    Understanding the digital divide: A literature survey and ways forward

    The term digital divide was introduced in the mid-1990s and defined as the gap separating those who have access to new forms of information technology from those who do not. The digital divide remains an important public policy debate that encompasses social, economic and political issues. This paper presents a literature review and classification scheme for digital divide research. The review covers journal articles published between 2001 and 2010 in three types of journals: (1) Information technology & information systems, (2) Economics and business & management and (3) Social science. A classification of digital divide literature and a comprehensive list of references are provided. The results show that the digital divide is a multifaceted phenomenon, due to the many dimensions of determinant factors. Recent studies have included socio-economic, institutional and physiological factors in order to gain a greater understanding of the digital divide. Among other findings, they show that technological determinism is not sufficient to explain the emergence of the digital divide. Moreover, several types of technologies were investigated, both from empirical and conceptual standpoints. The Internet is the most commonly studied technology. The divide in access and usage are discussed at the global, social and democratic levels by employing a quantitative method, either a survey or data analysis, as the main method. However, there is less discussion in developing countries and at the level of the organization (i.e. SMEs, the private sector and the public sector). The qualitative research method could be seen as a complementary method to fill the gap in the current research. The choice of policies which have been recommended to the policy maker and national regulatory agency (NRA) are also presented and discussed at the end of this paper. Several initiatives made at the country and regional levels and by international organizations have also attempted to create a combined policy. This may suggest that the combined policy is the current trend among digital divide policies. Therefore, there is a need for future research to examine these determinants through the context of global, social and democratic divides.     Internet-based 'social sharing' as a new form of global production: The case of SETI@home

    Benkler ('Sharing Nicely', Yale Law Journal, 2004, Vol. 114, pp. 273-358) has argued that 'social sharing' via Internet-based distributed computing is a new, so far under-appreciated modality of economic production. This paper presents results from an empirical study of SETI@home (the Search for Extraterrestrial Intelligence), which is the classic example of such a computing project. The aim is to explain SETI@home participation and its intensity in a cross-country setting. The data are for a sample of 172 developed and developing countries for the years 2002-2004. The results indicate that SETI@home participation and its intensity can be explained largely by the degree of ICT access (proxied by the International Telecommunication Union's 'Digital Access Index'), as well as GDP per capita and dummy variables for major country groups. Some other variables, such as the Human Development Index, perform less well. Although SETI@home is a global phenomenon, it is never-the-less mostly concentrated in rich countries. However, there are indications of a slowly narrowing global SETI@home digital divide

    The diffusion of Information and Communication Technologies (ICTs) is becoming a central policy issue for developing countries, being identified by international policy-makers and scholars as an important driver of knowledge, innovation and economic growth. We analyze ICT access patterns in seven Latin American countries. In particular, we study the socio-economic determinants of the presence of computers and Internet connection at household level. Descriptive data show that ICT diffusion is concentrated in narrowly defined segments of income and educational groups in each country. Across countries, there is also evidence that the lower is the ICT diffusion, the higher is the inequality of that diffusion. Econometrically, we model the probability that a household has or has not adopted computer technologies and Internet access. The results confirm that variables such as income, education and rural/urban areas are key determinants of ICT diffusion.     The Determinants of the Global Digital Divide: A Cross-Country Analysis of Computer and Internet Penetration

    To identify the determinants of cross-country disparities in personal computer and Internet penetration, we examine a panel of 161 countries over the 1999-2001 period. Our candidate variables include economic variables (income per capita, years of schooling, illiteracy, trade openness), demographic variables (youth and aged dependency ratios, urbanization rate), infrastructure indicators (telephone density, electricity consumption), telecommunications pricing measures, and regulatory quality. With the exception of trade openness and the telecom pricing measures, these variables enter in as statistically significant in most specifications for computer use. A similar pattern holds true for Internet use, except that telephone density and aged dependency matter less. The global digital divide is mainly but by no means entirely accounted for by income differentials. For computers, telephone density and regulatory quality are of second and third importance, while for the Internet, this ordering is reversed. The region-specific explanations for large disparities in computer and Internet penetration are generally very similar. Our results suggest that public investment in human capital, telecommunications infrastructure, and the regulatory infrastructure can mitigate the gap in PC and Internet use.

    EXPLAINING THE TERRITORIAL ADOPTION OF NEW TECHNOLOGIES - A SPATIAL ECONOMETRIC APPROACH

    The notion that Information and Communication Technology would have reduced the economic importance of geographic distance has been proposed with energy in the post-Internet literature (Cairncross, 2001). According to this view, the New Economy would work in a space rather than a place, cost of transport would be drastically reduced, distance would be less important, and peripheral regions would benefit from opportunities that were not available in the economy based on manufacturing industry (Negroponte, 1995; Cairncross, 1997; Kelly, 1998; Compaine, 2001). Since ICT are mostly based on immaterial and human capital investment, regions or areas that have historically suffered from isolation, large cost of transportation, or lack of physical private and public infrastructure might find new paths for growth. Consequently, according to this view, the concentration of income opportunities and wealth should decrease over time. Although other predictions were also present in the debate over the impact of the digital economy (e.g. Norris, 2001; UNDP; 2001), this view was largely dominant. The reality is not so rosy. Not only there are huge disparities in the intensity with which ICT are adopted and used across countries, but also there are still large differences within industrialized countries. Indeed, differences in economic development still shape the rate of the adoption of these technologies, at the firm, regional and country level. The reasons behind these stylized facts have been investigated at length in recent times. This paper contributes to the literature in several ways. First, it focuses on intra-national or regional differences, which is a much less explored dimension of the digital divide. Second, it uses a new metric for the adoption of ICT, namely the number of second level Internet domain names, registered under the ccTLD “.it.”. Finally, it explicitly combines the analysis of determinants with a spatial econometric approach. Thanks to the availability of panel data for both the dependent and the explanatory variables (time period: 1990-2001), spatial and temporal effect are simultaneously taken into account. Panel data techniques that account for temporal correlations are in widespread use while there have been a variety of studies accounting for spatial autocorrelation (see for instance Coughlin et al. 2003; Dubin, 1992; McMillan, 2004). However one of the major drawbacks to many analyses is that they fail to integrate the spatial and temporal correlations that are present in geographical systems (Elhorst, 2003).
