International technology transfer: building theory from a multiple case-study in the aircraft industry
International technology transfer occurs frequently in international operations, for example in\ud
cases of foreign direct investment where companies set-up existing manufacturing lines in new\ud
locations. It also occurs in situations of international outsourcing where a new supplier receives\ud
product and/or production process information. This technology transfer process often leads to\ud
difficulties, for example delays and much higher costs than anticipated. To gain insight into the\ud
causes of these difficulties we used a grounded theory approach to describe the process of\ud
international production technology transfer. We conducted four case studies in the aircraft\ud
industry and analyzed the problems that occurred. We found that technology transfer consists of\ud
three phases: preparation, installation and utilization. These three phases are influenced by three\ud
types of factors: technological, organizational and environmental. The combination of activities\ud
with factors enables an integrated view on international technology transfer. We found that the\ud
amount of technology, the accuracy of information, and the extent of organizational and\ud
environmental differences have a large impact on the efficiency of the technology transfer\ud
process
Early Learning Innovation Fund Evaluation Final Report
This is a formative evaluation of the Hewlett Foundation's Early Learning Innovation Fund that began in 2011 as part of the Quality Education in Developing Countries (QEDC) initiative. The Fund has four overarching objectives, which are to: promote promising approaches to improve children's learning; strengthen the capacity of organizations implementing those approaches; strengthen those organizations' networks and ownership; and grow 20 percent of implementing organizations into significant players in the education sector. The Fund's original design was to create a "pipeline" of innovative approaches to improve learning outcomes, with the assumption that donors and partners would adopt the most successful ones. A defining feature of the Fund was that it delivered assistance through two intermediary support organizations (ISOs), rather than providing funds directly to implementing organizations. Through an open solicitation process, the Hewlett Foundation selected Firelight Foundation and TrustAfrica to manage the Fund. Firelight Foundation, based in California, was founded in 1999 with a mission to channel resources to community-based organizations (CBOs) working to improve the lives of vulnerable children and families in Africa. It supports 12 implementing organizations in Tanzania for the Fund. TrustAfrica, based in Dakar, Senegal, is a convener that seeks to strengthen African-led initiatives addressing some of the continent's most difficult challenges. The Fund was its first experience working specifically with early learning and childhood development organizations. Under the Fund, it supported 16 such organizations: one in Mali and five each in Senegal, Uganda and Kenya. At the end of 2014, the Hewlett Foundation commissioned Management Systems International (MSI) to conduct a mid-term evaluation assessing the implementation of the Fund exploring the extent to which it achieved intended outcomes and any factors that had limited or enabled its achievements. It analyzed the support that the ISOs provided to their implementing organizations, with specific focus on monitoring and evaluation (M&E). The evaluation included an audit of the implementing organizations' M&E systems and a review of the feasibility of compiling data collected to support an impact evaluation. Finally, the Foundation and the ISOs hoped that this evaluation would reveal the most promising innovations and inform planning for Phase II of the Fund. The evaluation findings sought to inform the Hewlett Foundation and other donors interested in supporting intermediary grant-makers, early learning innovations and the expansion of innovations. TrustAfrica and Firelight Foundation provided input to the evaluation's scope of work. Mid-term evaluation reports for each ISO provided findings about their management of the Fund's Phase I and recommendations for Phase II. This final evaluation report will inform donors, ISOs and other implementing organizations about the best approaches to support promising early learning innovations and their expansion. The full report outlines findings common across both ISOs' experience and includes recommendations in four key areas: adequate time; appropriate capacity building; advocacy and scaling up; and evaluating and documenting innovations. Overall, both Firelight Foundation and TrustAfrica supported a number of effective innovations working through committed and largely competent implementing organizations. The program's open-ended nature avoided being prescriptive in its approach, but based on the lessons learned in this evaluation and the broader literature, the Hewlett Foundation and other donors could have offered more guidance to ISOs to avoid the need to continually relearn some lessons. For example, over the evaluation period, it became increasingly evident that the current context demands more focused advance planning to measure impact on beneficiaries and other stakeholders and a more concrete approach to promoting and resourcing potential scale-up. Lessons Learned on Gender Equality
The purpose of this evaluation study is twofold: Firstly, to compile lessons learned from Danida evaluations, evaluation studies and other evaluation publications, and secondly, to distil a set of recommendations relevant to the roll-out of The Right to a Better Life (2012), more particularly the planned update of Danida's strategy, Gender Equality in Danish Development Cooperation (2004). Agricultural Insurances Based on Meteorological Indices: Realizations, Methods and Research Agenda
In many low-income countries, agriculture is mostly rain-fed and yields highly depend on climatic factors. Furthermore, farmers have little access to traditional crop insurance, which suffers from high information asymmetry and transaction costs. Insurances based on meteorological indices could fill this gap since they do not face such drawbacks. However their implementation has been slow so far. In this article, we first describe the most advanced projects that have taken place in developing countries using these types of crop insurances. We then describe the methodology that has been used to design such projects, in order to choose the meteorological index, the indemnity schedule and the insurance premium. We finally draw an agenda for research in economics on this topic. In particular, more research is needed on implementation issues, on the assessment of benefits, on the way to deal with climate change, on the spatial variability of weather and on the interactions with other hedging methods.Agriculture, Insurance, Climatic Risk
Impact Evaluations and Development: Nonie Guidance on Impact Evaluation
In international development, impact evaluation is principally concerned with final results of interventions (programs, projects, policy measures, reforms) on the welfare of communities, households, and individuals, including taxpayers and voters. Impact evaluation is one tool within the larger toolkit of monitoring and evaluation (including broad program evaluations, process evaluations, ex ante studies, etc.).The Network of Networks for Impact Evaluation (NONIE) was established in 2006 to foster more and better impact evaluations by its membership -- the evaluation networks of bilateral and multilateral organizations focusing on development issues, as well as networks of developing country evaluators. NONIE's member networks conduct a broad set of evaluations, examining issues such as project and strategy performance, institutional development, and aid effectiveness. By sharing methodological approaches and promoting learning by doing on impact evaluations, NONIE aims to promote the use of this more specific approach by its members within their larger portfolio of evaluations. This document, by Frans Leeuw and Jos Vaessen, has been developed to support this focus.For development practitioners, impact evaluations play a keyrole in the drive for better evidence on results and development effectiveness. They are particularly well suited to answer important questions about whether development interventions do or do not work, whether they make a difference, and how cost-effective they are. Consequently, they can help ensure that scarce resources are allocated where they can have the most developmental impact

Assessing carbon dioxide emission reduction potentials of improved manufacturing processes using multiregional input output frameworks
Evaluating innovative process technologies has become highly important within the last decades. As standard tools different Life Cycle Assessment methods have been established, which are continuously improved. While those are designed for evaluating single processes they run into difficulties when it comes to assessing environmental impacts of process innovations at macroeconomic level. In this paper we develop a multi-step evaluation framework building on multi regional inputâoutput data that allows estimating macroeconomic impacts of new process technologies, considering the network characteristics of the global economy.
Our procedure is as follows: i) we measure differences in material usage of process alternatives, ii) we identify where the standard processes are located within economic networks and virtually replace those by innovative process technologies, iii) we account for changes within economic systems and evaluate impacts on emissions.
Within this paper we exemplarily apply the methodology to two recently developed innovative technologies: longitudinal large diameter steel pipe welding and turning of high-temperature resistant materials. While we find the macroeconomic impacts of very specific process innovations to be small, its conclusions can significantly differ from traditional process based approaches. Designing Open and Distance Learning for Teacher Education in Sub-Saharan Africa: A toolkit for educators and planners
Everyone remembers a good teacher. Good teachers are the key to educational expansion and improvement. In many countries in Sub-Saharan Africa, there is an urgent need to expand the number of primary and secondary teachers. In all African countries, there is an equally important need to improve the quality of teaching. To achieve this, it is clear that new approaches to teacher education are essential. Existing institutions of teacher education will continue to play an important role, but, alone, they will not meet the goals of Education for All (EFA) by 2015.
It is fortunate that, just as the twin needs to improve the quantity and quality of teachers become imperative, so new forms of education and training are becoming available. The world is witnessing a revolution in information and communication technologies (ICTs), which can offer training and support of a type and at a cost hitherto impossible to consider, and thus, must be fully explored given the scale and urgency of demand. In doing so, however, it will be necessary to build on existing and well-tested strategies, including the best models of open and distance learning.
This toolkit is the third in a series of recent publications by the Africa Region Human Development Department of the World Bank to share knowledge and experience on how distance education and ICTs can support education in Sub-Saharan Africa. It emphasizes the rigorous process by which new forms of distance-education programs for teacher education can be planned and implemented. The best models of established programs are considered along with the potential for incorporating, as the means become available, new modes of communication. Most forms of teacher education, particularly those concerned with qualification upgrading and ongoing professional development, will have to be based in schools. The authors demonstrate how school-based programs, appropriately resourced and supported, have the potential not only to raise significantly the number and quality of teachers, but also to improve classroom practice and school organization, generally. The guidance and advice, which is drawn from many years of experience in design and implementation, and embraces a range of case studies from across the region, will be of considerable value to those preparing new policies and programs of teacher education and to those seeking to improve existing programs
MÄori outcome evaluation: A kaupapa MÄori, outcomes and indictors, framework and methodology
Territorial local authorities (i.e. regional and district councils) are by law required to provide for MÄori values and interests, and to undertake plan evaluation and environmental monitoring, to ensure that the provisions they have in place for these purposes are effective. Councils have not, however, had methods available that would enable them to meet these statutory obligations. This gap is filled by the framework and methods that we have developed and trialled over the past 5 years. The development and use of our Kaupapa MÄori Environmental Outcomes and Indicators Framework and Methodology is the focus of this report
