    The Rise of the Global South on the World Wide Web: Bridging Internet Policies and Web User Behavior

    Scholars of internet governance have traditionally focused on how institutions such as sovereign nation states and multilateral organizations establish public policy. In doing so, experts and policy makers often presume the impact of Internet policies on Internet usage, but rarely do they examine usage aggregated from the behavior of individual web users. In this study, authors Harsh Taneja and Angela Xiao Wu examine the relationship between internet governance and internet user behavior, empirically investigating web user behavior on a global scale. The authors utilize web use data from ComScore to construct a network for the 1,000 most visited websites globally in September 2009, 2011 and 2013. Analysis of these networks revealed a number of “clusters” of websites, whereby sites within the cluster had more users in common than they did with sites outside the cluster. In each of the three years, the most salient means upon which websites clustered together were both language and geography (and not content type). Thus, the authors interpret such clusters as online expressions of place-based cultures, or “regional cultures”, with data suggesting a de-Americanization and rise of the Global South on the WWW since 2009

    New Asian casino destinations continue to emerge and expand their gambling options. The historical rhetoric of being a panacea to economic and tourism woes continues to dominant decades later. Yet the excessive regulatory environments and taxation regimes by authorities on the casino industry are unlike those applied to other destination tourism products. Once the domain of the United States in the 1990s with entertainment capitals such as Las Vegas and Atlantic City, the proliferation of legalised casino gaming is now accentuated in Asia in destinations such as Macao, Korea, Singapore and the Philippines. As a tourism product, this article highlights that the arguments for and against casinos are narrowly embedded in social and economic influences, with a limited emphasis on a broader holistic approach on the implications on overall tourism management and development. Observations to date suggest greater prominence and participation by Asia’s NTOs (National Tourism Offices) and DMOs (Destination Management Companies) are needed on the future of the casino’s role within the tourism system and destination master plan and vision

    Oasistan: an intercultural role-playing simulation game to recognize cultural dimensions

    Aim. Although cultural dimensions theory is a topical strand of quantitative cultural research, few intercultural simulation games use it. We present the design and review of the application of OASISTAN, an intercultural role-playing simulation game that is specifically based on cultural dimensions theory. Method. OASISTAN was first designed in 1999 for use in Master’s courses on cross-cultural management at Delft University of Technology in the Netherlands, attracting 20-23 year old students with a Bachelor degree in engineering and from various cultural backgrounds. Since its first design the game has been played approximately 45 times at Delft University of Technology in the Netherlands and three times at Harbin Institute of Technology in China in the years 2006-2008. We reviewed their experiences designing and facilitating OASISTAN since 1999. Results. The game has a no-tech role-play design and revolves around the geopolitically complex region of the Caspian Sea, specifically the fictional country of ‘Oasistan’. The game consists of students forming small teams of Oasistani, Western and non-Western public/private actors collaborating with each other to try and reach the common goal of oil exploration and production in this country. In total 15-30 students were involved. We found that OASISTAN allowed its players not only to intensely experience the difficulty and awkwardness of being confronted with cultural differences, but also to interpret and understand these differences through cultural dimensions. Students who played OASISTAN identified ten out of the 12 dimensions by Maleki and De Jong. The two dimensions that students were not able to identify are uncertainty avoidance and collaborativeness. Conclusion. OASISTAN shows how a game design field (i.e., intercultural simulation gaming) can be reinvigorated in light of new or updated scientific theories pertaining to the field’s subject matter (i.e., cultural dimensions). Several opportunities for future research are identified

    Gaming can be sustainable too! Using Social Representation Theory to examine the moderating effects of tourism diversification on residents' tax paying behavior

    Tourism authorities in the Las Vegas region have suggested the diversification of the tourism industry as a strategy to improve the vitality of rural communities outside of the metropolitan area. The present study uses Social Representation Theory as the conceptual basis to test the moderating effects of the various types of proposed tourism development on residents' willingness to pay higher taxes to support such development. A survey of 301 residents in Las Vegas rural communities examined how the factors of economic dependence on tourism, community attachment, and ecocentric attitude towards tourism influence residents' perceptions of tourism's impacts. A higher economic dependence on tourism and higher levels of community attachment led to more favorable perceptions of tourism's economic and social impacts. The economic impacts, in turn, resulted in a willingness to pay higher taxes, irrespective of the type of tourism development proposed by the Las Vegas authorities. The results suggest that rural communities reinforce a hegemonic social representation of tourism in order to characterize the ethos of capitalist urbanism that pervades the economic development discourse. The residents' social construction of tourism has important implications for tourism planners in the region and suggests the adoption of an inclusive tourism diversification strategy that leverages both gaming and alternative tourism.This work was supported by the Southern Nevada Planning Coalition, Outside Las Vegas Foundation and the Conrad N.     Preferences and Attitudes of Chinese Outbound Travelers: The Hotel Industry Welcomes a Growing Market Segment

    Numbering more than 70 million, the market of outbound Chinese travelers is already large and continues to grow. A survey of Chinese travel operators paints a picture of their clients as a focused group of travelers who seek to experience diverse aspects of the world’s cultures on trips while also making the best possible use of the time available. To that end, China’s travelers prefer such hotel room amenities as a pot to make hot water for tea, and a double sink with a separate vanity. A buffet breakfast is also high on the list, as another time saver. Most travel organizers book their clients in full-service urban hotels, because the travelers want to be close to shopping, attractions, and activities, while resorts are less popular. Although China’s outbound tourists have primarily been visiting nearby Pacific-region destinations, their target destinations are expanding to Europe and the United States, among other locations. While tour package price is always a consideration in deciding where to go, a particular problem for the Chinese travelers is the difficulty of obtaining U.S. visas. While China’s travelers would prefer planning their own independent trips, the reality is that package tours are the most practical for the foreseeable future. The world’s hotel chains have taken notice of this important market, and have developed concepts and amenities specifically intended to improve the guest experience for Chinese travelers
