    The spirit of this revised strategy is to continue to carry out training and capacity strengthening and promote learning compatible with ILRI’s research priorities and outputs and develop implementation of programs to do so in ways that strengthen, mobilize and sustain its partners capacities. The important strength of this strategy is that the preparation process was participatory, all inclusive, demand driven and is based on fi ve sub-regional training needs assessment studies of the livestock sector completed in 2007. The proposed strategy provides the fl exibility to develop targeted programs based on the priorities and it explicitly recognizes the inherent diversity in the capacity development needs. Systematic efforts are also made to identify gaps in both technical as well as soft skills needed to implement an effective, effi cient and impact oriented capacity strengthening program. The important departure is the explicit recognition of the need for ILRI to reorient its capacity strengthening activities to ‘changing institutes’ by ‘changing individuals’ rather than the latter alone as has been in the past. In addition to supporting the current research portfolio of ILRI, every effort will be made to address the emerging issues and contemporary challenges facing the livestock innovation systems in the developing countries and the associated capacity needs. To keep the strategy relevant and dynamic it will be updated periodically to refl ect the changing circumstances and needs of our partners

    "Although adequate country capacity is considered to be one of the critical missing factors in development outcomes, a lack of understanding of how capacity contributes to economic development and of how to account for the contribution of capacity development to economic growth remains a challenge. The purpose of this paper is to provide an understanding of how capacity strengthening as an input in the development process affects economy-wide growth. In this paper, we present a stylized model for understanding the relationship between capacity strengthening and economic growth in an endogenous growth framework. Endogenous growth theory provides a starting point for combining individual, organizational, and enabling environmental issues as part of attaining the capacity-strengthening goal. Our results indicate that although donors can play an important role in aiding countries to develop their existing capacities or to generate new ones, under certain conditions, the potential also exists for uncoordinated and fragmented donor activities to erode country capacities. From the policy exercises, we demonstrate that improving economy-wide learning unambiguously increases the rate of growth of output, technology, capital stock, and capacity. Moreover, a donor's intervention has the maximum impact on the above variables when the economy's capacity is relatively low. In contrast, donor intervention can lead to “crowding-out effects” when the economy's capacity is moderately high. Under such a situation, the economy never reaches a new steady state. Our results not only lend support to diminishing returns to aid but also to an S model of development aid and country capacity relationship.     A major premise of this paper is that the failure—or limited achievements—of many large-scale nutrition programs is very often a function of insufficient sustainable capacities within communities and organizations responsible for implementing them. Following a brief review of the various rationales for an intensified focus on capacity and capacity development, the paper examines the linkages between nutrition programming and capacity development processes before proposing a new approach to assessing, analyzing, and developing capacity. The ensuing sections then focus in more detail on the ingredients and influences of capacity at the levels of the community, program management, supporting institutions, and the government.     Unrestricted Core Support: Strengthening the Capacity of our Nonprofit Sector

    At the November 2008 Weingart Foundation Board meeting, the Board made the decision to accelerate its focus on general operating support funding by adding the core support program in response to the economic downturn. The goal of this decision was to meet the need for nonprofits to secure unrestricted funding that would allow them to maintain and sustain core programs and services. While core support grants initially focused on critical "safety-net" providers, the program has since been expanded to all organizations that operate programs within the Foundation's overall grant focus of health, education and human services. Unrestricted core support funding provides nonprofit organizations with the working capital necessary to sustain day-to-day operations and to build a well-managed and fully operational infrastructure. This is the type of support nonprofits need most to fulfill their missions as effectively and efficiently as possible - allowing them to build capacity and sustainability over the long-term. At the Weingart Foundation, we advance our mission by providing grants and other support designed to improve the capacity and sustainability of nonprofit organizations working in the areas of health, human services, and education, and will continue to prioritize unrestricted core support funding as part of our grantmaking program and strategy
