    Voter turnout is frequently cited as gauging a polity's health. The ease with which electoral members produce political support can, however, retard an economy's productive capacity. For example, while mobile electorates might efficaciously monitor political agents, they may also lack credibility when committing to regulatory policies. Consequently, a "healthy" polity's economy can rest at an inferior discretionary equilibrium. I develop evidence that the US telecommunications sector may indeed have realized such an outcome.     Multi-level Governance and Security: The Security Sector Reform Process in the Central African Republic

    Analysing how the SSR process in CAR has been defined and then implemented, this article puts emphasis on the international interactions between institutional actors who may be geographically/territorially situated at different levels of the policy-making process in different places around the world, thus suggesting ways to grasp multi-actor and multi-sited governance. Therefore, it advocates an approach which consists of expanding the agenda of the traditional multi-level governance approach. The issue at stake here is to capture the interactive institutional dynamic at an international level, thus developing a methodological framework that is likely to seize both the topdown and the bottom-up dynamics of decision-making processes. The first objective is to capture the sets of actors and procedures which drive the process, and to map out the various levels of government at which decisions are made, either the more top-down, or the more bottom-up oriented ones, answering two sets of questions: How is security governance organised? Who decides, and on which matters? Secondly – and more fundamentally – is to capture the intermingling of domestic and international decision-making processes which increasingly overlap and interfere with each other in Southern countries.multilevel governance

    Strategies for dynamic appointment making by container terminals

    We consider a container terminal that has to make appointments with barges dynamically, in real-time, and partly automatic. The challenge for the terminal is to make appointments with only limited knowledge about future arriving barges, and in the view of uncertainty and disturbances, such as uncertain arrival and handling times, as well as cancellations and no-shows. We illustrate this problem using an innovative implementation project which is currently running in the Port of Rotterdam. This project aims to align barge rotations and terminal quay schedules by means of a multi-agent system. In this\ud paper, we take the perspective of a single terminal that will participate in this planning system, and focus on the decision making capabilities of its intelligent agent. We focus on the question how the terminal operator can optimize, on an operational level, the utilization of its quay resources, while making reliable appointments with barges, i.e., with a guaranteed departure time. We explore two approaches: (i) an analytical approach based on the value of having certain intervals within the schedule and (ii) an approach based on sources of exibility that are naturally available to the terminal. We use simulation to get insight in the benefits of these approaches. We conclude that a major increase in utilization degree could be achieved only by deploying the sources of exibility, without harming the waiting time of barges too much

    A practical guide to multi-objective reinforcement learning and planning

    Real-world sequential decision-making tasks are generally complex, requiring trade-offs between multiple, often conflicting, objectives. Despite this, the majority of research in reinforcement learning and decision-theoretic planning either assumes only a single objective, or that multiple objectives can be adequately handled via a simple linear combination. Such approaches may oversimplify the underlying problem and hence produce suboptimal results. This paper serves as a guide to the application of multi-objective methods to difficult problems, and is aimed at researchers who are already familiar with single-objective reinforcement learning and planning methods who wish to adopt a multi-objective perspective on their research, as well as practitioners who encounter multi-objective decision problems in practice. It identifies the factors that may influence the nature of the desired solution, and illustrates by example how these influence the design of multi-objective decision-making systems for complex problems. © 2022, The Author(s)

    Optimal pilot decisions and flight trajectories in air combat

    The thesis concerns the analysis and synthesis of pilot decision-making and the design of optimal flight trajectories. In the synthesis framework, the methodology of influence diagrams is applied for modeling and simulating the maneuvering decision process of the pilot in one-on-one air combat. The influence diagram representations describing the maneuvering decision in a one sided optimization setting and in a game setting are constructed. The synthesis of team decision-making in a multiplayer air combat is tackled by formulating a decision theoretical information prioritization approach based on a value function and interval analysis. It gives the team optimal sequence of tactical data that is transmitted between cooperating air units for improving the situation awareness of the friendly pilots in the best possible way. In the optimal trajectory planning framework, an approach towards the interactive automated solution of deterministic aircraft trajectory optimization problems is presented. It offers design principles for a trajectory optimization software that can be operated automatically by a nonexpert user. In addition, the representation of preferences and uncertainties in trajectory optimization is considered by developing a multistage influence diagram that describes a series of the maneuvering decisions in a one-on-one air combat setting. This influence diagram representation as well as the synthesis elaborations provide seminal ways to treat uncertainties in air combat modeling. The work on influence diagrams can also be seen as the extension of the methodology to dynamically evolving decision situations involving possibly multiple actors with conflicting objectives. From the practical point of view, all the synthesis models can be utilized in decision-making systems of air combat simulators.
