    This thesis report is submitted in partial fulfillment of the requirements for the degree of Bachelor of Science in Electrical and Electronic Engineering, 2014.While trains are convenient for travel and for transporting goods, they have become a riskier mode of transport over recent years. At present time, a large number of accidents have occurred due to railway mishaps in Bangladesh. Mismanaged railway crossings and faulty rail lines are the principle reasons behind the accidents. Moreover, Bangladesh Railway has attributed a huge sector of those losses to massive manpower and maintenance expenses it engulfs. Both the problems can be resolved by an intelligent unmanned railway introduced in this paper, which will not only reduce the risk of human lives but also a huge amount of public property. The total system is an integration of a few stand-alone sub-systems powered by micro-controllers which perform simultaneously by synchronizing the data to improve the safety and efficiency of the railway transport in different sectors. A part of the system is a completely unmanned crossing system, which ensures the safe crossing of a train in the busy city areas. Sensing the flaws in the railway tracks is also included in this system. This research depends on microcontroller based subsystems to reduce the complexity, uncertainty and cost. Total system is monitored and visualized in custom (Google maps) map which shows the train’s position, operation mode and safety status in the authority unit. The system uses modern communication (i.e. GSM, GPRS) and navigation techniques (i.e. GPS) to create a safer and financially efficient system

    The objective of this paper is to focus on the comparative discussion of ICX (Interconnection Exchange) business in with prosperity and significance in Bangladesh. ICX is a step towards creation of a modern and efficient telecommunications infrastructure. With the introduction of ICX, operators can combine their services in the most flexible way. Telecommunication sector is one of the most growing fields of business in Bangladesh. Government is earning a lot from this sector. Before introducing ICX government could not able to trace the exact number of calls and generated minutes, as well as they were in lack of exact revenue from those operators. After that, when Government introduced license to ICX operators, the scenario has been changed and single point of connectivity was established. As a result, interconnection capacity and the quality of voice call both have been developed. Government became capable of having accurate amount interconnections calls and minutes.Now days ICX operators are capable to handle voice calls using 2G and 3G technology. ICX operators are also connected to all the IGW (International gateway) operators to connect international calls with nationwide telecommunication operators. ICX operators share their revenue with Government according to rules and regulations imposed by the Government. As a result, Government is earning a significant amount of money from ICX operators. The KPI of Seven different ICX operators are also discussed in the study and all the values of those indicators were found in satisfactory level which means ICX operators can fulfill the required performance needed to cope up with the ANS and IGW operators. So, ICX business is proving as a very prospectus business in Bangladesh for the operators as well as for the Government as ICX operators are going to implement SMS interconnectivity throughout the nation.     Responding to Cross Border Child Trafficking in South Asia: An Analysis of the Feasibility of a Technologically Enabled Missing Child Alert System

    This report examines the feasibility of a technologically enabled system to help respond to the phenomenon of cross-border child trafficking in South Asia, and makes recommendations on how to proceed with a pilot project in the selected areas of Bangladesh, Nepal and India. The study was commissioned by the Missing Child Alert (MCA) programme which is an initiative led by Plan. MCA is an initiative to address cross-border child trafficking in South Asia, led by Plan. The aim of the programme is to link existing institutions, mechanisms and resources in order to tackle the phenomenon from a regional perspective. To achieve this, Plan propose to implement a technologically equipped, institutionalised system of alert that can assist in the rescue, rehabilitation, repatriation and reintegration of children who are at risk of, or are victims of, cross-border trafficking

    Public Service Delivery: Role of Information and Communication Technology in Improving Governance and Development Impact

    The focus of this paper is on improving governance through the use of information and communication technology (ICT) in the delivery of services to the poor, i.e., improving efficiency, accountability, and transparency, and reducing bribery. A number of papers recognize the potential benefits but they also point out that it has not been easy to harness this potential. This paper presents an analysis of effective case studies from developing countries where the benefits have reached a large number of poor citizens. It also identifies the critical success factors for wide-scale deployment. The paper includes cases on the use of ICTs in the management of delivery of public services in health, education, and provision of subsidized food. Cases on electronic delivery of government services, such as providing certificates and licenses to rural populations, which in turn provide entitlements to the poor for subsidized food, fertilizer, and health services are also included. ICT-enabled provision of information to enhance rural income is also covered
