    The effect of Beijing’s driving restrictions on pollution and economic activity

    We evaluate the environmental and economic effects of Beijing’s driving restrictions. Based on daily data from multiple monitoring stations, air pollution falls 19% during every-other-day and 8% during one-day-per-week restrictions. Based on hourly viewership data, the number of television viewers during the restrictions increases 1.7 to 2.3% for workers with discretionary work time but is unaffected for workers without, consistent with the restrictions’ higher per-day commute costs reducing daily labor. Causal effects are identified from both time-series and spatial variation in air quality and intra-day variation in viewership. We provide possible reasons for the policy’s success, including evidence of high compliance based on parking garage entrance records. Our results contrast with previous findings of no pollution reductions from driving restrictions and provide new evidence on commute costs and labor supply.Driving restrictions; externalities; environmental economics; pollution

    International Lessons for Promoting Transit Connections to High-Speed Rail Systems

    As the California High-Speed Rail (HSR) project becomes reality, many communities involved in, or affected by, the California HSR project have considered how to connect the new HSR passenger services to local urban transportation systems – such as bus and light rail systems – and how they can take advantage of HSR accessibility and speed throughout the state. European and other overseas systems have decades of experience in forging connections between HSR and various transportation options. This study examines international HSR stations and identifies patterns in transit connections associated with stations on the basis of size, population levels, and other characteristics. Additionally, a closer examination is made of the lessons that can be learned from a strategic sample of overseas HSR stations, correlated to similar cities in the planned California system. Generally, the findings from the comparison suggest that California cities must make significant strides to approach the level of integration and ease of access to other modes that systems outside the U.S. now enjoy

    Automatic Recognition of Public Transport Trips from Mobile Device Sensor Data and Transport Infrastructure Information

    Automatic detection of public transport (PT) usage has important applications for intelligent transport systems. It is crucial for understanding the commuting habits of passengers at large and over longer periods of time. It also enables compilation of door-to-door trip chains, which in turn can assist public transport providers in improved optimisation of their transport networks. In addition, predictions of future trips based on past activities can be used to assist passengers with targeted information. This article documents a dataset compiled from a day of active commuting by a small group of people using different means of PT in the Helsinki region. Mobility data was collected by two means: (a) manually written details of each PT trip during the day, and (b) measurements using sensors of travellers' mobile devices. The manual log is used to cross-check and verify the results derived from automatic measurements. The mobile client application used for our data collection provides a fully automated measurement service and implements a set of algorithms for decreasing battery consumption. The live locations of some of the public transport vehicles in the region were made available by the local transport provider and sampled with a 30-second interval. The stopping times of local trains at stations during the day were retrieved from the railway operator. The static timetable information of all the PT vehicles operating in the area is made available by the transport provider, and linked to our dataset. The challenge is to correctly detect as many manually logged trips as possible by using the automatically collected data. This paper includes an analysis of challenges due to missing or partially sampled information in the data, and initial results from automatic recognition using a set of algorithms.     Shared-Use Bus Priority Lanes On City Streets: Case Studies in Design and Management, MTI Report 11-10

    This report examines the policies and strategies governing the design and, especially, operations of bus lanes in major congested urban centers. It focuses on bus lanes that operate in mixed traffic conditions; the study does not examine practices concerning bus priority lanes on urban highways or freeways. Four key questions addressed in the paper are: How do the many public agencies within any city region that share authority over different aspects of the bus lanes coordinate their work in designing, operating, and enforcing the lanes? What is the physical design of the lanes? What is the scope of the priority use granted to buses? When is bus priority in effect, and what other users may share the lanes during these times? How are the lanes enforced? To answer these questions, the study developed detailed cases on the bus lane development and management strategies in seven cities that currently have shared-use bus priority lanes: Los Angeles, London, New York City, Paris, San Francisco, Seoul, and Sydney. Through the case studies, the paper examines the range of practices in use, thus providing planners and decision makers with an awareness of the wide variety of design and operational options available to them. In addition, the report highlights innovative practices that contribute to bus lanes’ success, where the research findings make this possible, such as mechanisms for integrating or jointly managing bus lane planning and operations across agencies

    Designing and Operating Safe and Secure Transit Systems: Assessing Current Practices in the United States and Abroad, MTI Report 04-05

    Public transit systems around the world have for decades served as a principal venue for terrorist acts. Today, transit security is widely viewed as an important public policy issue and is a high priority at most large transit systems and at smaller systems operating in large metropolitan areas. Research on transit security in the United States has mushroomed since 9/11; this study is part of that new wave of research. This study contributes to our understanding of transit security by (1) reviewing and synthesizing nearly all previously published research on transit terrorism; (2) conducting detailed case studies of transit systems in London, Madrid, New York, Paris, Tokyo, and Washington, D.C.; (3) interviewing federal officials here in the United States responsible for overseeing transit security and transit industry representatives both here and abroad to learn about efforts to coordinate and finance transit security planning; and (4) surveying 113 of the largest transit operators in the United States. Our major findings include: (1) the threat of transit terrorism is probably not universal—most major attacks in the developed world have been on the largest systems in the largest cities; (2) this asymmetry of risk does not square with fiscal politics that seek to spread security funding among many jurisdictions; (3) transit managers are struggling to balance the costs and (uncertain) benefits of increased security against the costs and (certain) benefits of attracting passengers; (4) coordination and cooperation between security and transit agencies is improving, but far from complete; (5) enlisting passengers in surveillance has benefits, but fearful passengers may stop using public transit; (6) the role of crime prevention through environmental design in security planning is waxing; and (7) given the uncertain effectiveness of antitransit terrorism efforts, the most tangible benefits of increased attention to and spending on transit security may be a reduction in transit-related person and property crimes

In cities, transit access is a critical factor determining upward mobility. Yet many urban transportation systems, including Boston’s, underserve some populations along one or more of those dimensions. Boston has the opportunity and means to expand mobility access to all residents, and at the same time reduce GHG emissions from transportation. This requires the transformation of the automobile-centric system that is fueled predominantly by gasoline and diesel fuel. The near elimination of fossil fuels—combined with more transit, walking, and biking—will curtail air pollution and crashes, and dramatically reduce the public health impact of transportation. The City embarks on this transition from a position of strength. Boston is consistently ranked as one of the most walkable and bikeable cities in the nation, and one in three commuters already take public transportation. There are three general strategies to reaching a carbon-neutral transportation system: • Shift trips out of automobiles to transit, biking, and walking;1 • Reduce automobile trips via land use planning that encourages denser development and affordable housing in transit-rich neighborhoods; • Shift most automobiles, trucks, buses, and trains to zero-GHG electricity. Even with Boston’s strong transit foundation, a carbon-neutral transportation system requires a wholesale change in Boston’s transportation culture. Success depends on the intelligent adoption of new technologies, influencing behavior with strong, equitable, and clearly articulated planning and investment, and effective collaboration with state and regional partners.Published versio
