    Beyond BRIC: offshoring in non-BRIC countries: Egypt – a new growth market: an LSE Outsourcing Unit report January 2009

    This report was commissioned as an independently researched report by Hill & Knowlton, acting for the Information Technology Industry Development Agency (ITIDA) of Egypt. The global offshore outsourcing market for IT and business services exceeded $55 billion USD in 2008, and some estimates suggest an annual growth rate of 20% over the next five years. It is common to talk of Brazil, Russia, India and China as the BRIC inheritors of globalisation, offering both offshore IT and back-office services, and also, with their vast populations and developing economies, huge potential markets. This report, however, which was commissioned by the Information Technology Industry Development Agency (ITIDA) of Egypt, set out to investigate to what extent, within this context, non-BRIC countries could also be seen to be potential inheritors of globalisation. A representative sample of 14 countries drawn from Central and Eastern Europe, the African Mediterranean, the Americas and Asia Pacific, where the main active non-BRIC economies can be found, provided the focus for the systematic comparison of their relative competitiveness from which a benchmarking index could be developed. Setting out the long-term context and trends through which these countries are emerging as IT and business service 'hot spots', and identifying the global sourcing trends and pressures that are likely to develop in the next five years and their implications for these non-BRIC countries, the report turns in its final chapters to consider Egypt in more detail to assess its current positioning, the future path that it can take, and the challenges it faces as well as actions needed for it to get there

    Information systems offshore outsourcing: a descriptive analysis

    Purpose - The present paper has as its aim to deepen in the study of Information Systems Offshore Outsourcing, proposing three essential steps to make this decision: weighing up the advantages and risks of Offshore Outsourcing; analysing the taxonomy of this phenomenon; and determining its current geography. Design/Methodology/Approach - With that objective in mind, it was decided to base the research work on the literature about this topic and the review of reports and statistics coming from different sources (consultants, the press, public institutions, etc.). Findings - Offshore Outsourcing has grown vertiginously in recent years. Its advantages exceed even those of onshore outsourcing, though it also involves greater risks derived from the (cultural and physical) distance existing between customer and provider. Various types of services and customer-provider relationships hide under the umbrella of Offshore Outsourcing; i.e. it is not a homogeneous phenomenon. The main Offshore Outsourcing customers can be found in the USA and Europe, mainly in the UK but also in other countries such as Germany and France. As for provider firms, most of them are located in Asia −outstandingly in India but also in China and Russia. At present, there are important providers scattered in other continents as well. Originality/Value - The conclusions suggest that the range of potential Offshore Outsourcing destinations must be widened and that the search for a provider cannot be based exclusively on cost savings; other considerations such as quality, security and proximity of the provider must also be taken into consideration. That is precisely the reason why the study of new countries like Spain as Offshore Outsourcing destinations is proposed

    Contextual factors, knowledge processes and performance in global sourcing of IT services: An investigation in China

Reuse of this article has been approved by the publisher.In this paper, the authors explore the influences of two major contextual factors—supplier team members’ cultural understanding and trust relationship—on knowledge processes and performance in global sourcing of IT services. The authors discuss a joint investigation conducted by a cross-cultural research team in China. Cultural understanding is measured by individualism with guanxi and mianzi, two Chinese cultural concepts, and trust relationship is measured by adjusting trust, a notion reflecting the uniqueness of the Chinese people. Knowledge processes are characterized by knowledge sharing. Performance is measured by the outcomes of global sourcing, which is represented by product success and personal satisfaction. Data are collected in 13 companies in Xi’an Software Park, with 200 structured questionnaires distributed to knowledge workers. The results of quantitative data analysis indicate that cultural understanding influences trust relationship greatly, as well as knowledge sharing and performance in global sourcing of IT services. Trust relationship significantly impacts knowledge sharing, whereas trust relationship and knowledge sharing have no impact on performance.     The Impact of Outsourcing on the Japanese and South Korean Labor Markets: International Outsourcing of Intermediate Inputs and Assembly in East Asia

    Applying a common empirical approach to comparable industry-level data on production, trade, and labor markets for Japan and South Korea, this paper aims to investigate the impacts of outsourcing on different sectors of the labor market focusing on differences in educational attainment. While outsourcing measures used in previous studies only take account of the outsourcing of intermediate inputs, this paper, utilizing the Asian International Input-Output Tables, incorporates the outsourcing of assembly. The econometric results indicate that outsourcing to Asia (particularly to China) has a negative impact on the demand for workers with lower education and a positive impact on the demand for workers with higher education both in Japan and Korea.     This paper has three aims: 1) to use Langlois’ framework of dynamic transaction costs to illustrate the coevolution of firm capabilities and the emergence of new markets for offshored and outsourced business services in China; 2) to use Coase’s institutional structure of production framework to analyse the influence of Chinese institutions on the organizational choices made in the offshoring and outsourcing of business services in China and 3) to link the two themes and understand the interaction between Chinese institutions and the emergence of markets and capabilities in business services in China.
