    Informing Responders Using GIS and GPS

    Hurricane Katrina devastated the Gulf Coast in August 2005 and created the single largest disaster for cultural resources that the United States has witnessed since the inception of the National Historic Preservation Act (NHPA) in 1966. Notably, the NHPA created the National Register of Historic Places, our nation’s catalog of important cultural resources. The NHPA also stipulates that any federal undertaking which may adversely affect National Register eligible resources be mitigated. For the Federal Emergency Management Agency (FEMA), Katrina created the largest compliance project ever under Section 106 of the NHPA. Although causing a great deal of damage, Katrina also provided an important learning tool in developing processes, identifying challenges and generating solution sin responding to extensive cultural resources issues in a disaster. Involving spatial technologies such as geographic information systems (GIS) and global positioning systems (GPS) in strategies for a large-scale compliance with historic preservation laws proved invaluable in identifying potential cultural resources, in evaluating those resources for their eligibility to the National Register, and in providing important treatment measures during long term recovery efforts. Creating these digital cultural resource inventories, as well as developing data standards and processes to share that data quickly following a disaster are all critical elements of protecting our heritage and in improving preparedness for future emergencies. Ten years after Katrina, integrating spatial technologies in disaster response has become a necessity, based on the strategies undertaken in Louisiana, but now with better, faster, more comprehensive data and capabilities available. These new tools and techniques improve the efficiency of response and better prepare communities for coming disasters. Our capacity to document, integrate, visualize and share our cultural heritage with GIS will ultimately lead to enhanced protection for cultural resources in the long term, as well as the development of new spatial technologies

    Advanced processing of remotely sensed big data for cultural heritage conservation

    Damage assessment, protection and preservation of built patrimony are a priority at national and local levels due to their importance to many cultural and economic aspects. This paper presents a methodology to estimate the potential damage caused by ground settlement for cultural heritage buildings using remotely sensed big data. Specifically, it presents a framework to assess the potential damage caused by ground settlement for masonry, infilled and bare frames structures using Persistent Scatterer Interferometric (PSI) measurements. The proposed solution advances the state-of-the-art by integrating big Earth observation (EO), environmental, architectural and historical data, for estimating the settlement induced damage to hundreds thousands of buildings. The fully automatic scheme was created within cloud computing environment for accelerating data transfer, processing and modeling and for improving the visualization of image-derived products.Peer ReviewedPostprint (author's final draft

    Using a Community-Based Strategy to Address the Impacts of Globalization on Underwater Cultural Heritage Management in the Dominican Republic

    This Note addresses the management of the Underwater Cultural Heritage (UCH) in the Dominican Republic as a case study of the effects of two aspects of globalization on cultural and environmental resource management in the developing world: the international convergence of values and the horizontal delegation of state power to private actors due to economic constraints. This Note posits that even as the global community of states moves toward a consensus on the ethical management of the UCH, this convergence combined with the global trend of horizontal delegation may incentivize some lesser-developed countries to deal with the economic pressures of resource management by permitting treasure hunting. To examine this phenomenon, this Note addresses national and international laws protecting the UCH, including Dominican laws and their actual consistency with the 2001 UNESCO Convention for the Protection of the Underwater Cultural Heritage. It then discusses how management in the Dominican Republic is not always in accord with either the country\u27s own laws or the 2001 Convention to illustrate both the impacts of globalization- on management of the UCH when government resources are scarce, and the resulting need for an extralegal, community-based solution. This Note concludes with a suggestion that the Dominican government, Dominican communities, and international actors consider a variant of Common- Pool Resource Management known as Living Museums in the Sea incorporated into a Multilevel Environmental Governance framework as a potential solution to counteract the economic pressures on governments to allow treasure hunting while providing for long-term preservation of the UCH in this and other developing countries

    Technological requirements for solutions in the conservation and protection of historic monuments and archaeological remains

    Executive summary: This Study has discovered many achievements associated with European support for scientific and technological research for the protection and conservation of cultural heritage. The achievements to date are: 1. Creation of an active research community 2. A body of research of unparalleled and enviable international quality and character 3. Ongoing effectiveness of research beyond initial funding 4. Substantial rate of publication 5. Imaginative tools of dissemination and publication 6. Clear spin-offs and contribution to European competitiveness often going outside the European cultural heritage area 7. Contribution to emerging European legislation, for example, air quality management. The Study has also uncovered important research gaps associated with this field that have yet to begin to be investigated. It has also discovered the need for continuing fine scale advancement in areas where researchers have been active for a number of years. The overall picture is that European research in the field of cultural heritage protection must be put on a secure footing if it is to maintain its commanding lead over other regions of the world. This Study concludes that: 1. It would be invidious to attempt to separate basic and applied research in this area of research. Like any other scientific endeavour, this field needs to integrate basic and applied research if it is to continue to thrive. 2. Small, flexible, focused interdisciplinary teams responsive to European needs, must be sustained, promoted and celebrated as models of sustainability and that what is proposed under the European Research Area (ERA) for large and complex research projects, could inflict serious damage on this area of research. 3. Resources cannot be delegated to Member States because of the interdisciplinary nature of cultural heritage and the need for a co-ordinated pan-European perspective across this research that helps to define the essential character of European cultural heritage. National programmes only serve local needs, leading to loss of strategic output, lessening of competitiveness and risk of duplication. 4. A mechanism needs to be created to help researchers working in this field to communicate and exchange information with related sectors such as construction, urban regeneration, land reclamation and agriculture. 5. There is overwhelming agreement over the need for sustainable research funding for cultural heritage and for an iterative process of exchange among researchers, decision-makers and end-users in order to maximize benefits from project inception through to dissemination, audit and review. For all the reasons mentioned above, the most significant recommendation in this Report is the identification of the need for a European Panel on the Application of Science for Cultural Heritage (EPASCH)

    Preparing to Preserve: Three Essential Steps to Building Experience with Long-Term Digital Preservation

    Many organizations face complex questions of how to implement affordable and sustainable digital preservation practices. One strategic priority at the University Libraries at the University of Nevada-Las Vegas, United States, is increased focus toward preservation of unique digital assets, whether digitized from physical originals or born digital. A team comprised of experts from multiple functional library departments (including the special collections/archives area and the technology area) was established to help address this priority, and efforts are beginning to translate into operational practice. This work outlines a three-step approach: Partnership, Policy, Pilot taken by one academic research library to strategically build experience utilizing a collaborative team approach. Our experience included the formation of a team, education of all members, and a foundational attitude that decisions would be undertaken as partners rather than competing departments or units. The team’s work included the development of an initial digital preservation policy, helping to distill the organizational priority and values associated with digital preservation. Several pilot projects were initiated and completed, which provided realistic, first-person experience with digital preservation activities, surfaced questions, and set the stage for developing and refining sustainable workflows. This work will highlight key activities in our journey to date, with the hope that experience gained through this effort could be applicable, in whole or part, to other organizations regardless of their size or capacity

    Audiovisual research collections and their preservation

    The basic problem of primary audio and video research materials is clearly shown by the survey: A great and important part of the entire heritage is still outside archival custody in the narrower sense, scattered over many institutions in fairy small collections, and even in private hands. reservation following generally accepted standards can only be carried out effectively if collections represent critical mass. Specialised audiovisual archives will solve their problems, as they will sooner or later succeed in getting appropriate funding to achieve their aims. A very encouraging example is the case of the Netherlands. The larger audiovisual research archives will also manage, more or less autonomously, the transfer of contents in time. For a considerable part of the research collections, however, the concept of cooperative models and competence centres is the only viable model to successfullly safeguard their holdings. Their organisation and funding is a considerable challenge for the scientific community. TAPE has significantly raised awareness of the fact that, unless action is swiftly taken, the loss of audiovisual materials is inevitable. TAPE’s international and regional workshops were generally overbooked. While TAPE was already underway, several other projects for the promotion of archives have received grants from organisations other than the European Commission, inter alia support for the St. Petersburg Phonogram Archive, and the Folklore Archive in Tirana, obviously as a result of a better understanding of the need for audiovisual preservation. When the TAPE project started its partners assumed that cooperative projects would fail because of the notorious distrust of researchers, specifically in the post-communist countries. One of the most encouraging surprises was to learn that, at least in the most recent survey, it became apparent that this social obstacle is fading out. TAPE may have contributed to this important development

    Research Notes on the Emerging Concepts of Digital Heritage in Brazil

    This paper presents the first results in our investigation of the emerging Digital Heritage concepts in Brazil. It focuses on the analysis of a government experience with social media intended to prepare an official report on digital culture. We found that this report follows the Unesco guidelines in general, but falls short in the discussion of so-called born-digital heritage. Our hypothesis is that this omission is due to the lack of relevant web-archiving initiatives in Brazil.\ud \u
