    Interoperability Performance Among Campus Law Enforcement Agencies

    The September 11, 2001 terrorist attacks exposed considerable breakdowns in communications interoperability and information sharing among first responders. Multijurisdictional responses to the active-shooter incidents at the University of Texas in 2010; Sandy Hook Elementary of Newtown, Connecticut in 2012, and the Reynolds High School shooting of Multnomah County, Oregon in 2014 were replete with interoperability failures as well. Recent multijurisdictional response events continue to illuminate difficulties with first-responder interoperability and minimal research exists to promote understanding of the interoperability challenges of university police departments. The purpose of this study was to explore the barriers that impede communications of campus based law enforcement agencies during multiagency or multijurisdictional response. General systems theory and the unified theory of acceptance and use of technology model provided the conceptual framework for this qualitative case study. Face-to-face interviews were conducted with 10 leaders of university public safety agencies in California. Data were collected, inductively coded, and thematically analyzed. Key findings indicate that participants perceived barriers of funding, policy, inclusiveness, and training that affect communications interoperability performance. The positive social change implications from this study include recommendations of policy change for improved interoperability during multiagency or multijurisdictional response which can contribute to increased first-responder safety, more efficient multijurisdictional response, and improved safety of students and society at large

At a high level, those include the following: Bridging communication between UAS Operators and Flight Information Management System (FIMS) Supporting planning of UAS operations Assisting strategic deconfliction of the UTM airspace Providing information support to UAS Operators during operations Helping UAS Operators meet their formal requirements This document provides the minimum set of requirements for a USS. In order to be recognized as a USS within UTM, successful demonstration of satisfying the requirements described herein will be a prerequisite. To ensure various desired qualities (security, fairness, availability, efficiency, maintainability, etc.), this specification relies on references to existing public specifications whenever possible

    The Advancing Care Coordination & Telehealth Deployment (ACT) Programme is the first to explore the organisational and structural processes needed to successfully implement care coordination and telehealth (CC&TH) services on a large scale. A number of insights and conclusions were identified by the ACT programme. These will prove useful and valuable in supporting the large-scale deployment of CC&TH. Targeted at populations of chronic patients and elderly people, these insights and conclusions are a useful benchmark for implementing and exchanging best practices across the EU. Examples are: Perceptions between managers, frontline staff and patients do not always match; Organisational structure does influence the views and experiences of patients: a dedicated contact person is considered both important and helpful; Successful patient adherence happens when staff are engaged; There is a willingness by patients to participate in healthcare programmes; Patients overestimate their level of knowledge and adherence behaviour; The responsibility for adherence must be shared between patients and health care providers; Awareness of the adherence concept is an important factor for adherence promotion; The ability to track the use of resources is a useful feature of a stratification strategy, however, current regional case finding tools are difficult to benchmark and evaluate; Data availability and homogeneity are the biggest challenges when evaluating the performance of the programmes

    Utilisation of building information modelling in facilities management: a South African case study

To effectively manage a facilities’ electronic information is needed. An integrated information management system such as Building Information Modelling (BIM) can be utilised to support data at any given phase of a building life cycle. Literature review shows that there are benefits to using BIM in Facilities Management. However, there is insufficient research regarding the use of BIM in facilities management in South Africa. The purpose of this research was to investigate the extent to which BIM is utilised in the South African Facilities Management sector and identifies the challenges faced by Facilities Management personnel while using BIM. Data was obtained through interviews and an online survey. The interviews were used to gather information from a small sample, while the survey was used to understand a larger sample. Both qualitative and quantitative data analysis techniques were used to analyse the data. The research was limited to international BIM standards, as BIM is a new concept in South Africa and there is scarcity of relevant literature in the context of South Africa. The findings reveal that majority of Facilities Management practitioners are not utilising BIM, due to factors relating to cost and week support organisations. Those who use BIM believe that the model does not have enough information to carry out all Facilities Management activities.XL201

    CHDS State/LocalThis thesis explores how shared governance mitigates risk related to multi-agency, multi-discipline interoperable radio communications projects. Case study research focused on two California counties, Marin and Monterey, to discover how shared governance emerged to mitigate financial, managerial and discipline risk. The significance of this research identifies the elements of shared governance that can lead to the successful implementation of interoperable radio communications projects. Findings indicate that shared governance emerges over time and is influenced by existing professional relationships. Metaleaders are individuals take the sum of their professional experience (roles) and use that experience to facilitate shared need and common understanding between all participants.     Applying lean thinking to risk management in product development

    This paper re-conceptualizes risk management (RM) in product development (PD) through a lean thinking perspective. Arguably, risk management in PD projects became a victim of its own success. It is often implemented as a highly formalized, compliance driven activity, ending up disconnected from the actual value creation of the engineering task. Cost overrun, delay and low quality decision making is common in product development processes even if RM processes are in place. Product development is about reaching project objectives by gradually reducing uncertainty, but often fail to do so without delay or cost overrun. This paper explores the relationship between product development and risk management and proposes to make RM an integrated value adding part of PD. Through a literature review we identify the potential of re-conceptualizing RM through lean thinking. We then conceptualize an outline of how one could apply lean thinking to RM to create a simple, value focused and consensusforming perspective on how to make RM a meaningful part of PD

    The U.S. Department of Homeland Security (DHS) has provided extensive general guidance on developing training and exercise programs for public entities, but little had been done to focus that material on the transportation sector specifically. Transportation sector emergency managers have noted that there should be specific guidance for developing exercises that are focused on the operational work of their agencies, in addition to the Logistics Section functions that are usually the focus of transportation sector entities in multi-agency, multi-jurisdiction exercises. The first section of his report provides information on federal training and exercise requirements for transportation sector entities. It summarizes the changes to emergency management programs and requirements that grew out of the Presidential Policy Directive-8 (PPD-8) issuance in early 2011, and the challenges of adult training. The second section is a Homeland Security Exercise and Evaluation Program (HSEEP)-compliant practical handbook using the project management approach that guides transportation sector staff in the creation, development, implementation and wrap-up of federally mandated exercises. It includes scenarios and implementation guidance based on the actual experiences and work of the transportation sector

    This research article published by the International Journal of Advanced Technology and Engineering Exploration (IJATEE), Volume-6 Issue-59 October-2019In this paper an insight on various e-health interoperable systems was reviewed to discover strengths and challenges faced during sustainable implementation. It covered local, national and regional coverage of integrated systems towards implementation of a single unified e-health system. Peer reviewed and grey literatures were consulted to discover global and local trend and efforts towards implementations of e-health interoperable systems. The available systems and frameworks from the European Union, Asia, America, Oceania and Africa were analyzed for their strengths and challenges. Various policies, guides as well as free and proprietary standards associated with e-health interoperability was reviewed to understand the common standards adopted by the majority of existing systems. The findings of the analysis are useful for policy makers on the best ways to implement interoperable systems in developing countries by focusing on the existing infrastructures and the environment. Similarly, the strengths and challenges encountered by interoperable systems were also examined to provide recommendations for future studies
