Improving Hypernymy Extraction with Distributional Semantic Classes
In this paper, we show how distributionally-induced semantic classes can be
helpful for extracting hypernyms. We present methods for inducing sense-aware
semantic classes using distributional semantics and using these induced
semantic classes for filtering noisy hypernymy relations. Denoising of
hypernyms is performed by labeling each semantic class with its hypernyms. On
the one hand, this allows us to filter out wrong extractions using the global
structure of distributionally similar senses. On the other hand, we infer
missing hypernyms via label propagation to cluster terms. We conduct a
large-scale crowdsourcing study showing that processing of automatically
extracted hypernyms using our approach improves the quality of the hypernymy
extraction in terms of both precision and recall. Furthermore, we show the
utility of our method in the domain taxonomy induction task, achieving the

FilteredWeb: A Framework for the Automated Search-Based Discovery of Blocked URLs
Various methods have been proposed for creating and maintaining lists of
potentially filtered URLs to allow for measurement of ongoing internet
censorship around the world. Whilst testing a known resource for evidence of
filtering can be relatively simple, given appropriate vantage points,
discovering previously unknown filtered web resources remains an open
challenge.
We present a new framework for automating the process of discovering filtered
resources through the use of adaptive queries to well-known search engines. Our
system applies information retrieval algorithms to isolate characteristic
linguistic patterns in known filtered web pages; these are then used as the
basis for web search queries. The results of these queries are then checked for
evidence of filtering, and newly discovered filtered resources are fed back
into the system to detect further filtered content.
Our implementation of this framework, applied to China as a case study, shows
that this approach is demonstrably effective at detecting significant numbers
of previously unknown filtered web pages, making a significant contribution to
the ongoing detection of internet filtering as it develops.
Our tool is currently deployed and has been used to discover 1355 domains
that are poisoned within China as of Feb 2017 - 30 times more than are
contained in the most widely-used public filter list. Of these, 759 are outside
of the Alexa Top 1000 domains list, demonstrating the capability of this
framework to find more obscure filtered content. Further, our initial analysis
of filtered URLs, and the search terms that were used to discover them, gives
further insight into the nature of the content currently being blocked in

It was designed to restore teeth in communities without access to conventional dental clinics in poorer countries but has come to be used by dentists in the developed world too, as an alternative to conventional restorative treatment. Objectives: 1) to assess the scope and the methodological and reporting quality of existing systematic reviews of the effectiveness of ART compared to conventional restorative treatment; 2) to evaluate the effectiveness of ART compared to conventional treatment in permanent teeth with class I and II cavities. Methods: Searches: 1) for the assessment of existing systematic reviews: Electronic searches were conducted of OVID Medline, OVID Embase, The Cochrane Database of Systematic Reviews (CDSR), the Centre for Reviews and Dissemination (CRD) databases (DARE, NHSEED and HTA), Google Scholar, and the CNKI and CAOD Chinese databases; 2) for the systematic reviews of ART in permanent teeth: the above searches were supplemented by searches of the Cochrane Central Register of Controlled Trials (CENTRAL), LILAC, BBO, IMEAR (WHO Index Medicus for South East Region), WPRIM (WHO Western Pacific Region Index Medicus) and IndMed, Current Controlled Trials, Clinical Trials, OpenSIGLE, IADR conference abstracts and NLM Gateway. Hand searches were conducted of six dental journals known to have reported ART studies. References from retrieved systematic reviews, trials and other related papers were searched for additional reports. Authors were contacted. There were no language restrictions. Selection criteria: 1) for the assessment of existing systematic reviews: systematic reviews that compared ART to conventional treatment for the restoration of dental cavities; 2) for the systematic reviews of ART in permanent teeth: randomised controlled trials that compared ART using any adhesive material to conventional treatment using amalgam or any adhesive material Data collection: 1) for the assessment of existing systematic reviews: Reviews were selected and data was extracted by a single reviewer using a custom made data extraction sheet. Scope was assessed in terms of materials used, teeth and cavity type. Methodological quality was assessed using AMSTAR. Reporting quality was assessed using the PRISMA guidelines; 2) for the systematic reviews of ART in permanent teeth: reports of trials were screened and selected independently by two reviewers and data would have been extracted on a custom made data extraction sheet had there been eligible trials. Results: 1) for the assessment of existing systematic reviews: three systematic reviews were identified. Two of these were restricted to comparing ART with glass-ionomer to conventional treatment with amalgam; two allowed for inclusion of all cavity types in both deciduous and permanent teeth. None was of high methodological quality and reporting quality was good in one of the reviews only; 2) for the systematic reviews of ART in permanent teeth: no eligible trials were identified. Author’s conclusions: 1) existing systematic reviews do not have sufficient scope to allow for the inclusion of potentially eligible trials that would assess ARTs effectiveness and they have been of high to medium risk of bias; 2) it is disappointing that there are no properly conducted randomised controlled trials comparing ART to conventional treatment in class I and II cavities in the permanent dentition

Social and political conflict over dam development on the Irrawaddy River
After decades of troubled economic, political, military, and social history, Myanmar is currently engaged in seven China-backed dam building projects, that will permanently alter the the Irrawaddy River, the country’s largest river. The Irrawaddy dominates the ecology of 61% of the total landmass, as well as the socioeconomic climate, given the fact that this area currently is home to nearly half of Myanmar’s population of 55 million people.
Through sociopolitical analysis, this paper examines the effects of dam development along the Irrawaddy River and the corollary potential social, economic, and political repercussions anticipated throughout the region. Presenting the current status of the river as the spine of this small nation (slightly smaller than the state of Texas), the author provides data detailing manner and degree to which the dams will alter, irretrievably, the river’s role as a means to livelihood, food supply (fish, herd animals and agriculture), and major transportation waterway, currently stretching 2,170 km (equal to the distance from Dallas, Texas to Washington, D.C.).
This paper takes a detailed look at the relocation requirements and the impact on a broad range of resources are reviewed.  The dams are anticipated to result in massive deforestation, unsustainable fishing practices, destruction of key habitats, cessation of mineral prospects, and changes in land at the dam sites and across the margins of the river’s altered course.
Myanmar seeks to establish hydroelectric power as its only power source by 2030. Yet, as the data clearly show, other aspects of the risk/reward ratios emerge in the project’s evolution.  Myanmar currently is one of the most impoverished and underdeveloped countries, with socioeconomic gaps among the widest in the world. The dam projects are certain to further exaggerate these disparities. The paper takes up a discussion of these issues, both from historical and future-oriented viewpoints.
Antecedent to the scope of this paper, the author calls for further analyses using a range of robust socioeconomic models to assess future hydroelectric harvesting projects in underdeveloped countries which divert these hydroelectric resources to mega-power nations, with specific attention to the impact on resources, population relocation, and political/economic/social implications.Energy and Earth Resource
