    Linking food web functioning and habitat diversity for an ecosystem based management: A Mediterranean lagoon case-study

    We propose a modelling approach relating the functioning of a transitional ecosystem with the spatial extension of its habitats. A test case is presented for the lagoon of Venice, discussing the results in the context of the application of current EU directives. The effects on food web functioning due to changes related to manageable and unmanageable drivers were investigated. The modelling procedure involved the use of steady-state food web models and network analysis, respectively applied to estimate the fluxes of energy associated with trophic interactions, and to compute indices of food web functioning. On the long term (hundred years) temporal scale, the model indicated that the expected loss of salt marshes will produce further changes at the system level, with a lagoon showing a decrease in the energy processing efficiency. On the short term scale, simulation results indicated that fishery management accompanied by seagrass restoration measures would produce a slight transition towards a more healthy system, with higher energy cycling, and maintaining a good balance between processing efficiency and resilience. Scenarios presented suggest that the effectiveness of short term management strategies can be better evaluated when contextualized in the long term trends of evolution of a system.     MARKET SHARE, CAPACITY UTILIZATION, RESOURCE CONSERVATION, AND TRADABLE QUOTAS

    This paper examines the impact of the introduction of Individual Transferable Quotas (ITQs) on catch, market share, and capacity utilization of firms in the Mid Atlantic Surf Clam and Ocean Quahog (SCOQ) Fishery. Via the production function framework, catch and market share regression models are utilized in examining the effects of operator size, vessel age, and alternative product catch variables on industrial structure and how such effects changed after ITQs were introduced. Results indicate that in both fisheries, the ITQ system enhanced the value of each vessel by allowing vessel owners to apply greater effort to fewer boats, thus reducing excess capacity in the fishery. Results also indicate an overall resource conservation effect of ITQ introduction in the surf clam fishery.     A Framework for the Flexible Integration of a Class of Decision Procedures into Theorem Provers

    The role of decision procedures is often essential in theorem proving. Decision procedures can reduce the search space of heuristic components of a prover and increase its abilities. However, in some applications only a small number of conjectures fall within the scope of the available decision procedures. Some of these conjectures could in an informal sense fall ‘just outside’ that scope. In these situations a problem arises because lemmas have to be invoked or the decision procedure has to communicate with the heuristic component of a theorem prover. This problem is also related to the general problem of how to exibly integrate decision procedures into heuristic theorem provers. In this paper we address such problems and describe a framework for the exible integration of decision procedures into other proof methods. The proposed framework can be used in different theorem provers, for different theories and for different decision procedures. New decision procedures can be simply ‘plugged-in’ to the system. As an illustration, we describe an instantiation of this framework within the Clam proof-planning system, to which it is well suited. We report on some results using this implementation

    A Divergence Critic for Inductive Proof

    Inductive theorem provers often diverge. This paper describes a simple critic, a computer program which monitors the construction of inductive proofs attempting to identify diverging proof attempts. Divergence is recognized by means of a ``difference matching'' procedure. The critic then proposes lemmas and generalizations which ``ripple'' these differences away so that the proof can go through without divergence.     Middle-Out Reasoning for Logic Program Synthesis

    We propose a novel approach to automating the synthesis of logic programs: Logic programs are synthesized as a by-product of the planning of a verification proof. The approach is a two-level one: At the object level, we prove program verification conjectures in a sorted, first-order theory.     A review of the ecological effectiveness of subtidal marine reserves in Central California, Part I: Synopsis of scientific investigations

    Marine reserves, often referred to as no-take MPAs, are defined as areas within which human activities that can result in the removal or alteration of biotic and abiotic components of an ecosystem are prohibited or greatly restricted (NRC 2001). Activities typically curtailed within a marine reserve are extraction of organisms (e.g., commercial and recreational fishing, kelp harvesting, commercial collecting), mariculture, and those activities that can alter oceanographic or geologic attributes of the habitat (e.g., mining, shore-based industrial-related intake and discharges of seawater and effluent). Usually, marine reserves are established to conserve biodiversity or enhance nearby fishery resources. Thus, goals and objectives of marine reserves can be inferred, even if they are not specifically articulated at the time of reserve formation. In this report, we review information about the effectiveness of the three marine reserves in the Monterey Bay National Marine Sanctuary (Hopkins Marine Life Refuge, Point Lobos Ecological Reserve, Big Creek Ecological Reserve), and the one in the Channel Islands National Marine Sanctuary (the natural area on the north side of East Anacapa Island). Our efforts to objectively evaluate reserves in Central California relative to reserve theory were greatly hampered for four primary reasons; (1) few of the existing marine reserves were created with clearly articulated goals or objectives, (2) relatively few studies of the ecological consequences of existing reserves have been conducted, (3) no studies to date encompass the spatial and temporal scope needed to identify ecosystem-wide effects of reserve protection, and (4) there are almost no studies that describe the social and economic consequences of existing reserves. To overcome these obstacles, we used several methods to evaluate the effectiveness of subtidal marine reserves in Central California. We first conducted a literature review to find out what research has been conducted in all marine reserves in Central California (Appendix 1). We then reviewed the scientific literature that relates to marine reserve theory to help define criteria to use as benchmarks for evaluation. A recent National Research Council (2001) report summarized expected reserve benefits and provided the criteria we used for evaluation of effectiveness. The next step was to identify the research projects in this region that collected information in a way that enabled us to evaluate reserve theory relative to marine reserves in Central California. Chapters 1-4 in this report provide summaries of those research projects. Contained within these chapters are evaluations of reserve effectiveness for meeting specific objectives. As few studies exist that pertain to reserve theory in Central California, we reviewed studies of marine reserves in other temperate and tropical ecosystems to determine if there were lessons to be learned from other parts of the world (Chapter 5). We also included a discussion of social and economic considerations germane to the public policy decision-making processes associated with marine reserves (Chapter 6). After reviewing all of these resources, we provided a summary of the ecological benefits that could be expected from existing reserves in Central California.     Investigation of bottom fishing impacts on benthic structure using multibeam sonar, sidescan and video

    Bottom fishing gear is known to alter benthic structure, however changes in the shape of the sea floor are often too subtle to be detected by acoustic remote sensing. Nonetheless, long linear features were observed during a recent high-resolution multibeam sonar survey of Jeffreys Ledge, a prominent fishing ground in Gulf of Maine, located about 50 km from Portsmouth, NH. These marks, which have a relief of only few centimeters, are presumed to be caused by bottom dredging gear used in the area for scallop and clam fisheries. The extraction of these small features from a noisy data set (including several instrumental artifacts) presented a number of challenges. To enhance the detection and identification of these features, data artifacts were identified and removed selectively using frequency filtering. Verification was attempted with sidescan sonar and video surveys. While clearly visible on the sidescan sonar records, the bottom marks were not discernable in the video survey. The inability to see the bottom marks with video may be related to the age of the marks, and has important ramifications about appropriate methodologies for quantifying gear impact. Results from multibeam sonar, sidescan sonar and video surveys suggest that the best methodology to deal with inspection of bottom fishing marks is to integrate data in a 3D GIS-like environment
