Guanxi and the organization of Chinese new year festivals in England
This article explores how Chinese diaspora communities use guanxi, a unique Chinese interpretation of personal relationships, in the organization of Chinese New Year (CNY) festivals in England. A case-study approach that incorporated mixed qualitative methods was used to investigate the interactions and interrelationships between the ethnic Chinese communities involved in the organization of CNY festivals in five English cities. The article argues that Chinese diaspora communities use their guanxi to establish collaboration at CNY festivals. However, the process of organizing CNY festivals has also exposed divisions among Chinese communities. The article proposes that guanxi has important implications for the relationships among Chinese diaspora communities in the context of CNY festivals. Although it facilitates collaboration and promotes solidarity among Chinese communities, it may also intensify competition for power. Diaspora festivals in general are a neglected area of research and this article is the first to study the organization of Chinese New Year festivals in detail
How Green Public Procurement Contributes to Sustainable Development in China: Evidence from the IISD Green Public Procurement Model
The People's Republic of China spent more than CNY 1.6 trillion (USD 252 billion) on procurement in 2013, accounting for 11.7 per cent of all national spending (Ministry of Finance of the People's Republic of China, 2014). In light of these numbers, the potential environmental, social and economic multipliers of greening government purchases become evident. The benefits of a comprehensive and efficient green public procurement (GPP) policy are not limited to the green products and services the public sector buys, but will have a ripple effect that encourages green consumption nationwide. The significant purchasing power of the government will provide the much-needed incentives in order for businesses to invest and innovate in green products and services to meet the government's guaranteed long-term and high-volume demand. Additionally, GPP is in line with China's national plans to pioneer "eco-civilisation" and with the upcoming 13th Five-Year Plan (FYP), which underlines the importance of GPP.This paper is the second and final component of IISD's contribution to greening public procurement in China. Our discussion paper Green Public Procurement in China: Quantifying the Benefits, published in April 2015, analyzed China's GPP landscape, taking a closer look at current practices, actors at different levels of government and the underlying legal framework. In addition, the paper introduced the IISD GPP Model, discussing its potential for quantifying and communicating the benefits of GPP, while providing a high-level overview of the modelling approach used and of the scope of the model envisioned. Building on the results of the IISD GPP Model, consultations with stakeholders and an extensive literature review, this paper provides targeted recommendations addressing the development areas identified to improve GPP in China. The recommendations follow a multiphase approach offering more immediate solutions as well as more ambitious, larger-scale overhauls of the GPP framework for the long term. The results of the IISD GPP Model will be shared for the first time as part of this paper, making the case for green procurement through analyzing five product categories: air conditioners, lighting, cars, paper and cement. These categories were selected because they represent significant financial flows in procurement, have notable environmental impacts and domestic production, and have sufficient data available to facilitate their analysis. A detailed overview of the key elements of the modelling approach will be provided, in addition to an explanation of the model setup and the range of externalities monetised for each product category. Finally, we will look at how to use the model at the different levels of government as well as how its scope can be extended and customised in order to leverage its potential under a wider range of circumstances and areas of procurement
What are the main drivers of the Bitcoin price? Evidence from wavelet coherence analysis
Bitcoin has emerged as a fascinating phenomenon of the financial markets.
Without any central authority issuing the currency, it has been associated with
controversy ever since its popularity and public interest reached high levels.
Here, we contribute to the discussion by examining potential drivers of Bitcoin
prices ranging from fundamental to speculative and technical sources as well as
a potential influence of the Chinese market. The evolution of the relationships
is examined in both time and frequency domains utilizing the continuous
wavelets framework so that we comment on development of the interconnections in
time but we can also distinguish between short-term and long-term connections.Comment: 19 pages, 5 figure
PhaseLin: Linear Phase Retrieval
Phase retrieval deals with the recovery of complex- or real-valued signals
from magnitude measurements. As shown recently, the method PhaseMax enables
phase retrieval via convex optimization and without lifting the problem to a
higher dimension. To succeed, PhaseMax requires an initial guess of the
solution, which can be calculated via spectral initializers. In this paper, we
show that with the availability of an initial guess, phase retrieval can be
carried out with an ever simpler, linear procedure. Our algorithm, called
PhaseLin, is the linear estimator that minimizes the mean squared error (MSE)
when applied to the magnitude measurements. The linear nature of PhaseLin
enables an exact and nonasymptotic MSE analysis for arbitrary measurement
matrices. We furthermore demonstrate that by iteratively using PhaseLin, one
arrives at an efficient phase retrieval algorithm that performs on par with

The Kirkwood-Riseman Polymer Model of Polymer Dynamics is Qualitatively Correct
We use Brownian dynamics to show: For an isolated polymer coil, the
Kirkwood-Riseman model for chain motion is qualitatively correct. The Rouse
model for chain motion is qualitatively incorrect. The models are qualitatively
different. Kirkwood and Riseman say polymer coils in a shear field perform
whole-body rotation; in the Rouse model rotation does not occur. Our
simulations demonstrate that in shear flow: Polymer coils rotate. Rouse modes
are cross-correlated. The amplitudes and relaxation rates of Rouse modes depend
on the shear rate. Rouse's calculation only refers to a polymer coil in a
quiescent fluid, its application to a polymer coil undergoing shear being
