    A Planning Template for Nonwork Travel and Transit Oriented Development, MTI Report 01-12

    The Mineta Transportation Institute (MTI) at San José State University assigned a project team to design a planning template for transit-oriented development (TOD) that incorporates an understanding of nonwork travel, that is, trips for shopping, eating out, and engaging in recreational and cultural activities. Nonwork trips are growing in signifigance and now account for four of every five trips. At the same time, TOD has become a popular planning response to the impacts of metropolitan growth. Some planners believe that TOD will induce more pedestrian and transit trips and will reduce the average length and frequency of household auto travel. This effect is assumed to result from improved accessibility to employment and nonwork venues located in compact, mixed-use centers. Planning professionals in many MPOs also suggest that if multiple centers are linked by high quality transit, such as light or heavy rail, access is enabled to the broad range of nonwork activities. The project arrived at these essential findings: (1) Venues for nonwork activities are very numerous and geographically dispersed. 2) The spatial environment for nonwork activities is the result of growing prosperity, technical innovation, and a dynamic, competitive marketplace. (3) The consumer marketplace will provide many more places to go than mass transit can cost-effectively serve. (4) Current metropolitan planning methods and modeling tools focus on the work trip and do not adequately account for the complexity of nonwork trips and their linkage to work trips. These findings support the need for a new regional planning process to complement current methods. One recommended approach is that metropolitan communities establish a Nonwork Travel Improvement Planning Process using a multidisciplinary expert advisory group interacting with a core, Internet-enabled, professional transportation planning staff. An iterative interaction across varied but relevant skill sets could be achieved through a Backcasting Delphi process. The focus of the interaction would be on understanding the ramifications of consumer and retail industry behavior for TOD and other new transportation strategies, and then assessing the available strategies for cost-effectiveness in reducing the impacts of growth and automobility in a complex and uncertain metropolitan market

    Recent uneven land use dynamics in urban areas resulting from demographic change, economic pressure and the cities’ mutual competition in a globalising world challenge both scientists and practitioners, among them social scientists, modellers and spatial planners. Processes of growth and decline specifically affect the urban environment, the requirements of the residents on social and natural resources. Social and environmental research is interested in a better understanding and ways of explaining the interactions between society and landscape in urban areas. And it is also needed for making life in cities attractive, secure and affordable within or despite of uneven dynamics.\ud The position paper upon “Actors and factors – bridging social science findings and urban land use change modeling” presents approaches and ideas on how social science findings on the interaction of the social system (actors) and the land use (factors) are taken up and formalised using modelling and gaming techniques. It should be understood as a first sketch compiling major challenges and proposing exemplary solutions in the field of interest

    Location Planning of Urban Distribution Center under Uncertainty: A Case Study of Yogyakarta Special Region Province, Indonesia

    Purpose: The paper aims at proposing a framework of hybrid spatial-fuzzy multi-criteria decision-making and demonstrating application of the framework to evaluate and select the appropriate location for Urban Distribution Center in Yogyakarta Special Region Province, Indonesia. The study has been inspired by the need to evaluate the Urban Distribution Center initiative, i.e., Jogja Inland Port by local government that has been hampered due to lack of participating companies. Design/methodology/approach: The proposed framework consists of two steps of analysis. First, spatial analysis to generate alternative locations using weighted Geographical Information System data; second, fuzzy multi-criteria decision-making to select the best location. Fuzzy Technique for Order of Preference by Similarity to Ideal Solution was applied to deal with multi-criteria, multiple stakeholders, and uncertainty. Accessibility, security, connectivity of multi-modal transport, costs, environmental impact, proximity to customers, proximity to suppliers, resource availability, expansion possibility, service quality, are taken as the decision criteria. Local government of Yogyakarta province, practitioners, and logistic expert, are involved as representative participants in evaluating the Urban Distribution Center location of Yogyakarta Special Region Province. Findings: The proposed framework has indicated that the Jogja Inland Port is not the best alternative. A joint warehouse managed by a group of private companies located in Berbah (Sleman district) appears to be the best alternative location for Urban Distribution Center. Consistent results are also found by using other approaches (Intuitionistic Fuzzy Technique for Order Preference by Similarity to Ideal Solution and Set Pair Analysis). Research limitations/implications: In addition to the government, expert, and practitioners that involved in this study, future research could engage local residents as decision makers to refine the results, as various stakeholders may come up with different preferences. Practical implications: From a practical point of view, the application of combined approach (integrating spatial analysis using weighted Geographical Information System data and fuzzy multi-criteria decision making) is a promising approach in dealing with Urban Distribution Center location problem which is characterized by multi-criteria, multiple stakeholders, spatial-related issues, and uncertainty. Social implications: The unsuccessful establishment of Jogja Inland Port implies that Urban Distribution Center location problem is a complex system, involving multifaceted factors that should be considered simultaneously. Originality/value: The research proposes a framework to evaluate and select the appropriate location for Urban Distribution Center through combined approach of weighted Geographical Information System data and fuzzy multi-criteria decision-making which involves relevant stakeholders.Peer Reviewe

    Integrated Framework for Inclusive Town Planning Using Fuzzy Analytic Hierarchy Method for a Semi Urban Town

    Planning is a continuous process and must incorporate a regular evaluation of implementation and further revision for effective and efficient utility for the betterment of society through modification of the planning standards. Development plans for cities / towns are criticized for being rigid and static, having little regard for investment planning efforts, and taking a very long time in the process of formulation and approval. In depth analysis and review of the existing situation, covering the demographic, economic, financial, infrastructure, physical, environmental, and institutional aspects, is important so as to identify the strengths and weaknesses in the city overall development. In the present study, an attempt has been made to thoroughly review the existing planning standards adopted for the preparation and implementation of development plans in India, especially in Maharashtra. Since the development plan's objectives are not measurable, this study will use the Fuzzy Analytic Hierarchy Process (AHP) to assess their level of performance. For the purpose of identifying the various viewpoints of various stakeholders, field surveys and questionnaire surveys were conducted. This application can be used as an objective evaluation tool for planners and policy makers to improve planning practices and provide necessary knowledge for revising plans. The results indicated the importance of criteria from the pre-planning, preparation, and implementation stages of DP.     Multi-Criteria Decision-Making Methods Application in Supply Chain Management: A Systematic Literature Review

    Over the last decade, a large number of research papers, certified courses, professional development programs and scientific conferences have addressed supply chain management (SCM), thereby attesting to its significance and importance. SCM is a multi-criteria decision-making (MCDM) problem because throughout its process, different criteria related to each supply chain (SC) activity and their associated sub-criteria must be considered. Often, these criteria are conflicting in nature. For their part, MCDM methods have also attracted significant attention among researchers and practitioners in the field of SCM. The aim of this chapter is to conduct a systematic literature review of published articles in the application of MCDM methods in SCM decisions at the strategic, tactical and operational levels. This chapter considers major SC activities such as supplier selection, manufacturing, warehousing and logistics. A total of 140 published articles (from 2005 to 2017) were studied and categorized, and gaps in the literature were identified. This chapter is useful for academic researchers, decision makers and experts to whom it will provide a better understanding of the application of MCDM methods in SCM, at various levels of the decision-making process, and establish guidelines for selecting an appropriate MCDM method for managing SC activities

    Measuring the Performance of Livability Programs, MTI Report 12-06

    This report analyzes the performance measurement processes adopted by five large “livability” programs throughout the United States. It compares and contrasts these programs by examining existing research in performance measurement methods. The “best practices” of the examined performance measurement methods for each program are explored and analyzed with respect to their key characteristics. The report entails an appropriately comprehensive literature review of the current research on performance measurement methods from the perspective of various stakeholders including the public and government agencies. Additionally, the results of this literature review are used to examine the actual performance measures of the target programs from the perspective of different stakeholders. The goal of the report is to determine what did and did not work in these programs and their measurement methods, while making recommendations based on the results of the analysis for potential future programs
