Language engineering - a champion for European culture
Language is key to culture. It is a direct cultural medium as well as a means of recording and providing access to non-lingual elements of culture. Language is also fundamental to a sense of cultural identity. For this reason, it is vital, in a changing Europe, that we preserve the multi-lingual character of our society in order to move successfully towards closer co-operation at a political, economic, and social level.
Language engineering is the application of knowledge of language to the development of computer software which can recognise, understand, interpret, and generate human language in all its forms.
The paper provides a high level view of the ‘state of the art’ in language engineering and indicates ways in which it will have a profound impact on our culture in the future. It shows how advances in language engineering are an important aid in maintaining cultural diversity in a multi-lingual European society, while enabling the development of social cohesion across cultural and national divides. It addresses issues raised by the prospect of the Multi-lingual Information Society, including education, human communication with technology and information management, as well as aspects of digital cities such as tele-presence in digital libraries, virtual art galleries and electronic museums. The paper raises the issue of language as a factor in cultural domination, showing the contribution that language engineering can make towards countering it.
The paper also raises a number of controversial issues concerning the likely benefits arising from the ways in which language is likely to influence the culture of Europe
Negotiating cultures in cyberspace
In this paper we report findings of a multidisciplinary study of online participation by culturally diverse participants in a distance adult education course offered in Canada and examine in detail three of the study's findings. First, we explore both the historical and cultural origins of "cyberculture values" as manifested in our findings, using the notions of explicit and implicit enforcement of those values and challenging the assumption that cyberspace is a culture free zone. Second, we examine the notion of cultural gaps between participants in the course and the
potential consequences for online communication successes and difficulties. Third, the analysis describes variations in participation frequency as a function of broad cultural groupings in our data. We identify the need for additional research, primarily in the form of larger scale comparisons across cultural groups of patterns of participation and interaction, but also in the form of case studies that can be submitted to microanalyses of the form as well as the content of communicator's participation and interaction online

Comparing inductive and deductive methodologies for design patterns identification and articulation
Design patterns offer a valuable format to communicate knowledge of successful design solutions to recurring problems. However, there is a lack of research into design patterns that differentiate the applicability of the proposed design solutions across different nations. This paper discusses inductive and deductive methodologies for analyzing qualitative data in order to identify and articulate design patterns for cross-cultural computer-supported collaborative design learning. It proposes a methodology how patterns for facilitating intercultural design education can be identified and articulated. Within this research, an inductive, deductive and comparative methodology for identifying and articulating design patterns was developed. Therein, eleven patterns for intercultural computer-supported collaboration were identified and written. We also discuss theoretical perspectives from Sociolinguistics, Applied Linguistics, Genre and Literacy Theory and Aboriginal Education that may shed further light on “cultural gaps” in online communications. Finally, we identify the need for additional research, primarily in the form of larger scale comparisons across cultural groups of patterns of participation and interaction, but also in the form of case studies that can be submitted to microanalyses of the form as well as the content of communicator’s participation and interaction online
