    Multimedia Communication in e-Government Interface: A Usability and User Trust Investigation

    In the past few years, e-government has been a topic of much interest among those excited about the advent of Web technologies. Due to the growing demand for effective communication to facilitate real-time interaction between users and e-government applications, many governments are considering installing new tools by e-government portals to mitigate the problems associated with user – interface communication. Therefore, this study is to indicate the use of multimodal metaphors such as audio-visual avatars in e-government interfaces; to increase the user performance of communications and to reduce information overload and lack of trust that is common with many e-government interfaces. However, only a minority of empirical studies has been focused on assessing the role of audio-visual metaphors in e-government. Therefore, the subject of this thesis’ investigation was the use of novel combinations of multimodal metaphors in the presentation of messaging content to produce an evaluation of these combinations’ effects on the users’ communication performance as well as the usability of e-government interfaces and perception of trust. The thesis outlines research comprising three experimental phases. An initial experiment was to explore and compare the usability of text in the presentation of the messaging content versus recorded speech and text with graphic metaphors. The second experimental was to investigate two different styles of incorporating initial avatars versus the auditory channel. The third experiment examined a novel approach around the use of speaking avatars with human-like facial expressions, obverse speaking avatars full body gestures during the presentation of the messaging content to compare the usability and communication performance as well as the perception of trust. The achieved results demonstrated the usefulness of the tested metaphors to enhance e-government usability, improve the performance of communication and increase users’ trust. A set of empirically derived ground-breaking guidelines for the design and use of these metaphors to generate more usable e-government interfaces was the overall provision of the results.Saudi Arabia Embass

    INFRASTRUCTURE FOR INTEROPERABILITY OF THE E-GOVERNMENT APPLICATIONS BASED ON SEMANTIC WEB SERVICES

    The e-Government interoperability is the ability of ICT components/applications to work together, in other words it is the ability of two or more diverse government (ICT) systems or components to sharing and re-use of information-services, inter-linking of administrative tasks, within and between sectors are essential factors for the delivery of high quality, innovative, seamless and customer-centric e-services. The organizational interoperability refers to the cooperation way of the public administrations processes, by defining the communication interfaces between processes. This approach addresses the interoperability of e-government applications at organizational and semantic level, adopting Web services (WS) and Semantic Web Services (SWS) as technological solutions. The e-Government interoperability is becoming an increasingly crucial issue, especially for developing countries that have committed to the achievement of the Millennium Development Goals (MDGs) by 2015 . Enhanced government efficiency and effectiveness coupled with the delivery of basic public services to all citizens are essential components required to achieve such goals. In this context, most governments have finalized the design of national e-government strategies and are busy implementing priority programmes. Today the data needed by policy makers to make better decisions is available but inaccessible. Policy makers are faced not only with overlapping and uncoordinated data sources, but also with the absence of common terms of reference and means of representing these data. This results in the time consuming and complex cost of comparing data that is represented differently. Interoperability will allow data compiled by different agencies to be used together to make faster and better decisions. An important goal of governance is to enable the citizenry to have easier and faster access to government information and services. The seamless flow of data from one government office to another provides the policy maker with the information needed to draft sound policy and deliver better services. In this paper we present an approach, which addresses the interoperability of e-government applications at organizational and semantic level, adopting Web services (WS) and Semantic Web Services (SWS) as technological solutions. The main objective of this work consists in designing and developing a distributed network of semantic registries in order to publish, find and execute the Web services.     TRANSFORMING GOVERNMENT AGENCIES’ APPROACH TO EPARTICIPATION THROUGH EFFICIENT EXPLOITATION OF SOCIAL MEDIA

    Government agencies are making considerable investments for exploiting the capabilities offered by ICT, and especially the Internet, to increase citizens’ engagement in their decision and policy making processes. However, this first generation of e-participation has been characterised by limited usage of the ‘official’ e-consultation spaces of government agencies by the citizens. The emergence of Web 2.0 social media offers big opportunities for overcoming this problem, and proceeding to a second generation of broader, deeper and more advanced e-participation. This paper presents a methodology for the efficient exploitation of Web 2.0 social media by government agencies in order to broaden and enhance e-participation. It is based on a central platform which enables posting content and deploying micro web applications (‘Policy Gadgets’-Padgets) to multiple popular Web 2.0 social media, and also collecting users’ interactions with them (e.g. views, comments, ratings) in an efficient manner using their application programming interfaces (API). These interactions’ data undergo various levels of processing, such as calculation of useful analytics, opinion mining and simulation modelling, in order to provide effective support to public decision and policy makers.     Combining static and dynamic analysis for the reverse engineering of web applications

    Software has become so complex that it is increasingly hard to have a complete understanding of how a particular system will behave. Web applications, their user interfaces in particular, are built with a wide variety of technologies making them particularly hard to debug and maintain. Reverse engineering techniques, either through static analysis of the code or dynamic analysis of the running application, can be used to help gain this understanding. Each type of technique has its limitations. With static analysis it is difficult to have good coverage of highly dynamic applications, while dynamic analysis faces problems with guaranteeing that generated models fully capture the behavior of the system. This paper proposes a new hybrid approach for the reverse engineering of web applications' user interfaces. The approach combines dynamic analyzes of the application at runtime, with static analyzes of the source code of the event handlers found during interaction.     A Voice Controlled E-Commerce Web Application

    Automatic voice-controlled systems have changed the way humans interact with a computer. Voice or speech recognition systems allow a user to make a hands-free request to the computer, which in turn processes the request and serves the user with appropriate responses. After years of research and developments in machine learning and artificial intelligence, today voice-controlled technologies have become more efficient and are widely applied in many domains to enable and improve human-to-human and human-to-computer interactions. The state-of-the-art e-commerce applications with the help of web technologies offer interactive and user-friendly interfaces. However, there are some instances where people, especially with visual disabilities, are not able to fully experience the serviceability of such applications. A voice-controlled system embedded in a web application can enhance user experience and can provide voice as a means to control the functionality of e-commerce websites. In this paper, we propose a taxonomy of speech recognition systems (SRS) and present a voice-controlled commodity purchase e-commerce application using IBM Watson speech-to-text to demonstrate its usability. The prototype can be extended to other application scenarios such as government service kiosks and enable analytics of the converted text data for scenarios such as medical diagnosis at the clinics.Comment: 7 page

    Transformation of UML models for service-oriented software architectures

The technique (called "4SRS") is essentially based on the mapping of UML use case diagrams into UML object diagrams. UML sequence, activity, and state diagrams and other artifacts can also be considered within the transformation decisions. The applicability of this technique is illustrated by presenting some results from an e-government mobile application. The development of mobile applications typically follow a service-oriented approach. A service is a software entity running on one or more machines and providing a particular type of function to a priori unknown clients. These services must communicate with each other, whose combination makes up a service-oriented architecture. The communication can involve either simple data passing or it could involve two or more services coordinating some activity. Some means of connecting services to each other is needed, so workflow is a critical part of making services effective. When those services react to changes on user context, application are context-aware. Since the advent of the personal computer, the benefits and challenges of developing applications for older adults have been a hot topic of discussion. In this chapter, the authors discuss the various challenges developers who wish to create applications for the elderly computer user face, including age-related impairments, generational differences in computer use, and the hardware constraints mobile devices pose for application developers.
