A characteristics framework for Semantic Information Systems Standards
Semantic Information Systems (IS) Standards play a critical role in the development of the networked economy. While their importance is undoubted by all stakeholdersâsuch as businesses, policy makers, researchers, developersâthe current state of research leaves a number of questions unaddressed. Terminological confusion exists around the notions of âbusiness semanticsâ, âbusiness-to-business interoperabilityâ, and âinteroperability standardsâ amongst others. And, moreover, a comprehensive understanding about the characteristics of Semantic IS Standards is missing. The paper addresses this gap in literature by developing a characteristics framework for Semantic IS Standards. Two case studies are used to check the applicability of the framework in a âreal-lifeâ context. The framework lays the foundation for future research in an important field of the IS discipline and supports practitioners in their efforts to analyze, compare, and evaluate Semantic IS Standard
Service performance monitoring and control Toolset
As service sectors in manufacturing companies become more and more important, Performance Indicators (PIs) will need to be taken into further consideration in order to assess the efficiency and effectiveness of service performances. Hence, PIs are designed to help the organizations and decision makers to better understand how well they are performing in relation to their strategic, tactical and operational goals. While keeping in mind that services are contributing more and more to rise an enterprise turnover, measuring and controlling their performances plays an important role in turning company strategic objectives and goals to reality. It is essential for a company to determine the most significant indicators, how they are related to the formulated company goals and how they depend on performed activities. In this respect, the purpose of this paper is to lay out a method for generating and selecting the PIs related to particular service system requirements.
This paper defines an overall PI Toolset which has been developed specifically for Virtual Manufacturing Enterprise (VME) but could also be used for a single enterprise and for a wider set of enterprises in cooperation with additional bodies (e.g. Labs, Industrial associations, universities, etc...). Especially, PI Toolset could be adopted by VMEs in order to improve the management of the service system they want to create through the specification and classification of precised use case objectives. After analyzing the state of the art in literature, a new approach has been developed which provides both a governance methodology and a list of relevant PIs for services. Actually, the proposed PI Toolset may help enterprises in selecting the activity to be monitored, controlled and measured through appropriate PIs. The proposed method essentially consists of a guideline to design, implement and classify effective PIs related to an enterpriseâs goals and objectives
An Analysis of Service Ontologies
Services are increasingly shaping the worldâs economic activity. Service provision and consumption have been profiting from advances in ICT, but the decentralization and heterogeneity of the involved service entities still pose engineering challenges. One of these challenges is to achieve semantic interoperability among these autonomous entities. Semantic web technology aims at addressing this challenge on a large scale, and has matured over the last years. This is evident from the various efforts reported in the literature in which service knowledge is represented in terms of ontologies developed either in individual research projects or in standardization bodies. This paper aims at analyzing the most relevant service ontologies available today for their suitability to cope with the service semantic interoperability challenge. We take the vision of the Internet of Services (IoS) as our motivation to identify the requirements for service ontologies. We adopt a formal approach to ontology design and evaluation in our analysis. We start by defining informal competency questions derived from a motivating scenario, and we identify relevant concepts and properties in service ontologies that match the formal ontological representation of these questions. We analyze the service ontologies with our concepts and questions, so that each ontology is positioned and evaluated according to its utility. The gaps we identify as the result of our analysis provide an indication of open challenges and future work
Report from GI-Dagstuhl Seminar 16394: Software Performance Engineering in the DevOps World
This report documents the program and the outcomes of GI-Dagstuhl Seminar
16394 "Software Performance Engineering in the DevOps World".
The seminar addressed the problem of performance-aware DevOps. Both, DevOps
and performance engineering have been growing trends over the past one to two
years, in no small part due to the rise in importance of identifying
performance anomalies in the operations (Ops) of cloud and big data systems and
feeding these back to the development (Dev). However, so far, the research
community has treated software engineering, performance engineering, and cloud
computing mostly as individual research areas. We aimed to identify
cross-community collaboration, and to set the path for long-lasting
collaborations towards performance-aware DevOps.
The main goal of the seminar was to bring together young researchers (PhD
students in a later stage of their PhD, as well as PostDocs or Junior
Professors) in the areas of (i) software engineering, (ii) performance
engineering, and (iii) cloud computing and big data to present their current
research projects, to exchange experience and expertise, to discuss research
challenges, and to develop ideas for future collaborations
Policy Innovation and Institutional Capacity Building: Putting Market-Based Instruments Into Practice in South Australia
As market-based instruments (MBIs) become a buzzword, there is an emerging expectation among policy makers and natural resource managers that MBIs should be more widely adopted. However, without the change of existing ideas and institutions, governments tend to continue to use the default regulatory and voluntary instruments. This paper provides an overview of policy instruments and the general expectations about the instrument choice when governments face policy implementation. Information Technology Platforms: Definition and Research Directions
The concept of an information technology (IT) related platform is broad and
covers phenomena ranging from the operating system Linux to the Internet. Such
platforms are of increasing importance to innovation and value creation across
many facets of industry and daily life. There is, however, a lack of common
understanding in both research and industry about what is mean by the term
platform when related to IT. This lack of consensus is detrimental to research
and knowledge development. Thus, the aims of this study are to: (i) provide a
sound definition of the IT-platform concept by identifying its distinguishing
dimensions; and (ii) identify important current research directions for the
IT-platform concept. To achieve these aims a systematic literature review was
undertaken with 133 relevant articles taken from major information systems
journals, conferences, and business publications. The study contributes by

Adaptation of domestic state governance to international governance models
The purpose of the article is to provide the evolving international trends of modern management models and authorial vision of model of state governance system in Ukraine, its subsystems, in particular, the system of provision of administrative services that is appropriate for the contemporary times. Methodology. On the basis of scientific and theoretical approaches to the definitions of terms âstate governanceâ and âpublic governanceâ, there was an explanation of considerable difference between them and, taking into consideration, the mentality of Ukrainian society and peculiar weak side in self-organization, the authors offered to form authorial model of governance on the basis of historically traditional for Ukraine model of state governance and to add some elements of management concepts that proved their significance, efficiency and priority in practice. Results. The authors emphasized the following two prevailing modern management models in the international practice: ânew state managementâ and âgood governanceâ. The first concept offered for consideration served as a basis for the semantic content of state activity that reflects more the state of administrative reformation. Practical meaning. A practical introduction of management to the domestic model of governance creates the range of contradictions that do not allow implementing herein concept. Pursuant to authors, the second one allows in considerable measure to reform state governance, considering historically developed peculiarities of this model. Moreover, the involvement of concept herein into introduction of informational and communicational technologies in the process of governance eliminates the necessity of power decentralization, it allows to form real net structure and, at the same, to keep vertical power structure, to involve citizens for formation and taking of management decisions, to form electronic communicational channel of feedback, to provide citizens with electronic administrative services. All indicated advantages of the concept certify about the necessity to reform state governance exactly in this field. Meaning/ Distinction. This article raises a question about the significance of formation and sequence of state policy in Ukraine aimed at creating an information-oriented society, space, as well as informational and technological infrastructure
