Modelling interdependencies between the electricity and information infrastructures
The aim of this paper is to provide qualitative models characterizing
interdependencies related failures of two critical infrastructures: the
electricity infrastructure and the associated information infrastructure. The
interdependencies of these two infrastructures are increasing due to a growing
connection of the power grid networks to the global information infrastructure,
as a consequence of market deregulation and opening. These interdependencies
increase the risk of failures. We focus on cascading, escalating and
common-cause failures, which correspond to the main causes of failures due to
interdependencies. We address failures in the electricity infrastructure, in
combination with accidental failures in the information infrastructure, then we
show briefly how malicious attacks in the information infrastructure can be
addressed
Commercial critical systems and critical infrastructure protection : a future research agenda
Secure management of Australia’s commercial critical infrastructure presents ongoing challenges to owners and the government. Although it is currently managed through high-level information sharing via collaboration, but does this suit the commercial sector. One of the issues facing Australia is that the majority of critical infrastructure resides under the control of the business sector and certain aspects such of the critical infrastructure such as Supply Chain Management (SCM) systems are distributed entities and not a single entity. The paper focuses upon the security issues associated with SCM systems and critical infrastructure protection.<br /
Resilient Critical Infrastructure Management using Service Oriented Architecture
Abstract—The SERSCIS project aims to support the use of interconnected systems of services in Critical Infrastructure (CI) applications. The problem of system interconnectedness is aptly demonstrated by ‘Airport Collaborative Decision Making’ (ACDM). Failure or underperformance of any of the interlinked ICT systems may compromise the ability of airports to plan their use of resources to sustain high levels of air traffic, or to provide accurate aircraft movement forecasts to the wider European air traffic management systems. The proposed solution is to introduce further SERSCIS ICT components to manage dependability and interdependency. These use semantic models of the critical infrastructure, including its ICT services, to identify faults and potential risks and to increase human awareness of them. Semantics allows information and services to be described in such a way that makes them understandable to computers. Thus when a failure (or a threat of failure) is detected, SERSCIS components can take action to manage the consequences, including changing the interdependency relationships between services. In some cases, the components will be able to take action autonomously — e.g. to manage ‘local’ issues such as the allocation of CPU time to maintain service performance, or the selection of services where there are redundant sources available. In other cases the components will alert human operators so they can take action instead. The goal of this paper is to describe a Service Oriented Architecture (SOA) that can be used to address the management of ICT components and interdependencies in critical infrastructure systems. A GeoSocial Intelligence Framework for Studying & Promoting Resilience to Seasonal Flooding in Jakarta, Indonesia
PetaJakarta.org is a web-based platform developed to harness the power of social media to gather, sort, and
display information about flooding for Jakarta residents in real time. The platform runs on the open source software
CogniCity—an OSS platform developed by the SMART Infrastructure Facility, University of Wollongong—which
allows data to be collected and disseminated by community members through their location-enabled mobile
devices. The project uses a GeoSocial Intelligence Framework to approach the complexity of Jakarta’s entangled
hydraulic, hydrological and meteorological systems and thereby converts the noise of social media into knowledge
about urban infrastructure and situational conditions related to flooding and inundation.
In this paper, PetaJakarta.org co-directors Dr Tomas Holderness, Geomatics Research Fellow at the SMART
Infrastructure Facility, Dr Etienne Turpin, Vice-Chancellor’s Postdoctoral Research Fellow at the SMART Infrastructure
Facility, and Dr Rohan Wickramasuriyam, GIS Research Fellow at the SMART Infrastructure Facility, will discuss
their GeoSocial Intelligence Framework as it applies to their current research in Jakarta. They will also present their
preliminary findings from their 2014 Twitter #DataGrant, which has allowed them to develop a correlative analysis
between historic social media information, the Jakarta government’s flood maps, and the infrastructure used to
manage critical flood emergencies. Finally, they will speculate on several future applications of the CogniCity OSS
and suggest how it might be developed to further promote an integrated civic co-management platform with the
support of business, industry, government and community organizations
Foreign Direct Investment in Cross-Border Infrastructure Projects
In this paper the authors critically review the relevant information and literature that can enhance the feasibility and the successful implementation of cross-border infrastructure projects. They provide detailed information concerning foreign direct investment in the major emerging regions: East Asia and the Pacific, Latin America, and Eastern Europe. They also discuss the theoretical and empirical literature which sheds light on the characteristics of transnational infrastructure projects, who should conduct them, and what determines their existence. The literature points to the importance of government involvement in transnational infrastructure projects as there are clear external benefits which will otherwise not be reaped. It also points to the importance of coordination for the success of the project. The Asian Development Bank is well placed to perform that role. Lastly, they provide six cases of cross-border infrastructure projects, two each from East Asia, Latin America, and Eastern Europe. These cases illustrate the critical need for smooth coordination of the diverse groups of team players, top-level backing of the projects, as well as a thorough understanding of all the political and financial factors involved that can influence the success of these projects.cross-border infrastructure; transnational infrastructure projects; foreign direct investment; east asia pacific
