Energy Projects in Milton Keynes: Energy Consultative Unit Progress Report 1976-1981
The Energy Consultative Unit was a joint Open University/MKDC body set up by Professor Jake Chapman, founder of the OU Energy Research Group. This report describes the work carried out on energy-related projects in Milton Keynes over the period 1976-1981, many of them involving the Open University. After a short explanation of how energy is used in the UK, the report introduces the Energy Consultative Unit projects and summarises the main conclusions drawn from the Unit's work. It then describes the projects on which the Unit has worked and summarises other energy projects under way in the new city. It does not go into the projects in detail, but there are a number of technical reports available for people who want to study them in more depth, and these are listed in the back of the report. The projects represent the work of a considerable number of people and a list of acknowledgements, indicating who should be contacted for further information, is also set out at the back of the report
The Transformation of Microfinance in India: Experiences, Options and Future
The paper looks at the growth and transformation of microfinance organisations (MFO) in India. We first, define microfinance and identify its "value attributes". Having chosen only those MFOs that have microfinance as the core, we look at the transformation experiences. To understand the transformation experiences better, we identify issues that trigger transformation viz: size, diversity of services, financial sustainability, focus and taxation. Having identified these we look at transformation experiences internationally. We examine the Bolivian, Kenyan, Bangladeshi and the Indonesian experience. We then look at the Indian experiences. We argue that the transformation experiences in India are not large in number. However, we have found that there are three forms of organisations that seem to be popular in the microfinance sector - the Non-Banking Finance Companies, the Banks - both Local Area Banks and Urban Co-operative Banks and the Co-operatives. We then argue that in the Indian case, we find that the MFO spins off from the NGO rather than the NGO transforming itself. Having examined various options, we conclude that there is no ideal or easy path for MFOs to mainstream in India. This has implications for regulatory framework. We argue that there should be regulatory changes that allow smaller MFOs to get into more complex forms as they grow organically. We also argue that NGOs should be allowed to invest in the equity of MFOs and MFO promoted banks, as is the case in Bolivia and Africa. We maintain that entry norms on capitalisation for the current forms of organisations (NBFCs, Co-ops and Banks) need not be changed to ensure only genuine MFOs make use of the legislation and not other organisations masquerading as MFOs.
Time-resolved photoelectron imaging of excited state relaxation dynamics in phenol, catechol, resorcinol and hydroquinone
Time-resolved photoelectron imaging was used to investigate the dynamical evolution of the initially prepared S1 (\u3c0\u3c0*) excited state of phenol (hydroxybenzene), catechol (1,2-dihydroxybenzene), resorcinol (1,3-dihydroxybenzene), and hydroquinone (1,4-dihydroxybenzene) following excitation at 267 nm. Our analysis was supported by ab initio calculations at the coupled-cluster and CASSCF levels of theory. In all cases, we observe rapid (<1 ps) intramolecular vibrational redistribution on the S1potential surface. In catechol, the overall S1 state lifetime was observed to be 12.1 ps, which is 1\u20132 orders of magnitude shorter than in the other three molecules studied. This may be attributed to differences in the H atom tunnelling rate under the barrier formed by a conical intersection between the S1 state and the close lying S2 (\u3c0\u3c3*) state, which is dissociative along the O\u2013H stretching coordinate. Further evidence of this S1/S2 interaction is also seen in the time-dependent anisotropy of the photoelectron angular distributions we have observed. Our data analysis was assisted by a matrix inversion method for processing photoelectron images that is significantly faster than most other previously reported approaches and is extremely quick and easy to implement.Peer reviewed: YesNRC publication: Ye
Causal factors in construction accidents
Although the British construction industry is one of the safest in Europe, one third of all work
fatalities happen in construction and construction workers are six times more likely to be killed
at work than employees in other sectors. A similar situation exists for non-fatal accidents.
Although previous research has led to a good understanding of the extent and pattern of
accidents in the construction industry, there has been only limited objective analysis of the full
range of contributory managerial, site and individual factors. With this background, the study
had the following aims:
1. To collect rich, detailed data on the full range of factors involved in a large sample of
construction accidents.
2. Using this information, to describe the processes of accident causation, including the
contribution of management, project, site and individual factors in construction industry
accidents.
The research used a combination of focus groups and studies of individual accidents in pursuit
of these
Challenges in evaluating surgical innovation
Research on surgical interventions is associated with several methodological and practical challenges of which few, if any, apply only to surgery. However, surgical evaluation is especially demanding because many of these challenges coincide. In this report, the second of three on surgical innovation and evaluation, we discuss obstacles related to the study design of randomised controlled trials and non-randomised studies assessing surgical interventions. We also describe the issues related to the nature of surgical procedures—for example, their complexity, surgeon-related factors, and the range of outcomes. Although difficult, surgical evaluation is achievable and necessary. The nature of small-scale farmer managed irrigation systems in North West Province, Sri Lanka and potential for aquaculture
RRAs were carried out in two Small Tank Cascade systems (STCs) of North West Province, Sri Lanka (less than 1000 ha total watershed area). A total of 21 tanks and 7 villages were investigated with primary emphasis on two upper watershed communities. Theory and applications of four-wave mixing in photorefractive media
The development of a theory of four-wave mixing in photo-refractive crystals is described. This theory is solved in the undepleted pumps approximation with linear absorption and without using the undepleted pumps approximation for negligible absorption. Both the transmission and reflection gratings are treated individually. The results are used to analyze several photorefractive phase conjugate mirrors, yielding reflectivities and thresholds. The use of photorefractive crystals as optical distortion correction elements and experimental demonstrations of several of the passive phase conjugate mirrors are described
