    Context-Aware Information Retrieval for Enhanced Situation Awareness

    In the coalition forces, users are increasingly challenged with the issues of information overload and correlation of information from heterogeneous sources. Users might need different pieces of information, ranging from information about a single building, to the resolution strategy of a global conflict. Sometimes, the time, location and past history of information access can also shape the information needs of users. Information systems need to help users pull together data from disparate sources according to their expressed needs (as represented by system queries), as well as less specific criteria. Information consumers have varying roles, tasks/missions, goals and agendas, knowledge and background, and personal preferences. These factors can be used to shape both the execution of user queries and the form in which retrieved information is packaged. However, full automation of this daunting information aggregation and customization task is not possible with existing approaches. In this paper we present an infrastructure for context-aware information retrieval to enhance situation awareness. The infrastructure provides each user with a customized, mission-oriented system that gives access to the right information from heterogeneous sources in the context of a particular task, plan and/or mission. The approach lays on five intertwined fundamental concepts, namely Workflow, Context, Ontology, Profile and Information Aggregation. The exploitation of this knowledge, using appropriate domain ontologies, will make it feasible to provide contextual assistance in various ways to the work performed according to a user’s taskrelevant information requirements.     Peer - Mediated Distributed Knowledge Management

    Distributed Knowledge Management is an approach to knowledge management based on the principle that the multiplicity (and heterogeneity) of perspectives within complex organizations is not be viewed as an obstacle to knowledge exploitation, but rather as an opportunity that can foster innovation and creativity. Despite a wide agreement on this principle, most current KM systems are based on the idea that all perspectival aspects of knowledge should be eliminated in favor of an objective and general representation of knowledge. In this paper we propose a peer-to-peer architecture (called KEx), which embodies the principle above in a quite straightforward way: (i) each peer (called a K-peer) provides all the services needed to create and organize "local" knowledge from an individual's or a group's perspective, and (ii) social structures and protocols of meaning negotiation are introduced to achieve semantic coordination among autonomous peers (e.g., when searching documents from other K-peers).     A Framework for Aggregating Private and Public Web Archives

    Personal and private Web archives are proliferating due to the increase in the tools to create them and the realization that Internet Archive and other public Web archives are unable to capture personalized (e.g., Facebook) and private (e.g., banking) Web pages. We introduce a framework to mitigate issues of aggregation in private, personal, and public Web archives without compromising potential sensitive information contained in private captures. We amend Memento syntax and semantics to allow TimeMap enrichment to account for additional attributes to be expressed inclusive of the requirements for dereferencing private Web archive captures. We provide a method to involve the user further in the negotiation of archival captures in dimensions beyond time. We introduce a model for archival querying precedence and short-circuiting, as needed when aggregating private and personal Web archive captures with those from public Web archives through Memento.     Information architecture for a federated health record server

    This paper describes the information models that have been used to implement a federated health record server and to deploy it in a live clinical setting. The authors, working at the Centre for Health Informatics and Multiprofessional Education (University College London), have built up over a decade of experience within Europe on the requirements and information models that are needed to underpin comprehensive multi-professional electronic health records. This work has involved collaboration with a wide range of health care and informatics organisations and partners in the healthcare computing industry across Europe though the EU Health Telematics projects GEHR, Synapses, EHCR-SupA, SynEx and Medicate. The resulting architecture models have fed into recent European standardisation work in this area, such as CEN TC/251 ENV 13606. UCL has implemented a federated health record server based on these models which is now running in the Department of Cardiovascular Medicine at the Whittington Hospital in North London. The information models described in this paper reflect a refinement based on this implementation experience
