply as species, but as part of a common good that is simultaneously human and animal. In order to participate in this new phase, bioethics will have to face a series of challenges that have hindered the integration of animal ethics within its field. It will also need the development of a new theoretical framework based on relations between communities of individuals. This framework will be able to highlight the ethical and political dimensions that arise from interactions between human communities, non-human animals and the ecosystem
