An Ontology for Open Government Data Business Model
Despite the existence of number of well-known conceptualization
in e-Business and e-Commerce, there have been no efforts so far to
develop a detailed, comprehensive conceptualization for business
model. Current business literature is replete with fragmented
conceptualizations, which only partially describe aspects of a
business model. In addition, the existing conceptualizations do not
explicitly support the emerging phenomenon of open government
data â an increasingly valuable economic and strategic resource.
Consequently, no comprehensive, formal, executable open
government data business model ontology exists, that could be
directly leveraged to facilitate the design, development of an
operational open data business model. This paper bridges this gap
by providing a parsimonious yet sufficiently detailed,
conceptualization and formal ontology of open government data
business model for open data-driven organizations. Following the
design science approach, we developed the ontology as a âdesign
artefactâ and validate the ontology by using it to describe an open
data business model of an open data-driven organization

A conceptual model for semantically-based e-government portals
Issues of semantic interoperability and service integration for e-government portals are the domain of interest of the present paper. We propose a Conceptual Model for One-Stop e-Government Portals based on the Semantic Web Service technology. We describe our research into building the three basic ontologies and their integration with standard ontologies. The result is a project-independent reusable model. At the same time, we outline a simple methodology for applying the proposed conceptual model into a specific scenario

Service integration and domain interoperability are
the basic requirements in the development of current
service-oriented e-Government applications. Semantic
Web and, in particular, Semantic Web Service (SWS)
technology aim to address these issues. However, the integration between e-Government applications and SWS is not an easy task. We argue that a more complex semantic layer needs to be modeled. The aim of our work is to provide an ontological framework that maps such a semantic layer. Unlocking the potential of public sector information with Semantic Web technology
Governments often hold very rich data and whilst much of this information is published and available for re-use by others, it is often trapped by poor data structures, locked up in legacy data formats or in fragmented databases. One of the great benefits that Semantic Web (SW) technology offers is facilitating the large scale integration and sharing of distributed data sources. At the heart of information policy in the UK, the Office of Public Sector Information (OPSI) is the part of the UK government charged with enabling the greater re-use of public sector information. This paper describes the actions, findings, and lessons learnt from a pilot study, involving several parts of government and the public sector. Mediation of semantic web services in IRS-III
Business applications composed of heterogeneous distributed components or Web services need mediation to resolve data and process mismatches at runtime. This paper describes mediation in IRS-III, a framework and platform for developing WSMO-based Semantic Web Services. We present our approach to mediation within Semantic Web Services and highlight the role of WSMO mediator types when solving mismatches at the semantic level between a service requester and a service provider. We describe the components of our mediation framework and how it can handle data, goal and process mediation during the activities of selection, composition and invocation of Semantic Web Services
Philosophy of Blockchain Technology - Ontologies
About the necessity and usefulness of developing a philosophy specific to the blockchain technology, emphasizing on the ontological aspects. After an Introduction that highlights the main philosophical directions for this emerging technology, in Blockchain Technology I explain the way the blockchain works, discussing ontological development directions of this technology in Designing and Modeling. The next section is dedicated to the main application of blockchain technology, Bitcoin, with the social implications of this cryptocurrency. There follows a section of Philosophy in which I identify the blockchain technology with the concept of heterotopia developed by Michel Foucault and I interpret it in the light of the notational technology developed by Nelson Goodman as a notational system. In the Ontology section, I present two developmental paths that I consider important: Narrative Ontology, based on the idea of order and structure of history transmitted through Paul Ricoeur's narrative history, and the Enterprise Ontology system based on concepts and models of an enterprise, specific to the semantic web, and which I consider to be the most well developed and which will probably become the formal ontological system, at least in terms of the economic and legal aspects of blockchain technology. In Conclusions I am talking about the future directions of developing the blockchain technology philosophy in general as an explanatory and robust theory from a phenomenologically consistent point of view, which allows testability and ontologies in particular, arguing for the need of a global adoption of an ontological system for develop cross-cutting solutions and to make this technology profitable.

Benefits and challenges of applying Semantic Web Services in the e-Government domain
Joining up services in e-Government usually implies governmental agencies acting in concert without a central control regime. This requires the sharing of scattered and heterogeneous data. Semantic Web Service (SWS) technology can help to integrate, mediate and reason between these datasets. However, since few real-world applications have been developed, it is still unclear which are the actual benefits and issues of adopting such a technology in the e-Government domain. In this paper, we contribute to raising awareness of the potential benefits in the e-Government community by analyzing motivations, requirements, and expected results, before proposing a reusable SWS-based framework. We demonstrate the application of this framework by a compelling use case: a GIS-based emergency planning system. We illustrate the obtained benefits and the key challenges which remain to be addressed
A semantic web service-based architecture for the interoperability of e-government services
We propose a semantically-enhanced architecture to address the issues of interoperability and service integration in e-government web information systems. An architecture for a life event portal based on Semantic Web Services (SWS) is described. The architecture includes loosely-coupled modules organized in three distinct layers: User Interaction, Middleware and Web Services. The Middleware provides the semantic infrastructure for ontologies and SWS. In particular a conceptual model for integrating domain knowledge (Life Event Ontology), application knowledge (E-government Ontology) and service description (Service Ontology) is defined. The model has been applied to a use case scenario in e-government and the results of a system prototype have been reported to demonstrate some relevant features of the proposed approach

Knowledge Management for Public Administrations: Technical Realizations of an Enterprise Attention Management System
The improvement of governmentsâ efficiency has gained great importance and validity especially in the current times of economic downturn. E-Government constitutes the most contemporary techno-managerial proposition in the track of possible interventions. The paper addresses, more specifically, empowerments necessitated by Public Administration (PA) organizations. Anchored on the needs of three real-life cases, the paper describes the conception and the realization of an IT artefact together with its methodological appeals aiming at improving information access and delivery and thus PAsâ decision making capacity. Our proposition constitutes a novel approach for managing usersâ attention in knowledge intensive organizations which goes beyond informing a user about changes in relevant information towards proactively supporting the user to react on changes. The approach is based on an expressive attention model, which is realized by combining ECA (Event-Condition-Action) rules with ontologies. The technical realizations described in the paper constitute the underlying infrastructure of an Enterprise Attention Management System
