    The Capability of Spatial Analysis in Planning the Accessibility for Hazard Community from Debris-Flow Events

    Debris flow is a destructive disaster causing tragic loss and damages to vulnerable people and their properties in many regions around the world. According an impact of this disaster, hazard areas are submerged in mud and debris causing enormous difficulties to all relevant organisations and affected people to access over the hazard community. Although an inaccessibility is one of the major problems considered to be solved in an urgent stage, the lack of a comprehensive study in activities of involved people through time line since the disaster occurrence causes a difficulty to plan the feasible solution to overcome those problems effectively. Therefore, this paper presents the existing knowledge in several activities related to accessibilities in hazard areas. Additionally, the initial findings derived from interviews conducted as a part of a doctoral research are determined showing real activities related to accessibilities in a study area of Thailand where was attacked by a major debris-flow event in 2001. Regarding the explored acitivities, this study aims to introduce a potential solution to overcome the inaccessibility problems in hazard areas by applying spatial analysis techniques. This solution presents a new method of an optimum balance between the explored problems from the interviews of affected people and the practices conducted by the local government to solve the inaccessibility in the hazard area. Some suggestions are addressed at the end of the paper to propose some additional practices with some considered factors for the spatial database design

    Innovation networks in China, Japan, and Korea : evidence from Japanese patent data

    The growing importance of innovation in economic growth has encouraged the development of innovation capabilities in East Asia, within which China, Japan, and Korea are most important in terms of technological capabilities. Using Japanese patent data, we examine how knowledge networks have developed among these countries. We find that Japan's technological specialization saw little change, but those of Korea and China changed rapidly since 1970s. By the year 2009, technology specialization has become similar across three countries in the sense that the common field of prominent technology is "electronic circuits and communication technologies".     An investigation into a community information database system in the northeast of Thailand: Community empowerment through community learning centres

    Following the economic downturn in the late 1990s the Government of Thailand restructured the economy resulting in rapid economic recovery. The society now needs developments to project it into the Information Age. This study is but one creative response to this need. To initiate the study, an extensively validated Questionnaire was implemented with a snowball sample comprising 500 representative, non-randomised respondents from the four provinces of the Inpeng Community Network (ICN). The purpose of the Questionnaire was to ascertain levels of information needs and local knowledge, and to identify ten local experts from ICN for subsequent In-depth Interviews. Data obtained in this way were analysed then classified into a retrievable form of knowledge. A model community information database system (CIDS) was then designed, installed and trialled with a convenience sample of 165 variously prepared respondents using computers in six CLC. Semi-structured Interviews then provided additional data on information needs and refinement of the model CIDS. Respondents saw this refined CIDS as having the potential to be emulated by other rural communities, and in particular, to be a valuable technological tool suitable for dissemination throughout ICN. Respondents believed that community development and empowerment would be enhanced by CIDS, enabling individual problems to be dealt with effectively, and sustainable development to be achieved

    The Indonesian digital library network is born to struggle with the digital divide

    IndonesiaDLN –The Indonesian Digital Library Network– is a distributed collection of digital library networks, digital library servers, full local contents, metadata, and people for the development of the Indonesian knowledge-based society. Beside the general issues of digital library such as publishing, quality control, authentication, networking, and information retrieval, we also face other issue –namely digital divide– in designing and implementing the Network. This paper describes basic design of the Network that able to handle the typical problems in developing digital library network in Indonesia as a developing country, such as internet accessibility, bandwidth capacity, and network delays. We also will describe our experiences in implementing the Network that currently has 14 successfully connected partners and more than 15 partners are in progress of developing their digital library servers

Twenty countries - sixteen Asia-Pacific economies and four European nations – have been investigated.
