What do citizens communicate about during crises? Analyzing twitter use during the 2011 UK riots
Abstract The use of social media during crises has been explored in a variety of natural and man-made crisis situations. Yet, most of these studies have focused exclusively on the communication strategies and messages sent by crisis responders. Surprisingly little research has been done on how crisis publics (i.e., those people interested in or affected by the crisis) use social media during such events. Our article addresses this gap in the context of citizens' Twitter use during the 2011 riots in the UK. Focusing on communications with and about police forces in two cities, we analyzed 5984 citizen tweets collected during the event for content and sentiment. Comparing the two cases, our findings suggest that citizens' Twitter communication follows a general logic of concerns, but can also be influenced very easily by single, non-crisis related events such as perceived missteps in a police force's Twitter communication. Our study provides insights into citizens' concerns and communication patterns during crises adding to our knowledge about the dynamics of citizens' use of social media in such times. It further highlights the fragmentation in Twitter audiences especially in later stages of the crisis. These observations can be utilized by police forces to help determine the appropriate organizational responses that facilitate coping across various stages of crisis events. In addition, they illustrate limitations in current theoretical understandings of crisis response strategies, adding the requirement for adaptivity, flexibility and ambiguity in organizational responses to address the observed plurivocality of crisis audiences
"Show this thread": policing, disruption and mobilisation through Twitter. An analysis of UK law enforcement tweeting practices during the Covid-19 pandemic
Crisis and disruption are often unpredictable and can create opportunities for crime. During such times, policing may also need to meet additional challenges to handle the disruption. The use of social media by officials can be essential for crisis mitigation and crime reduction. In this paper, we study the use of Twitter for crime mitigation and reduction by UK police (and associated) agencies in the early stages of the Covid-19 pandemic. Our findings suggest that whilst most of the tweets from our sample concerned issues that were not specifically about crime, especially during the first stages of the pandemic, there was a significant increase in tweets about fraud, cybercrime and domestic abuse. There was also an increase in retweeting activity as opposed to the creation of original messages. Moreover, in terms of the impact of tweets, as measured by the rate at which they are retweeted, followers were more likely to âspread the wordâ when the tweet was content-rich (discussed a crime specific matter and contained media), and account holders were themselves more active on Twitter. Considering the changing world we live in, criminal opportunity is likely to evolve. To help mitigate this, policy makers and researchers should consider more systematic approaches to developing social media communication strategies for the purpose of crime mitigation and reduction during disruption and change more generally. Twitter as a communications instrument to support the decision making process in UAE police
A thesis submitted to the University of Bedfordshire in partial fulfilment of the requirements for the degree of Doctor of PhilosophySocial media are increasingly becoming platforms of choice for communication among individuals and groups of the public, and hence organisations are interested in engaging with communities and the public through this form of media to gain intelligence from such engagements to support their decision making processes. Yet, organisations are missing on realising the potential value from using social media for this type of interaction and engagement, while paucity in research addressing practical ways to use social media communication in supporting decision making still persists. This research investigates and proposes a practical framework for using social media â specifically Twitter â as a communications instrument to support the decision making process in police organisations. The research design is based on developing and evaluating a proof of concept representing engagements between the United Arab Emirates (UAE) police as a case study of police organisations with communities and members of the public in the UAE. The proof of concept is designed based on comparing and contrasting current practices by the UAE police with models, trends, and practices discussed in related literature. The research uses the Grounded Theory methodology to guide sampling, data collection, and analysis. The contribution of the research is to both theory and practice. The research addresses a gap in the body of knowledge for a framework that guides the development of models, policies, and practices for the use of social media as a communication instrument to support decision making in governmental organisations, specifically the police. In addition, the framework offers practical insights to policy makers into using different social media to engage with the public in communication, interactions, and knowledge sharing, with the aim of supporting decision making

[Executive Summary]
This report was commissioned to explore the enablers and barriers to sharing within and between police forces and between police forces and partners, including the public. This was completed from an interdisciplinary review of international literature covering sharing, knowledge exchange, learning and organisational learning. The literature broke down into four main factors; who, why, what and how. An introduction to the literature is presented with âWhoâ is sharing which considers both personal identity and different institutional issues. The âWhyâ literature covers issues of cultural and community motivators and barriers. The âWhatâ segment reviews concepts of data, information and knowledge and related legislative issues. Finally, the âhowâ section spans face to face sharing approaches to technologies that produce both enablers and barriers. A series of 42 in-depth interviews and focus groups were completed and combined with 47 survey responses . The aim of the interviews, focus groups and survey was to show perceptions and beliefs around knowledge sharing from a small sample across policing in order to complement the findings from the literature review.
The survey was adapted from a standardised questionnaire (Biggs, 1987). The Biggs questionnaire focused on what motivated students to learn and how they approached their learning. Our adapted survey looked at what motivated police to share, and how they approached sharing. The responses showed a trend, across the police, towards a motivation for sharing to develop a deeper understanding of issues. However, the approaches and the strategies they used to share with others, which were primarily driven by achieving and surface approaches (to get promoted and get the job done). According to Biggs (1987) this could leave them discontented as they never progress to a deeper understanding of issues. Scaffolding sharing within the police through processes that are clearly defined, effective and valued could help to overcome these issues.
Within the interviews and focus group findings a similar structured approach to sharing was adopted. Within the âwhoâ section some key aspects around personal relationships, reciprocity and reputation were identified. The âwhyâ the police share was one of the largest discussion points. Not only was there a deep motivation to solve key policing issues there was an approach of reciprocity. Police sharing was deeply motivated to support âgood practiceâ in the prevention and detection of crime. However, a sharing barrier was identified in the parity of value given to different types of knowledge for example between professional judgement and research evidence knowledge. Sharing was achieved when there were reciprocal benefits, in particular with personal networks or face to face sharing which was noted as âsafeâ. Again, this was inhibited by misunderstandings around the ârisksâ of sharing, frequently attributed to data protection legislation; producing cautious reactions and as an avoidance tactic to save time and effort sharing. However, a divide was noted between technical users and those who avoided any online systems for sharing; often due to poorly designed systems and a lack of confidence in how to use systems. The police culture was identified as being risk-adverse, and competitive due to multiple factors, a lack of supported time to share, Her Majestyâs Inspectorate of Constabulary (HMIC) reviews and promotion criteria. The result was perceived to be a poor cultural ability to learn from mistakes and a likelihood to repeat errors.
A set of strategic recommendations are given and include the use of a sharing authorised professional practice for HMIC reviews, sharing networks and training. A further set of operational recommendations are given such as; sharing impact cases for evidence based practice, data sharing officers and evaluating mechanisms for sharing.

The Potential of Social Media Analytics for Improving Social Media Communication of Emergency Agencies
A growing number of people use social media to seek information or coordinate relief activities in times of crisis. Thus, social media is increasingly used by emergency agencies as well to reach more people in crisis situations. However, the large amount of available data on social media could also be used by emergency agencies to understand how they are perceived by the public and to improve their communication. In this study, we examined the Twitter communication about the German emergency agency âJohanniter-Unfall-Hilfeâ by conducting a frequency, sentiment, social network and content analysis. The results revealed that a right-wing political cluster politically instrumentalised an incident related to this agency. Furthermore, some individual persons used social media to express criticism. It can be concluded that the use of social media analytics in the daily work routine of emergency management professionals can be beneficial for improving their social media communication strategy
