The role of Entrepreneurial Universities in interfacing Competitive Advantages: The Case of Beira Interior region (Portugal)
This paper reveals the importance of a local entrepreneurial university in interfacing competitive advantages, by assuming the condition of most influent and dynamic engine of regional development. The strategic diagnosis provides the identification of a dominant quadrant in the TOWS matrix application to the Beira Interior region, which is dominated by Mini-Maxi strategies. For improving the competitive positioning of that region, the transition from the dominant quadrant (Mini-Maxi) to the most desirable quadrant (Maxi-Maxi) is also proposed. In this sense, the University assumes a fundamental role in the design and in the promotion of the proposed set of strategic actions, which should be implemented in two critical areas: traditional activities and tourism; and entrepreneurship and innovation. In terms of future research, the same analytical tool could be applied to other regions with a similar competitive profile, in order to obtain comparative analyses and to better calibrate the TOWS Matrix.Entrepreneurship; Regional Development; Strategy

Patterns of preservation, restructuring and survival: science and technology policy in Russia in the post Soviet era
This paper analyses the role of S&T policy in the adjustment and restructuring of the Russian S&T system in the post-Soviet period. The principal argument is that the adjustment of the S&T system in Russia has been evolving between the 'preservation of S&T potential', its restructuring, and survival strategies developed by researchers and R&D organisations. The interaction of these factors explains much of the pace and patterns of restructuring of Russian S&T system observed in the post-Soviet period. The model that emerged is the post-Soviet R&D model, which is relevant for Russia as well as for other CIS. The paper analyses strategic options available to Russian policy makers
An Integrated Assessment Framework for Water Resources Management: A DSS Tool and a Pilot Study Application
Decision making for the management of water resources is a complex and difficult task. This is due to the complex socio-economic system that involves a large number of interest groups pursuing multiple and conflicting objectives, within an often intricate legislative framework. Several Decision Support Systems have been developed but very few have indeed proved to be effective and truly operational. MULINO (Multisectoral, Integrated and Operational Decision Support System for Sustainable Use of Water Resources at the Catchment Scale) is a project funded under the Fifth Framework Programme of the European Research and the key action line dedicated to operational management schemes and decision support system for sustainable use of water resources. The MULINO DSS (mDSS) integrates hydrological models with multi-criteria decision methods and adopts the DPSIR (Driving Force â Pressure â State â Impact â Response) framework developed by the European Environment Agency. The DPSIR was converted from a static reporting scheme into a dynamic framework for integrated assessment modelling (IAM) and multi-criteria evaluation procedures. The Boston University Photonics Center (BUPC) is an interdisciplinary hub for education, research, scholarship, innovation, and technology development associated with practical uses of light.This annual report summarizes activities of the Boston University Photonics Center in the 2013â2014 academic year.This has been a good year for the Photonics Center. In the following pages, you will see that the centerâs faculty received prodigious honors and awards, generated more than 100 notable scholarly publications in the leading journals in our field, and attracted 20M in research funding for the University, are indicative of the breadth of Photonics Center research interests: from fundamental modeling of optoelectronic materials to practical development of cancer diagnostics, from exciting new discoveries in optogenetics for understanding brain function to the achievement of world-record resolution in semiconductor circuit microscopy. Our community welcomed an auspicious cohort of new faculty members, including a newly hired assistant professor and a newly hired professor (and Chair of the Mechanical Engineering Department). The Industry/University Cooperative Research Centerâthe centerpiece of our translational biophotonics programâcontinues to focus on advancing the health care and medical device industries, and has entered its fourth year of operation with a strong record of achievement and with the support of an enthusiastic industrial membership base
The relationship between needs and instruments of innovation policy in different regions: the Matrix INT - Instruments and Needs of Technology
The methodology, which is described in this study, aims to evaluate the gap between the characteristics of the demand and the supply of technology transfer (TT) services to small and medium size firms in a wide international framework, comprising both developed countries and less developed countries. The study focuses on a "demand led" and strategic approach. It underlies that the problems and opportunities of development of the small and medium size firms in the various individual countries are different and that determines a different structure of the demand of technology transfer services. Moreover, this study aims to identify the role and characteristics of the TT intermediaries in the wider framework of the strategies and instruments of innovation policies. In fact, the instruments of innovation policy are not only those, which operate directly on the individual firms, but also those, which can operate on the "selection environment", within which the firms are embedded.
