    The policy relevance of absolute and relative poverty headcounts: What's in a number?

    Financial poverty indicators still play an important role in policymaking and evaluation. Countries such as the USA and the EU member states use one or several ‘official’ poverty indicators on which success of poverty reduction policy is regularly monitored. Whereas the US poverty indicator is based on an absolute concept of poverty, the EU Laeken indicator is based on a relative concept. But the consequences of such a decision are considerable. As absolute and relative poverty indicators reflect related but conceptually distinct approaches to determining insufficient levels of well-being; they can yield very different poverty statistics, particularly over time. In this paper, we use the official EU and US poverty indicators to study the policy relevance of using either an absolute or a relative indicator. We find significant differences between the poverty estimates in poverty rates as well as in the poverty profiles. Benefit incidence- and adequacy rates are equally estimated and compared. The paper concludes that the differences between the two poverty concepts is more than important enough to support monitoring poverty and the related social and economic policies, using both relative and absolute poverty indicators.poverty; absolute; relative; social policy; United States; European Union

    Strong spectral lines are useful indicators of stellar chromospheric activity. They are physically linked to the convection efficiency, differential rotation, and angular momentum evolution and are a potential indicator of age. However, for ages > 2 Gyr, the age-activity relationship remains poorly constrained thus hampering its full application. The Ca II infrared triplet (IRT lines) has been poorly studied compared to classical chromospheric indicators. We report in this paper absolute chromospheric fluxes in the three Ca II IRT lines, based on a new calibration tied to up-to-date model atmospheres. We obtain the Ca II IRT absolute fluxes for 113 FGK stars from high signal-to-noise ratio and high-resolution spectra covering an extensive domain of chromospheric activity levels. We perform an absolute continuum flux calibration for the Ca II IRT lines anchored in atmospheric models calculated as an explicit function of effective temperatures, metallicity, and gravities avoiding the degeneracy present in photometric continuum calibrations based solely on color indices. The internal uncertainties achieved for continuum absolute flux calculations are 2\% of the solar chromospheric flux, one order of magnitude lower than photometric calibrations. We gauge the impact of observational errors on the final chromospheric fluxes due to the absolute continuum flux calibration and find that TeffT_{\rm eff} uncertainties are properly mitigated by the photospheric correction leaving [Fe/H] as the dominating factor in the chromospheric flux uncertainty. Across the FGK spectral types, the Ca II IRT lines are sensitive to chromospheric activity. The reduced internal uncertainties reported here enable us to build a new chromospheric absolute flux scale and explore the age-activity relation from the active regime down to very low activity levels and a wide range of TeffT_{\rm eff}, mass, [Fe/H], and age.Comment: 12 pages, 12 figures, 6 tables, Accepted for publication on A&A.     A poverty-inequality trade-off?

    The idea that developing countries face a trade-off between poverty and inequality has had considerable influence on thinking about development policy. The experience of developing countries in the 1990s does not, however, reveal any sign of a systematic trade-off between measures of absolute poverty and relative inequality. Indeed, falling inequality tends to come with falling poverty incidence. And rising inequality appears more likely to be putting a brake on poverty reduction than to be facilitating it.     Probabilistic performance estimators for computational chemistry methods: Systematic Improvement Probability and Ranking Probability Matrix. II. Applications

    In the first part of this study (Paper I), we introduced the systematic improvement probability (SIP) as a tool to assess the level of improvement on absolute errors to be expected when switching between two computational chemistry methods. We developed also two indicators based on robust statistics to address the uncertainty of ranking in computational chemistry benchmarks: Pinv , the inversion probability between two values of a statistic, and Pr , the ranking probability matrix. In this second part, these indicators are applied to nine data sets extracted from the recent benchmarking literature. We illustrate also how the correlation between the error sets might contain useful information on the benchmark dataset quality, notably when experimental data are used as reference

    Equalities between h-type indices and definitions of rational h-type indicators

    Purpose: To show for which publication-citation arrays h-type indices are equal and to reconsider rational h-type indices. Results for these research questions fill some gaps in existing basic knowledge about h-type indices. Design/methodology/approach: The results and introduction of new indicators are based on well-known definitions. Findings: The research purpose has been reached: answers to the first questions are obtained and new indicators are defined. Research limitations: h-type indices do not meet the Bouyssou-Marchant independence requirement. Practical implications: On the one hand, more insight has been obtained for well-known indices such as the h-and the g-index and on the other hand, simple extensions of existing indicators have been added to the bibliometric toolbox. Relative rational h-type indices are more useful for individuals than the existing absolute ones. Originality/value: Answers to basic questions such as "when are the values of two h-type indices equal" are provided. A new rational h-index is introduced

    The Absolute Magnitudes of Red Horizontal Branch Stars in the ugriz System

    Based on photometric data of the central parts of eight globular clusters and one open cluster presented by An and his collaborators, we select red horizontal branch (RHB) stars in the (g-r)0-g0 diagram and make a statistical study of the distributions of their colors and absolute magnitudes in the SDSS ugriz system. Meanwhile, absolute magnitudes in the Johnson VRI system are calculated through the translation formulae between gri and VRI in the literature. The calibrations of absolute magnitude as functions of metallicity and age are established by linear regressions of the data. It is found that metallicity coefficients in these calibrations decrease, while age coefficients increase, from the blue uu filter to the red zz filter. The calibration of Mi= 0.06[Fe/H]+0.040t+0.03 has the smallest scatter of 0.04 mag, and thus i is the best filter in the ugrizugriz system when RHB stars are used for distance indicators. The comparison of the MI calibration from our data with that from red clump stars indicates that the previous suggestion that the II filter is better than the V filter in distance determination may not be true because of its significant dependence on age.Comment: 19 pages, 7 figures, accepted by Ap
