    Model-driven performance evaluation for service engineering

    Service engineering and service-oriented architecture as an integration and platform technology is a recent approach to software systems integration. Software quality aspects such as performance are of central importance for the integration of heterogeneous, distributed service-based systems. Empirical performance evaluation is a process of measuring and calculating performance metrics of the implemented software. We present an approach for the empirical, model-based performance evaluation of services and service compositions in the context of model-driven service engineering.     Development of a Coding Instrument to Assess the Quality and Content of Anti-Tobacco Video Games

    Previous research has shown the use of electronic video games as an effective method for increasing content knowledge about the risks of drugs and alcohol use for adolescents. Although best practice suggests that theory, health communication strategies, and game appeal are important characteristics for developing games, no instruments are currently available to examine the quality and content of tobacco prevention and cessation electronic games. This study presents the systematic development of a coding instrument to measure the quality, use of theory, and health communication strategies of tobacco cessation and prevention electronic games. Using previous research and expert review, a content analysis coding instrument measuring 67 characteristics was developed with three overarching categories: type and quality of games, theory and approach, and type and format of messages. Two trained coders applied the instrument to 88 games on four platforms (personal computer, Nintendo DS, iPhone, and Android phone) to field test the instrument. Cohen's kappa for each item ranged from 0.66 to 1.00, with an average kappa value of 0.97. Future research can adapt this coding instrument to games addressing other health issues.     Evaluation of complex integrated care programmes: the approach in North West London

    Background: Several local attempts to introduce integrated care in the English National Health Service have been tried, with limited success. The Northwest London Integrated Care Pilot attempts to improve the quality of care of the elderly and people with diabetes by providing a novel integration process across primary, secondary and social care organisations. It involves predictive risk modelling, care planning, multidisciplinary management of complex cases and an information technology tool to support information sharing. This paper sets out the evaluation approach adopted to measure its effect. Study design: We present a mixed methods evaluation methodology. It includes a quantitative approach measuring changes in service utilization, costs, clinical outcomes and quality of care using routine primary and secondary data sources. It also contains a qualitative component, involving observations, interviews and focus groups with patients and professionals, to understand participant experiences and to understand the pilot within the national policy context. Theory and discussion: This study considers the complexity of evaluating a large, multi-organisational intervention in a changing healthcare economy. We locate the evaluation within the theory of evaluation of complex interventions. We present the specific challenges faced by evaluating an intervention of this sort, and the responses made to mitigate against them. Conclusions: We hope this broad, dynamic and responsive evaluation will allow us to clarify the contribution of the pilot, and provide a potential model for evaluation of other similar interventions. Because of the priority given to the integrated agenda by governments internationally, the need to develop and improve strong evaluation methodologies remains strikingly important

    Challenges in Evaluating Development Effectiveness

    Evaluation quality is a function of methodological and data inputs. This paper argues that there has been inadequate investment in methodology, often resulting in low quality evaluation outputs. With an increased focus on results, evaluation needs to deliver credible information on the role of developmentsupported interventions in improving the lives of poor people, so attention to sound methodology matters. This paper explores three areas in which evaluation can be improved. First, reporting agency-wide performance through monitoring systems that satisfy the Triple-A criteria of aggregation, attribution and alignment; which includes procedures for the systematic summary of qualitative data. Second, more attention need to be paid to measuring impact, both through the use of randomisation where possible and appropriate, or through quasi-experimental methods. However, analysis of impact needs to be firmly embedded in a theory-based approach which maps the causal chain from inputs to impacts. Finally, analysis of sustainability needs to move beyond its current crude and cursory treatment to embrace the tools readily available to the discipline.Evaluation, development effectiveness, World Bank

    Building a Quality of Life Index

    This chapter outlines how an index measuring quality of life should be developed and then applies that work at the county level in the United States. The index we create is a unique and data‐driven approach to calculating quality of life. In the chapter, we explain the process that leads us to selecting our five indicators: public safety, health, economic development, infrastructure, and education. Each indicator breaks apart into subindicators. This chapter theoretically and statistically verifies our chosen indicators. First, we develop theoretical arguments explaining the connections between quality of life and our indicators. Then, we perform confirmatory factor analyses on our index to empirically verify our theoretical arguments for why each component should be included in the index. Further, we finally verify our theory and index using survey results. We use only publicly available data to facilitate replication by others. The results of our confirmatory factor analysis provide statistical evidence for our choice of indicators in measuring quality of life. Our findings indicate that those measuring quality of life must account for the roles of: public safety, health, economic development, infrastructure, and education. Most importantly, our results indicate that our index is a valid measure of quality of life

    China's GDP in U.S. dollars based on purchasing power parity

    China's gross domestic product per capita was only US300to300 to 370 in 1980-91 in an estimate based on the World Bank Atlas approach used in the World Development Report. These estimates fail to capture the fact that in the 10 years since embarking on a program of economic reform aimed at rapid economic development, China has been one of the fastest growing economies in the world. Knowing what its true standard of living and productive potential is important not only for measuring the size of China's economy but for assessing its growth performance. The authors provide a detailed comparison of the GDP of China and the United States using the purchasing power parity approach formulated by the U.N. International Comparison Program (ICP), with 1986 as a base. Using this approach, which establishes a conversion factor based on prices for comparable items rather than on exchange rates, they find that: 1) China's per capita GDP in 1986 international dollars in between 770and770 and 1,044, depending on assumptions made about comparison-resistant service sectors and quality adjustments made in a number of selected ones in calculating purchasing power parities; and 2) China's per capita GDP in 1991 international dollars is between 1,227and1,227 and 1,663, allowing for the impact of inflation in the United States on the purchasing power parity and growth rates in China computed from national currency GDP data in constant prices.Environmental Economics&Policies,Economic Theory&Research,Payment Systems&Infrastructure,Public Health Promotion,Health Economics&Finance,Economic Theory&Research,Environmental Economics&Policies,Health Economics&Finance,Access to Markets,Markets and Market Access

    A Theory and Practice of Website Engagibility

    This thesis explores the domain of website quality. It presents a new study of website quality - an abstraction and synthesis, a measurement methodology, and analysis - and proposes metrics which can be used to quantify it. The strategy employed involved revisiting software quality, modelling its broader perspectives and identifying quality factors which are specific to the World Wide Web (WWW). This resulted in a detailed set of elements which constitute website quality, a method for quantifying a quality measure, and demonstrating an approach to benchmarking eCommerce websites. The thesis has two dimensions. The first is a contribution to the theory of software quality - specifically website quality. The second dimension focuses on two perspectives of website quality - quality-of-product and quality-of-use - and uses them to present a new theory and methodology which are important first steps towards understanding metrics and their use when quantifying website quality. Once quantified, the websites can be benchmarked by evaluators and website owners for comparison with competitor sites. The thesis presents a study of five mature eCommerce websites. The study involves identifying, defining and collecting data counts for 67 site-level criteria for each site. These counts are specific to website product quality and include criteria such as occurrences of hyperlinks and menus which underpin navigation, occurrences of activities which underpin interactivity, and counts relating to a site’s eCommerce maturity. Lack of automated count collecting tools necessitated online visits to 537 HTML pages and performing manual counts. The thesis formulates a new approach to measuring website quality, named Metric Ratio Analysis (MRA). The thesis demonstrates how one website quality factor - engagibility - can be quantified and used for website comparison analysis.
