    Globalization and the transnational networks established by economic integration have produced a context in which the gathering of knowledge about Latina/o and Latin American communities is largely devoid of any processual perspective. This means that we must construct an alternative methodology to capture the international and transnational social fields and arenas of this multinational population. Nowhere does this type of dialogue appear more necessary than in studies of immigration from Latin America to the United States. In particular, we maintain that the integration of Latin American and Latina/o studies requires viewing these new waves of migrants as part of a synchronic flow of capital, goods, and resources back and forth between the United States and their countries of origin.     In this paper we carry out an empirical analysis on convergence for Latin America for the 1960-1998 period, by means of panel data estimations. Our evidence does not indicate neither the presence of absolute and conditional convergence, or clubs of convergence. In turn, the fixed effects estimations results do not show conditional convergence, which suggest that each economy converges to its own steady state.El trabajo presenta un análisis empírico sobre la convergencia para América Latina durante el periodo 1960-2009, por medio de estimaciones de datos de panel. La evidencia encontrada no indica la presencia de convergencia absoluta ni condicional, ni tampoco la existencia de clubes de convergencia. A su vez, los resultados de las estimaciones realizadas con efectos fijos muestran que no existe convergencia condicional, lo que sugiere que cada economía converge a su propio estado estacionario

    Ten years after the launching in 1995 of the EU’s strategy for Latin America, the relations between both regions are stalled and it demands changes in order to be adapted to the new situation that influence both regions. Latin America seems to be losing relevance in a partner of a EU that is facing the challenges of enlargement, constitutional crisis, and the neighbour policy. Latin America is crossing a phase of political and economic change and crisis in his schemes of regional integration. New leaderships are emerging, and difficult choices shell be made between a closer relationship with the United States or the new project of the South American Community of Nations. In this scenario, this policy paper suggest four main goals for the EU-Latin America partnership: a) development and social cohesion; b) international autonomy, regionalism and integration for Latin America; c) EU’s presence in Latin America; and d) the strengthening of the strategic partnership. These proposals are based on the study “Latin America-study on Relations between the EU and Latin America: New perspectives”, commissioned by the DG-Relex (External Relations) of the European Commission to the Complutense Institute for International Studies. It derived of the research carried out by a team of 24 scholars of both regions, and the views expressed in 260 interviews with European and American relevant individuals.Diez años después del lanzamiento de la estrategia de la UE para América Latina de 1995, las relaciones entre ambas regiones están estancadas y requieren cambios para adaptarla a la nueva situación que viven ambas regiones tras el 11-S. América Latina parece perder peso como socio de una UE que afronta las exigencias de la ampliación y la política de vecindad, la crisis institucional, y las dificultades para mantener el “modelo social” europeo. América Latina atraviesa un periodo de cambios políticos y económicos, de crisis de sus organizaciones de integración regional, aparecen nuevos liderazgos, y enfrenta difíciles dilemas entre una vinculación más estrecha con Estados Unidos, o el nuevo proyecto de Comunidad Sudamericana de Naciones. En este escenario, este documento de política propone cuatro objetivos básicos de la asociación birregional: a) desarrollo y cohesión social; b) autonomía internacional, regionalismo e integración de América Latina; c) la proyección exterior de la UE en América Latina, y; d) el fortalecimiento estratégico de la asociación. Estas propuestas se basan en el estudio “Perspectivas de las relaciones Unión Europea-América Latina. Sin embargo, América Latina no está plenamente incorporada a los debates actuales sobre costes y beneficios de las migraciones atlánticas. Este artículo presenta un estado de la cuestión de la inmigración en América latina desde finales del siglo XIX hasta 1930. Evalúa las inferencias realizadas a partir de la experiencia de los inmigrantes europeos en Estados Unidos y se cuestiona su validez para el caso latinoamericano. Los temas tratados en la primera sección incluyen las tendencias migratorias y su cronología, el origen nacional de los flujos y la evolución de los salarios reales entre países receptores y emisores. El trabajo presenta nuevos datos sobre el coste del transporte en la migración internacional. Una segunda sección examina la contribución de los inmigrantes al crecimiento económico de América Latina con especial énfasis en el capital humano de los inmigrantes Europeos. Between 1879 and 1930 around 13 million of Europeans went to Latin America; however, Latin America is not fully incorporated into current debates on the cost and benefits from Atlantic migration. This paper surveys Latin America’s immigration from the late nineteenth century to 1930. It assesses inferences about European migrants in Latin America derived from the experience of migrants in the United States and questions its validity. The topics covered here include migration trends and chronology, national origin of the flows and the evolution of real wages. New data on the cost of passages for transatlantic migration is also presented. This is followed by an examination of the immigrants’ contribution to economic growth in Latin America dealing basically with the issue of human capital brought in by European immigrants. The extent to which immigrants alter the composition of the labour force and the demographic structure, both in the short and the long run is also examined

    Old and new dualisms in Latin America and Asia: labour productivity, international competitiveness and income distribution

    Using sectoral growth accounting techniques from a structural perspective à la Lewis, the paper analyzes the structural determinants of labour productivity in Asia and Latin America, indicating a contrasted situation between both developing regions. While Asia appears to be engaged in a relatively smooth transition from the low productivity traditional activities to a more industrialized economy, the pattern emerging out of the Latin American data indicates the presence of polarizing forces, and the resurgence of a new dualistic economy. From a systemic perspective, Asia has been progressively closing the productivity gap with industrialised countries, gaining international competitiveness, while Latin America has been losing ground despite advances at the microeconomic level. Two structural trends led to the deterioration of the income distribution in Latin America: strong demand for high qualification workers, pushing up the salary of professionals and technicians (same happened in Asia); and a deficit of job opportunities in the manufacture sector, leading to an excess supply of labour in the services sector and a decline in value added per worker. The emergence of a large urban informal sector in Latin America epitomizes this situation. The structural models used for the analysis suggest also some lines of action for policy making, facilitating resource reallocation from low to high productivity sectors, while limiting spurious inter-sectoral shifts.
