    Metadata enrichment for digital heritage: users as co-creators

    This paper espouses the concept of metadata enrichment through an expert and user-focused approach to metadata creation and management. To this end, it is argued the Web 2.0 paradigm enables users to be proactive metadata creators. As Shirky (2008, p.47) argues Web 2.0’s social tools enable “action by loosely structured groups, operating without managerial direction and outside the profit motive”. Lagoze (2010, p. 37) advises, “the participatory nature of Web 2.0 should not be dismissed as just a popular phenomenon [or fad]”. Carletti (2016) proposes a participatory digital cultural heritage approach where Web 2.0 approaches such as crowdsourcing can be sued to enrich digital cultural objects. It is argued that “heritage crowdsourcing, community-centred projects or other forms of public participation”. On the other hand, the new collaborative approaches of Web 2.0 neither negate nor replace contemporary standards-based metadata approaches. Hence, this paper proposes a mixed metadata approach where user created metadata augments expert-created metadata and vice versa. The metadata creation process no longer remains to be the sole prerogative of the metadata expert. The Web 2.0 collaborative environment would now allow users to participate in both adding and re-using metadata. The case of expert-created (standards-based, top-down) and user-generated metadata (socially-constructed, bottom-up) approach to metadata are complementary rather than mutually-exclusive. The two approaches are often mistakenly considered as dichotomies, albeit incorrectly (Gruber, 2007; Wright, 2007) . This paper espouses the importance of enriching digital information objects with descriptions pertaining the about-ness of information objects. Such richness and diversity of description, it is argued, could chiefly be achieved by involving users in the metadata creation process. This paper presents the importance of the paradigm of metadata enriching and metadata filtering for the cultural heritage domain. Metadata enriching states that a priori metadata that is instantiated and granularly structured by metadata experts is continually enriched through socially-constructed (post-hoc) metadata, whereby users are pro-actively engaged in co-creating metadata. The principle also states that metadata that is enriched is also contextually and semantically linked and openly accessible. In addition, metadata filtering states that metadata resulting from implementing the principle of enriching should be displayed for users in line with their needs and convenience. In both enriching and filtering, users should be considered as prosumers, resulting in what is called collective metadata intelligence

Reviews current requirements of digital preservation and the efforts underway to support them. Drawing on other recent work and the author's experience in a recent development project it subsequently comments on these efforts in the context of FE. Argues that the long-term curation and preservation of digital assets produced by further education colleges should not be the responsibility of those colleges

    SPEIR: Scottish Portals for Education, Information and Research. Final Project Report: Elements and Future Development Requirements of a Common Information Environment for Scotland

    The SPEIR (Scottish Portals for Education, Information and Research) project was funded by the Scottish Library and Information Council (SLIC). It ran from February 2003 to September 2004, slightly longer than the 18 months originally scheduled and was managed by the Centre for Digital Library Research (CDLR). With SLIC's agreement, community stakeholders were represented in the project by the Confederation of Scottish Mini-Cooperatives (CoSMiC), an organisation whose members include SLIC, the National Library of Scotland (NLS), the Scottish Further Education Unit (SFEU), the Scottish Confederation of University and Research Libraries (SCURL), regional cooperatives such as the Ayrshire Libraries Forum (ALF)1, and representatives from the Museums and Archives communities in Scotland. Aims; A Common Information Environment For Scotland The aims of the project were to: o Conduct basic research into the distributed information infrastructure requirements of the Scottish Cultural Portal pilot and the public library CAIRNS integration proposal; o Develop associated pilot facilities by enhancing existing facilities or developing new ones; o Ensure that both infrastructure proposals and pilot facilities were sufficiently generic to be utilised in support of other portals developed by the Scottish information community; o Ensure the interoperability of infrastructural elements beyond Scotland through adherence to established or developing national and international standards. Since the Scottish information landscape is taken by CoSMiC members to encompass relevant activities in Archives, Libraries, Museums, and related domains, the project was, in essence, concerned with identifying, researching, and developing the elements of an internationally interoperable common information environment for Scotland, and of determining the best path for future progress

    DATUM in Action

    This collaborative research data management planning project (hereafter the RDMP project) sought to help a collaborative group of researchers working on an EU FP7 staff exchange project (hereafter the EU project) to define and implement good research data management practice by developing an appropriate DMP and supporting systems and evaluating their initial implementation. The aim was to "improve practice on the ground" through more effective and appropriate systems, tools/solutions and guidance in managing research data. The EU project (MATSIQEL - (Models for Ageing and Technological Solutions For Improving and Enhancing the Quality of Life), funded under the Marie Curie International Research Staff Exchange Scheme, is accumulating expertise for the mathematical and computer modelling of ageing processes with the aim of developing models which can be implemented in technological solutions (e.g. monitors, telecare, recreational games) for improving and enhancing quality of life.1 Marie Curie projects do not fund research per se, so the EU project has no resources to fund commercial tools for research data management. Lead by Professor Maia Angelova, School of Computing, Engineering and Information Sciences (SCEIS) at Northumbria University, it comprises six work packages involving researchers at Northumbria and in Australia, Bulgaria, Germany, Mexico and South Africa. The RDMP project focused on one of its work packages (WP4 Technological Solutions and Implementation) with some reference to another work package lead by the same person at Northumbria University (WP5 Quality of Life). The RDMP project‟s innovation was less about the choice of platform/system, as it began with existing standard office technology, and more about how this can be effectively deployed in a collaborative scenario to provide a fit-for-purpose solution with useful and usable support and guidance. It built on the success of the Datum for Health project by taking it a stage further, moving from a solely health discipline to an interdisciplinary context of health, social care and mathematical/computer modelling, and from a Postgraduate Research Student context to an academic researcher context, with potential to reach beyond the University boundaries. In addition, since the EU project is re-using data from elsewhere as well as creating its own data; a wide range of RDM issues were addressed.     Collaborative tagging as a knowledge organisation and resource discovery tool

    The purpose of the paper is to provide an overview of the collaborative tagging phenomenon and explore some of the reasons for its emergence. Design/methodology/approach - The paper reviews the related literature and discusses some of the problems associated with, and the potential of, collaborative tagging approaches for knowledge organisation and general resource discovery. A definition of controlled vocabularies is proposed and used to assess the efficacy of collaborative tagging. An exposition of the collaborative tagging model is provided and a review of the major contributions to the tagging literature is presented. Findings - There are numerous difficulties with collaborative tagging systems (e.g. low precision, lack of collocation, etc.) that originate from the absence of properties that characterise controlled vocabularies. However, such systems can not be dismissed. Librarians and information professionals have lessons to learn from the interactive and social aspects exemplified by collaborative tagging systems, as well as their success in engaging users with information management. The future co-existence of controlled vocabularies and collaborative tagging is predicted, with each appropriate for use within distinct information contexts: formal and informal. Research limitations/implications - Librarians and information professional researchers should be playing a leading role in research aimed at assessing the efficacy of collaborative tagging in relation to information storage, organisation, and retrieval, and to influence the future development of collaborative tagging systems. Practical implications - The paper indicates clear areas where digital libraries and repositories could innovate in order to better engage users with information. Originality/value - At time of writing there were no literature reviews summarising the main contributions to the collaborative tagging research or debate
