    Masyarakat kecamatan Delima, Propinsi Nanggroe Aceh Darussalam, yang masih sangat kental menganut sistem penyelesaian sengketa melalui lembaga Adat. Hal ini memang diatur dalam Qahun Aceh Nomor 10 tahun 2008 tentang Lembaga Adat. Namun dengan perkembangan global dan pengetahuan dari masyarakat itu sendiri menjadi suatu tantangan terhadap resiliensi dari Lembaga Adat tersebut. Masalah yang diteliti dalam penelitian ini pertama, Mengapa masyarakat Aceh lebih memilih menyelesaikan sengketa pada Lembaga Adat dibandingkan Pengadilan Pemerintah, Kedua, Bagaimanakah resiliensi Lembaga Adat Aceh sebagai Alternatif Penyelesaian Sengketa akan mampu bertahan di masa mendatang. Metode yang digunakan dalam penelitian ini adalah dengan pendekatan yuridis empiris berdasarkan data sekunder dan data primer berupa wawancara dengan para pihak yang berkaitan secara langsung dengan masalah yang diteliti agar mendapatkan informasi yang sejelasnya sesuai keadaan di lapangan, kemudian disajikan dalam bentuk tesis. Hasil penelitian ini pada akhirnya memberikan gambaran bahwa pertama, Selain karena prinsip „damai‟ dan adat istiadat yang sudah sejak turun temurun, masyarakat menyelesaikan sengketa melalui lembaga adat karena penyelesaian melalui musyawarah bersifat sukarela, prosedur yang tepat sasaran, keputusan yang diambil merupakan kesepakatan bersama dan saling menguntungkan, fleksibilitas dalam merancang syarat-syarat penyelesaian masalah, hemat waktu dan biaya serta pemeliharaan hubungan. Kedua, Resiliensi Lembaga Adat dimasa mendatang akan tetap bertahan dimana kepercayaan masyarakat kepada Lembaga Adat tersebut masih tetap tumbuh. Juga dengan memperhatikan aspek internal dari lembaga adat tersebut yaitu pertama, Melakukan sosialisasi lembaga adat; kedua, Penguatan kapasitas perangkat (fungsionaris) lembaga adat dan Kelembagaan; ketiga, Membangun kerjasama antar lembaga; dan keempat, Komitmen dan keseriusan Pemerintah Aceh dalam mendukung pelaksanaan lembaga Adat. Langkah praktis operasional untuk melaksanakan resiliensi dari Lembaga Adat dimasa mendatang dalam penelitian ini, disarankan agar bisa ditindaklanjuti dengan berbagai upaya best efforts, best practices and best service yang serius dan tegas dari semua pihak agar keberadaan dari lembaga adat ini tetap mendapatkan kepercayaan dimasyarakat Aceh

    Tulisan ini bertujuan untuk mengulas bagaimana pustakawan berperan dalam menghadapilibrary anxiety (kecemasan ke perpustakaan) khususnya di perguruan tinggi. Di sampingitu juga ingin mengevaluasi faktor-faktor yang mempengaruhi kecemasan pemustakadalam memanfaatkan perpustakaan, sehingga pustakawan dapat mencari solusi untukmasalah yang dihadapinya. Cemas yang dimaksud di sini berhubungan dengan persepsidiri, persepsi pemustaka terhadap koleksi, pustakawan, bagaimana memanfaatkan sistemteknologi yang ada atau cemas dengan suasana perpustakaan. Hal ini akan berpengaruhpada efektifitas hasil yang dicapai.Library anxiety merupakan suatu teori dalam ilmu perpustakaan yang menjelaskan bahwaterdapat empat penyebab pemustaka galau di dalam perpustakaan.     Aceh Unique Souvenir Design

    Special Region of Aceh as one of the westernmost regions in Indonesia has a very unique and rich cultural wealth. As an area which is the entrance of trade from the west, Acehnese culture acculturated with cultures from other countries such as Arabic, India and Malay. These cultural products are fragmented and form their own uniqueness that is developed according to customs, beliefs of the regions in Aceh. Examples such as Gayo, Leung Bata, Aceh Tamiang and others. The results of the acculturation shape the uniqueness of each region in Aceh from traditional clothing that is different from the shape, color and accessories. At the end of 2014, where Aceh experienced a tsunami that devastated Aceh. The disaster resulted in much of the infra-structure in Aceh being destroyed and lost. Cultural products, relics were destroyed by the tsunami. Over time Aceh reor-ganized itself, Aceh tried to rise, especially in terms of the economy. Designing unique accessories for Aceh certainly has its own challenges because Aceh is divided into regions that have his-torically shaped their specific characteristics. In this case, of course one must find a common thread that will connect between regions in Aceh so that the accessories that will be designed at least can be enough to be one of the unique accessories of Aceh.     Perceived Ability to Practice in Disaster Management Among Public Health Nurses in Aceh, Indonesia

    Background: The increasing number of disaster events around the world has challenged every country to develop better disaster-management strategies. As a part of healthcare system, public health nurses (PHNs) should be involved in caring for people in disasters. Currently, there is no known study whether PHNs of Aceh, Indonesia, working with community people who are at high risk of confronting natural disasters, are able to perform their roles and functions regarding disaster management. Methods: 252 PHNs from twenty-seven public health centers in Aceh were studied during November to December 2010 to evaluate their perceived ability to practice regarding disaster management at each disaster phase: preparedness, response, and recovery phase. The perceived ability to practice was assessed by using the 30-statement, five-point Likert-scale (0-4) of Public Health Nurses' Perceived Ability to Practice Regarding Disaster Management Questionnaire (PHNPP-DMQ). The composite scores of each phase and the total score were calculated and transformed to percentage for ease of presentation across disaster phases.Results: Overall, the PHNs' perceived ability to practice regarding disaster management in Aceh was at a moderate level (M=74.57%, SD=13.27). The highest mean score was for the recovery phase (M=78%), and the lowest mean score was in the preparedness phase (66.15%).Conclusion: The finding of this study evokes challenges to the local government of Aceh province to further prepare PHNs to increase their ability in disaster management

    Political power struggles in Aceh

    This paper looks at how political power in Aceh is moving away from the old Free Aceh Movement government-in-exile. Introduction Political dynamics within the top ranks of the former rebel Free Aceh Movement (Gerakan Aceh Merdeka, GAM) suggest that a generational transfer of power is underway. The old diaspora elite, led from abroad by Malik Mahmud until the 2005 Helsinki peace agreement, is losing influence. Authority derived from long-term service to the movement and closeness to its late founder, Hasan Tiro, is being replaced by authority derived from control of local resources and political institutions. By this measure, Muzakir Manaf, the former GAM guerrilla commander, who is simultaneously vice-governor, CEO of a business conglomerate and head of the Aceh Party (Partai Aceh), GAM’s main political vehicle for winning local elections, is the most powerful person in Aceh. His willingness to defer to his old political superiors in the struggle appears to be coming to an end. This is particularly apparent in his ongoing rift with Gov. Zaini Abdullah. Distancing itself from the old guard could weaken Partai Aceh in several ways. Its claim to be the party of peace because of its role in the Helsinki pact could lose force with the electorate. There would be fewer positives to balance against its rent-seeking and sometimes thuggish tactics. It could be more prone to splinters, especially as ex-combatants resentful of Muzakir’s authoritarian tendencies opt out or are expelled from the party. It could have less access to top officials in Jakarta, where the main link was between Jusuf Kalla and Malik as a result of the peace process. Partai Aceh strategists close to Muzakir, however, are trying to strengthen the political base through two methods. One is rejuvenation, relying less on ex-combatants for political office since as a group they have performed poorly, and more on younger, better educated cadres. The second is reaching out to conservative clerics by promising to strengthen the role of Islam in everyday life. This may be at odds with the largely secular outlook of many top GAM leaders but it is seen as important to shoring up GAM’s grassroots constituency. Three other factors could affect how the party evolves. One is the political ambition of former governor Irwandi Yusuf, newly reconciled with Muzakir after a bitter electoral fight in 2012. He sees a political partnership with Muzakir under the Partai Aceh banner as the best way of uniting GAM and ensuring that Jakarta delivers on the unfulfilled promises of Helsinki. Muzakir supporters are not so sure. The second is whether national parties continue to eat into Partai Aceh’s strength, as they did in the 2014 election. The new party Nasdem in particular has some popular elected legislators with ambitions to run for executive office; they might be able to capture some district and municipal posts in 2017. Civil society activists are also interested in trying to groom their own cadres to enter the political arena. The third is how Jakarta reacts. Throughout the Yudhoyono administration, the president was personally engaged in trying to keep Partai Aceh and the old guard on side in the interest of strengthening the peace. President Jokowi is likely to be less focused on Aceh, and his conservative security advisers are more likely to favour a weak and divided GAM than one united behind a new generation of leaders. The 2017 election for governor and district heads will be a chance to assess Partai Aceh’s ability to survive the founding generation. Its candidate for governor will likely win. The question is whether the percentage of victory will be more or less than in 2012, when the ticket of Zaini-Muzakir won 54 per cent of the vote after a campaign marked by violence and intimidation. A reconciliation ticket with Muzakir and Irwandi could send those numbers soaring, but few think it will transpire, especially since both want to be governor. A less than 50 per cent performance, even if still secures the governorship, could be a harbinger of a further decline for the party in the 2019 legislative elections

    Post-Disaster Road Reconstruction in Aceh - Local Governments’ Role in Road Maintenance

    Many studies have shown the importance of improved road infrastructure towards economic development of a region through economic agglomeration and widened business network coverage resulting from better access and higher mobility. However, such benefit can only be achieved if road infrastructure remains accessible and reliable in the long term period. Accordingly, in addition to resources required for the construction, road management will also need to allocate adequate resources for the maintenance. In the event of major natural disasters, road infrastructure is among the sectors that often suffer from the greatest damages and losses. It is also suggested that reconstruction of road infrastructure is critical for a speedy recovery process. In the case of tsunami reconstruction in Aceh, Indonesia, poor road infrastructure is also argued to have caused delays and higher reconstruction cost. In most developing countries such as Indonesia, another important issue requiring particular attention is the ability and capability of local government in maintaining road infrastructures. In the post-tsunami reconstruction in Aceh, disregard to road classification and ownership status (national, Prov. or district), most of road reconstruction projects were either funded or co-funded by national government and donor agencies; which project outcomes were then transferred to local government. This resulted in giving additional burden to local governments with low technical and financial capacity for maintaining and ensuring the long term benefit of the investment, particularly where there are more road networks reconstructed than destroyed. Accordingly, this paper, which is based on an ongoing PhD study, discusses issues identified in the post-disaster road reconstruction in Aceh with regards to local governments’ capacity in road maintenance. The discussion includes regulations, policies and other aspects that contributed to the road management and maintenance within the context of Aceh post-tsunami reconstruction

    The objective of this research is to analyze the influence of person–organizationfit (P-O fit) on work–family conflict (WFC) and job satisfaction (JS) relationships atBank Rakyat Indonesia, Aceh Regional in Banda Aceh. The sample includes 127employees, those who have worked more than two years. The data are collectedvia questionnaire. The equipment of data analysis is structural equation modeling(SEM), which proceeds using analysis of moment structure (AMOS). The results ofthe study show the varible P-O fit role as a mediator variable in the relationshipof WFC and job satisfaction. WFC does not have a direct effect on job satisfaction.&nbsp
