Transportation Futures: Policy Scenarios for Achieving Greenhouse Gas Reduction Targets, MNTRC Report 12-11
It is well established that GHG emissions must be reduced by 50% to 80% by 2050 in order to limit global temperature increase to 2°C. Achieving reductions of this magnitude in the transportation sector is a challenge and requires a multitude of policies and technology options. The research presented here analyzes three scenarios: changes in the perceived price of travel, land-use intensification, and increases in transit. Elasticity estimates are derived using an activity-based travel model for the state of California and broadly representative of the U.S. The VISION model is used to forecast changes in technology and fuel options that are currently forecast to occur in the U.S., providing a life cycle GHG forecast for the road transportation sector. Results suggest that aggressive policy action is needed, especially pricing policies, but also more on the technology side. Medium- and heavy-duty vehicles are in particular need of additional fuel or technology-based GHG reductions

Safety of Lithium Nickel Cobalt Aluminum Oxide Battery Packs in Transit Bus Applications
The future of mass transportation is clearly moving toward the increased efficiency and greenhouse gas reduction of hybrid and electric vehicles. With the introduction of high-power/high-energy storage devices such as lithium ion battery systems serving as a key element in the system, valid safety and security concerns emerge. This is especially true when the attractive high-specific-energy and power-chemistry lithium nickel cobalt aluminum oxide (NCA) is used. This chemistry provides great performance but presents a safety and security risk when used in large quantities, such as for a large passenger bus. If triggered, the cell can completely fuel its own fire, and this triggering event occurs more easily than one may think.
To assist engineers and technicians in this transfer from the use of primarily fossil fuels to battery energy storage on passenger buses, the Battery Application Technology Testing and Energy Research Laboratory (BATTERY) of the Thomas D. Larson Pennsylvania Transportation Institute (LTI) in the College of Engineering at The Pennsylvania State University partnered with advanced chemistry battery and material manufacturers to study the safety concerns of an NCA battery chemistry for use in transit buses. The research team ran various experiments on cells and modules, studying rarely considered thermal events or venting events. Special considerations were made to gather supporting information to help better understand what happens, and most importantly how to best mitigate these events and/or manage them when they occur on a passenger bus.
The research team found that the greatest safety concern when using such a high-energy chemistry is ensuring passenger safety when a cell’s electrolyte boils and causes the ventilation of high-temperature toxic material. A cell-venting event can be triggered by a variety of scenarios with differing levels of likelihood. Also, though the duration of a venting event is relatively short, on the order of just a few seconds, the temperature of the venting material and cell is extremely high. During a venting event, the high-pressure, burning gases tend to burn holes in nearby packaging materials. Most interestingly, the team discovered that following a venting event the large-format cells tested immediately reached and remained at extremely high external skin temperatures for very long periods, on the order of hours. The majority of this report covers the testing designed to better understand how high-energy cells of this chemistry fail and what materials can be used to manage these failures in a way that increases passenger survivability
Estimating Uncertainty of Bus Arrival Times and Passenger Occupancies
Travel time reliability and the availability of seating and boarding space are important indicators of bus service quality and strongly influence users’ satisfaction and attitudes towards bus transit systems. With Automated Vehicle Location (AVL) and Automated Passenger Counter (APC) units becoming common on buses, some agencies have begun to provide real-time bus location and passenger occupancy information as a means to improve perceived transit reliability. Travel time prediction models have also been established based on AVL and APC data. However, existing travel time prediction models fail to provide an indication of the uncertainty associated with these estimates. This can cause a false sense of precision, which can lead to experiences associated with unreliable service. Furthermore, no existing models are available to predict individual bus occupancies at downstream stops to help travelers understand if there will be space available to board.
The purpose of this project was to develop modeling frameworks to predict travel times (and associated uncertainties) as well as individual bus passenger occupancies. For travel times, accelerated failure-time survival models were used to predict the entire distribution of travel times expected. The survival models were found to be just as accurate as models developed using traditional linear regression techniques. However, the survival models were found to have smaller variances associated with predictions. For passenger occupancies, linear and count regression models were compared. The linear regression models were found to outperform count regression models, perhaps due to the additive nature of the passenger boarding process. Various modeling frameworks were tested and the best frameworks were identified for predictions at near stops (within five stops downstream) and far stops (further than eight stops). Overall, these results can be integrated into existing real-time transit information systems to improve the quality of information provided to passengers
Advances in Repurposing and Recycling of Post-Vehicle-Application Lithium-Ion Batteries
Increased electrification of vehicles has increased the use of lithium-ion batteries for energy storage, and raised the issue of what to do with post-vehicle-application batteries. Three possibilities have been identified: 1) remanufacturing for intended reuse in vehicles; 2) repurposing for non-vehicle, stationary storage applications; and 3) recycling, extracting the precious metals, chemicals and other byproducts. Advances in repurposing and recycling are presented, along with a mathematical model that forecasts the manufacturing capacity needed for remanufacturing, repurposing, and recycling. Results obtained by simulating the model show that up to a 25% reduction in the need for new batteries can be achieved through remanufacturing, that the sum of repurposing and remanufacturing capacity is approximately constant across various scenarios encouraging the sharing of resources, and that the need for recycling capacity will be significant by 2030. A repurposing demonstration shows the use of post-vehicle-application batteries to support a semi-portable recycling platform. Energy is collected from solar panels, and dispensed to electrical devices as required. Recycling may be complicated: lithium-ion batteries produced by different manufacturers contain different active materials, particularly for the cathodes. In all cases, however, the collecting foils used in the anodes are copper, and in the cathodes are aluminum. Scoping review on interventions to improve adherence to reporting guidelines in health research
Objectives The goal of this study is to identify, analyse and classify interventions to improve adherence to reporting guidelines in order to obtain a wide picture of how the problem of enhancing the completeness of reporting of biomedical literature has been tackled so far.
Design Scoping review.
Search strategy We searched the MEDLINE, EMBASE and Cochrane Library databases and conducted a grey literature search for (1) studies evaluating interventions to improve adherence to reporting guidelines in health research and (2) other types of references describing interventions that have been performed or suggested but never evaluated. The characteristics and effect of the evaluated interventions were analysed. Moreover, we explored the rationale of the interventions identified and determined the existing gaps in research on the evaluation of interventions to improve adherence to reporting guidelines.
Results 109 references containing 31 interventions (11 evaluated) were included. These were grouped into five categories: (1) training on the use of reporting guidelines, (2) improving understanding, (3) encouraging adherence, (4) checking adherence and providing feedback, and (5) involvement of experts. Additionally, we identified lack of evaluated interventions (1) on training on the use of reporting guidelines and improving their understanding, (2) at early stages of research and (3) after the final acceptance of the manuscript.
Conclusions This scoping review identified a wide range of strategies to improve adherence to reporting guidelines that can be taken by different stakeholders. Additional research is needed to assess the effectiveness of many of these interventionsPeer ReviewedPostprint (author's final draft
A systematic review of how studies describe educational interventions for evidence-based practice:Stage 1 of the development of a reporting guideline
Abstract
Background
The aim of this systematic review was to identify which information is included when reporting educational interventions used to facilitate foundational skills and knowledge of evidence-based practice (EBP) training for health professionals. This systematic review comprised the first stage in the three stage development process for a reporting guideline for educational interventions for EBP.
Methods
The review question was ‘What information has been reported when describing educational interventions targeting foundational evidence-based practice knowledge and skills?’
MEDLINE, Academic Search Premier, ERIC, CINAHL, Scopus, Embase, Informit health, Cochrane Library and Web of Science databases were searched from inception until October - December 2011. Randomised and non-randomised controlled trials reporting original data on educational interventions specific to developing foundational knowledge and skills of evidence-based practice were included.
Studies were not appraised for methodological bias, however, reporting frequency and item commonality were compared between a random selection of studies included in the systematic review and a random selection of studies excluded as they were not controlled trials. Twenty-five data items were extracted by two independent reviewers (consistency > 90%).
Results
Sixty-one studies met the inclusion criteria (n = 29 randomised, n = 32 non-randomised). The most consistently reported items were the learner’s stage of training, professional discipline and the evaluation methods used (100%). The least consistently reported items were the instructor(s) previous teaching experience (n = 8, 13%), and student effort outside face to face contact (n = 1, 2%).
Conclusion
This systematic review demonstrates inconsistencies in describing educational interventions for EBP in randomised and non-randomised trials. To enable educational interventions to be replicable and comparable, improvements in the reporting for educational interventions for EBP are required. In the absence of a specific reporting guideline, there are a range of items which are reported with variable frequency. Identifying the important items for describing educational interventions for facilitating foundational knowledge and skills in EBP remains to be determined. The findings of this systematic review will be used to inform the next stage in the development of a reporting guideline for educational interventions for EBP
A simplified search strategy for identifying randomised controlled trials for systematic reviews of health care interventions : a comparison with more exhaustive strategies
Background
It is generally believed that exhaustive searches of bibliographic databases are needed for systematic reviews of health care interventions. The CENTRAL database of controlled trials (RCTs) has been built up by exhaustive searching. The CONSORT statement aims to encourage better reporting, and hence indexing, of RCTs. Our aim was to assess whether developments in the CENTRAL database, and the CONSORT statement, mean that a simplified RCT search strategy for identifying RCTs now suffices for systematic reviews of health care interventions.
Methods
RCTs used in the Cochrane reviews were identified. A brief RCT search strategy (BRSS), consisting of a search of CENTRAL, and then for variants of the word random across all fields (random.af." was compared to the highly sensitive search strategy (HSSS).
Results
The BRSS had a sensitivity of 94%. It found all journal RCTs in 47 of the 57 reviews. The missing RCTs made some significant differences to a small proportion of the total outcomes in only five reviews, but no important differences in conclusions resulted. In the post-CONSORT years, 1997–2003, the percentage of RCTs with random in the title or abstract was 85%, a mean increase of 17% compared to the seven years pre-CONSORT (95% CI, 8.3% to 25.9%). The search using random$.af. reduced the MEDLINE retrieval by 84%, compared to the HSSS, thereby reducing the workload of checking retrievals.
Conclusion
A brief RCT search strategy is now sufficient to locate RCTs for systematic reviews in most cases. Exhaustive searching is no longer cost-effective, because in effect it has already been done for CENTRAL
