CONCEPTUAL AND OPERATIONAL LIMITATIONS OF EVALUATING IS FOR ENGINEERING ASSET MANAGEMENT
Asset managing organisations utilize a variety of information systems to support the lifecycle of their assets. Traditionally, engineering enterprises take a deterministic approach to technology adoption. Evaluation of these systems, therefore, is an important aspect of managing IT investments in these organisations. Information systems evaluation is not an inert or stagnant activity, in fact it is highly influenced by the organisational environment. There are certain conceptual and operational issues and challenges that impede the employment of an effective evaluation mechanism. This paper provides a discussion on the conceptual and operational dimensions of the evaluation of the information systems utilized in asset lifecycle management. It highlights that an effective approach to information systems evaluation calls for pluralism, which demands qualitative as well as quantitative measures, involving context based cultural, social, economic, political, technical, and organisational aspects
Advanced Techniques for Assets Maintenance Management

Framework processes and systems will be the key fundamental enablers for success and for continuous improvement. The suggested framework will help to define and improve business policies and work procedures for the assets operation and maintenance along their life cycle. The following sections present some achievements on this focus, proposing finally possible future lines for a research agenda within this field of assets management

Developing a frame of reference for ex-ante IT/IS investment evaluation
Investment appraisal techniques are an integral part of many traditional capital budgeting processes. However, the adoption of Information Systems (IS) and the development of resulting infrastructures are being increasingly viewed on the basis of consumption. Consequently, decision-makers are now moving away from the confines of rigid capital budgeting processes, which have traditionally compared IS with non-IS-related investments. With this in mind, the authors seek to dissect investment appraisal from the broader capital budgeting process to allow a deeper understanding of the mechanics involved with IS justification. This analysis presents conflicting perspectives surrounding the scope and sensitivity of traditional appraisal methods. In contributing to this debate, the authors present taxonomies of IS benefit types and associated natures, and discuss the resulting implications of using traditional appraisal techniques during the IS planning and decision-making process. A frame of reference that can be used to navigate through the variety of appraisal methods available to decision-makers is presented and discussed. Taxonomies of appraisal techniques that are classified by their respective characteristics are also presented. RFID in the supply chain: lessons from European early adopters
Purpose Radio frequency identification (RFID) is increasingly being presented as
a technology with the potential to improve supply chain performance, but
empirical evidence from early adopters is sparse. This paper aims to rectify
this scarcity and contribute to a more informed discussion in and between
academic and practitioner communities. Design/Methodology/Approach The paper is
based on a conceptual model of factors influencing the success of adoption
efforts. It then reports the results of a survey of 612 European supply chain
managers, focusing on the 128 respondents who have begun RFID trials. Findings A
significant influence on operational deployment is the presence of mandates from
key customers requiring the technology’s use. Customer mandates also impact the
anticipated benefits of a faster sales cycle and of enhanced systems
integration, though the relationships are complex. By contrast, greater cost
reduction benefits are anticipated in two industries where mandates are less
common – industrial goods and logistics. Perceived organizational innovativeness
positively impacts anticipated ROI from RFID. Companies adopting a ‘slap and
ship’ approach are less likely to anticipate pricing benefits than those
integrating RFID into enterprise systems Research Limitations/Implications The
limitations of the paper include the limited sample size of early adopters. In
addition, qualitative research is needed into RFID supply chain applications and
into different approaches to IS integration of RFID, to inform future survey
work. Practical Implications This paper informs supply chain managers and senior
decision makers who are examining the potential of RFID technology. It offers
guidance on what issues to look for when adopting this technology, approaches to
take and the benefits that might be accrued. Originality/Valuer This paper

BIM and its impact upon project success outcomes from a Facilities Management perspective
The uptake of Building Information Modelling (BIM) has been increasing, but some of its promoted potential benefits have been slow to materialise. In particular, claims that BIM will revolutionise facilities management (FM) creating efficiencies in the whole-life of building operations have yet to be achieved on a wide scale, certainly in comparison to tangible progress made for the prior design and construction phases. To attempt to unravel the factors at play in the adoption of BIM during the operational phase, and in particular, understand if adoption by facilities managers (FMs) is lagging behind other disciplines, this study aims to understand if current BIM processes can ease the challenges in this area faced by facilities management project stakeholders. To do this, success from a facilities management viewpoint is considered and barriers to facilities management success are explored, with focused BIM use proposed as a solution to these barriers. Qualitative research was undertaken, using semi structured interviews to collect data from a non-probability sample of 7 project- and facilities- management practitioners. Key results from this study show that the main barrier to BIM adoption by facilities managers is software interoperability, with reports that facilities management systems are unable to easily import BIM data produced during the design and construction stages. Additionally, facilities managers were not treated as salient stakeholders by Project Managers, further negatively affecting facilities management project success outcomes. A µresistance to change was identified as another barrier, as facilities managers were sceptical of the ability of current BIMenabled systems promoted as being FM compatible to be able to replicate their existing Computer Aided Facility Management (CAFM) legacy software and its user required capabilities. The results of this study highlight that more work is needed to ensure that BIM benefits the end user, as there was no reported use of BIM data for dedicated facilities management purposes. Corporate Real Estate Management: Evidence from German Companies
Based on a conceptual framework of factors representing and influencing corporate real estate management, this study is the first to be performed on the topic in Germany. The research shows that, despite their significant value and associated costs, real estate assets are at present seriously undermanaged by the vast majority of German companies. It seems that the international "bandwagon" toward active real estate management has not yet reached German firms. However, in some companies the function is evolving into a recognized management activity that requires a more formal and systematic approach.
Research Directions in Information Systems for Humanitarian Logistics
This article systematically reviews the literature on using IT (Information Technology) in humanitarian logistics focusing on disaster relief operations. We first discuss problems in humanitarian relief logistics. We then identify the stage and disaster type for each article as well as the article’s research methodology and research contribution. Finally, we identify potential future research directions

Radio frequency identification (RFID) technologies for locating warehouse resources: A conceptual framework

It is necessary to track the real time resource location and status to support warehouse operations effectively. Therefore, RFID technology has been adopted to facilitate the collection and sharing of data in a warehouse environment. However, an essential decision should be made on the type of RFID tags the warehouse managers should adopt, because it is very important to implement RFID tags that work in warehouse environment. As a result, the warehouse resources will be easily tracked and accurately located which will improve the visibility of warehouse operations, enhance the productivity and reduce the operation costs of the warehouse. Therefore, it is crucial to evaluate the reading performance of all types of RFID tags in a warehouse environment in order to choose the most appropriate RFID tags which will enhance the operational efficiency of a warehouse. Reading performance of active and passive RFID tags have been evaluated before while, semi-passive RFID tag, which is battery-assisted with greater sensitivity than passive tags and cheaper than active tags, has not been examined yet in a warehouse environment. This research is in- progress research and it seeks to (i) provide a general overview of the existing real-time data management techniques in tracking warehouse resources location, (ii) provide an overall conceptual framework that can help warehouse managers to choose the best RFID technologies for a warehouse environment, (iii) Finally, the paper submits an experiment design for evaluating the reading performance of semi-passive RFID tags in a warehouse environment
Review and Evaluation of the J100â 10 Risk and Resilience Management Standard for Water and Wastewater Systems
Risk analysis standards are often employed to protect critical infrastructures, which are vital to a nation’s security, economy, and safety of its citizens. We present an analysis framework for evaluating such standards and apply it to the J100â 10 risk analysis standard for water and wastewater systems. In doing so, we identify gaps between practices recommended in the standard and the state of the art. While individual processes found within infrastructure risk analysis standards have been evaluated in the past, we present a foundational review and focus specifically on water systems. By highlighting both the conceptual shortcomings and practical limitations, we aim to prioritize the shortcomings needed to be addressed. Key findings from this study include (1) risk definitions fail to address notions of uncertainty, (2) the sole use of â worst reasonable caseâ assumptions can lead to mischaracterizations of risk, (3) analysis of risk and resilience at the threatâ asset resolution ignores dependencies within the system, and (4) stakeholder values need to be assessed when balancing the tradeoffs between risk reduction and resilience enhancement.Peer Reviewedhttps://deepblue.lib.umich.edu/bitstream/2027.42/154262/1/risa13421_am.pdfhttps://deepblue.lib.umich.edu/bitstream/2027.42/154262/2/risa13421.pd
