University 4.4 – A Development Strategy for Education and Research Centers
Due to increased demand for qualified human resources, for 'new & rare skills', for software solutions, reliable products and services in the field of applied informatics, there are large available financial funds that can be accessed by Informatics and Cybernetics schools. Edu-cational and research departments must capitalize funds provided by the Europe-an/international institutions and private companies, by supporting the creation of spin-off en-tities that will conduct technology transfer projects. These funds must be used to increase the quality of teaching and to improve research results by assuring the financial needs and tech-nical resources of teachers (project based payments), students (scholarships projects) and the community (public available projects). The presented strategy, University 4.4 describes four development directions for a four years period. INCF Lithuanian Workshop on Neuroscience and Information Technology
The aim of this workshop was to give a current overview of neuroscience and informatics research in Lithuania, and to discuss the strategies for forming the Lithuanian Neuroinformatics Node and becoming a member of INCF. The workshop was organized by Dr. Aušra Saudargiene (Department of Informatics, Vytautas Magnus University, Kaunas, and Faculty of Natural Sciences, Vilnius University, Lithuania) and INCF.
The workshop was attended by 15 invited speakers, among them 4 guests and 11 Lithuanian neuroscientists, and over 20 participants. The workshop was organized into three main sessions: overview of the INCF activities including the Swedish and UK nodes of INCF; presentations on Neuroscience research carried out in Lithuania; discussion about the strategies for forming an INCF national node, and the benefits of having such a node in Lithuania (Appendix A: Program; Appendix B: Abstracts)

Design and implementation of a federated health record server
This paper describes the practical implementation of a federated health record serverbased on a generic and comprehensive public domain architecture and deployed in alive clinical setting.The authors, working at the Centre for Health Informatics and MultiprofessionalEducation (University College London), have built up over a decade of experiencewithin Europe on the requirements and information models that are needed to underpincomprehensive multi-professional electronic health records. This work has involvedcollaboration with a wide range of healthcare and informatics organisations and partnersin the healthcare computing industry across Europe though the EU Health Telematicsprojects GEHR, Synapses, EHCR-SupA, SynEx and Medicate. The resultingarchitecture models have influenced recent European standards in this area, such asCEN TC/251 ENV 13606. UCL has now designed and built a federated health recordserver based on these models which is now running in the Department ofCardiovascular Medicine at the Whittington Hospital in north London. A new EC FifthFramework project, 6WINIT, is enabling new and innovative IPv6 and wirelesstechnology solutions to be added to this work.The north London clinical demonstrator site has provided the solid basis from which toestablish "proof of concept" verification of the design approach, and a valuableopportunity to install, test and evaluate the results of the component engineeringundertaken during the EC funded projects

Informatics Engineering Department Petra Christian University do inspection process for judicium manually. This manual process spends considerable time and difficulty in adjusting to the curriculum and regulations. Based on the problems faced by the Department of Informatics, the author develops an application to help speed up and simplify the judicium inspection. This application includes the setting of curriculum, setting fields of study, inspection requirements judicium, determining areas of study graduated students and graduation report. This application was created using ASP.Net programming language and MYSQL as a database. Based on the testing processes, this application has been able to meet the needs of Department of Informatics in the judicium inspection process
