    India: a Case of Fragile Wireless Service and Technology Adoption?

    Wireless penetration and the Indian economy have grown significantly over the past few years, but how robust and sustainable is the adoption of wireless services and products? Several papers have discussed India as a wireless service and product market, and sometimes tried to assess quantitative attributes thereof. The present paper aims instead at looking, from a management point of view, at the unique underlying evolution processes, bottlenecks and risks. On specific facets, a comparison is given to adoption indicators in other key markets such as China.For example, just to illustrate highlights of these unique attributes , it is indeed surprising that such a major economy with its very large population has not yet achieved the wireless service usage and mobile terminal penetration ratios of neither an early European adopter ,nor of a recent large scale adopter like China or Russia . India has also been characterised by a surprising regulatory development process quite different from many other contexts, both in terms of its both centralised and regional structure, of very low tariffs providing almost no ROI to investors in a stable situation, and of absence of neutrality across communications technologies. At the same time, a very large fraction of the population has not , for affordability and regional coverage reasons, been able to get the access opportunities of more developed regions , leading to a distribution unbalance which is also a significant opportunity .Also , the wireless service and product adoption pattern in India , specific to communicating services , has so far been in rather sharp contrast with the widely known software and outsourcing services industry evolutions in that country .Therefore it is important to compare the most relevant known wireless service and product adoption theories, to establish from facts whether they apply in the Indian context, and, if not, suggest new or mixed theories able to explain all such facts and cast some light into its likely future structural evolution. It is of high relevance in management to validate if indeed established models apply or not in a significant case like India, just as it is also of high relevance for the main stakeholders to identify methodology able to support their analyses.The paper first provides background information on wireless, fixed, and other operators, on wireless penetration, on telecommunications infrastructure and investments, and on Indian human capital. Thereafter is analyzed in detail the relevance, or not, of five traditional technology adoption models across the Indian user base: the absorption business model, the perceived benefits business model, consumer attitudes, the globalisation business model, and finally the brand management business model. These first analyses are followed by the identification and detailed analysis of five other business models or structural processes, some rather unique to India: the two-tier migration model, large scale imported adoption without a telecommunications infrastructure & terminals industry, unstable adoption with lack of consistent public policies, knowledge sharing and productivity enhancement adoption model, and finally late foreign capital investments into a large emerging market.From the comparison of facts and background data , with these ten wireless service and product adoption models , the paper establishes which are not relevant, and which are too some degree . Furthermore the relevant business models are shown to share, further attributes of sustainability (or not) and dynamic behaviour. This allows concluding that India has had an overall quite fragile adoption and deployment path with growing tensions such as coverage, quality of service and affordability disparities.     The National Broadband Network (NBN) will deliver a comprehensive upgrade to Australia’s national broadband infrastructure. This will be of profound importance to Australia’s long-term productivity agenda. This paper, commissioned by Vodafone Australia, assesses new opportunities for the NBN. In particular, we examine how the growth of mobile services has transformed the telecommunications industry and how NBN has the potential to dramatically improve mobile telecommunications. It makes the case that the NBN, far from becoming redundant due to the explosion in mobile internet access, is in fact crucial to delivering better mobile services to both regional and urban areas without any significant increases in cost. It argues that the recent development of small mobile base stations (able to be placed on lampposts for example), connected to the NBN, can significantly increase and improve mobile coverage in both urban and regional Australia. This has the potential to radically reshape Australia’s economic and social future

    Is America Exporting Misguided Telecommunications Policy? The U.S.-Japan Telecom Trade Negotiations and Beyond

    Global telecommunications markets have traditionally been closed to foreign trade and investment. Recent World Trade Organization negotiations resulted in a Basic Telecommunications agreement that sought to construct a multilateral framework to reverse that trend and begin opening telecom markets worldwide. Regrettably, this new WTO framework is quite ambiguous and open to pro-regulatory interpretations by member states. In fact, during recent bilateral trade negotiations with Japan, U.S. government officials adopted the position that the new framework allowed them to demand that the Japanese government adopt very specific regulatory provisions regarding telecom network interconnection and pricing policies. The Office of the U.S. Trade Representative argued that Japanese officials should require their domestic telecom providers to share their networks with rivals at a generously discounted price to encourage greater resale competition. Those interconnection and line-sharing rules were borrowed directly from the U.S. Telecommunications Act of 1996, a piece of legislation that remains the subject of intense debate within the United States. Good evidence now exists that those rules generally retard net-work investment and innovation by encouraging infrastructure sharing over facilities-based investment. Consequently, the USTR has generated resentment on the part of Japan and other trading partners as it has attempted to force them to adopt heavy-handed telecommunications mandates that have very little to do with legitimate free-trade policy. The USTR must discontinue efforts to impose American telecommunications regulations on other countries as part of free-trade negotiations and should instead focus on reforming or eliminating the most serious barriers to foreign direct investment both here and abroad

    Enabling Micro-level Demand-Side Grid Flexiblity in Resource Constrained Environments

    The increased penetration of uncertain and variable renewable energy presents various resource and operational electric grid challenges. Micro-level (household and small commercial) demand-side grid flexibility could be a cost-effective strategy to integrate high penetrations of wind and solar energy, but literature and field deployments exploring the necessary information and communication technologies (ICTs) are scant. This paper presents an exploratory framework for enabling information driven grid flexibility through the Internet of Things (IoT), and a proof-of-concept wireless sensor gateway (FlexBox) to collect the necessary parameters for adequately monitoring and actuating the micro-level demand-side. In the summer of 2015, thirty sensor gateways were deployed in the city of Managua (Nicaragua) to develop a baseline for a near future small-scale demand response pilot implementation. FlexBox field data has begun shedding light on relationships between ambient temperature and load energy consumption, load and building envelope energy efficiency challenges, latency communication network challenges, and opportunities to engage existing demand-side user behavioral patterns. Information driven grid flexibility strategies present great opportunity to develop new technologies, system architectures, and implementation approaches that can easily scale across regions, incomes, and levels of development

    Business Innovation Strategies to Reduce the Revenue Gap for Wireless Broadband Services

    Mobile broadband is increasing rapidly both when it comes to traffic and number of subscriptions. The swift growth of the demand will require substantial capacity expansions. Operators are challenged by the fact that revenues from mobile broadband are limited, just a few per cent of APRU, and thus not compensating for declining voice revenues, creating a so called "revenue gap". Concurrently, mobile broadband dominates the traffic, set to grow strongly. In this paper we analyze the potential of different strategies for operators to reduce or bridge the revenue gap. The main options are to reduce network costs, to increase access prices and to exploit new revenue streams. The focus in the paper is on cost & capacity challenges and solutions in the network domain. Operators can cooperate and share sites and spectrum, which could be combined with off-loading heavy traffic to less costly local networks. In the network analysis we illustrate the cost impacts of different levels of demand, re-use of existing base station sites, sharing of base stations and spectrum and deployment of a denser network. A sensitivity analysis illustrates the impact on total revenues if access prices are increased, whether new types of services generate additional revenues, and if it fills the revenue gap. Our conclusion is that the different technical options to reduce the revenue gap can be linked to business strategies that include cooperation with both other operators as well as with non-telecom actors.     Telecommunications infrastructure and economic growth: Evidence from developing countries.

    Often, it has been observed that telecommunication infrastructure development and economic growth proceed together. While this relationship has been studied in the context of developed (OECD) countries, in this study, we investigate this simultaneous relationship between telecommunications and the economic growth, using data for developing countries. Using 3SLS, we estimate a system of equations that endogenize economic growth and telecom penetration (respectively production function and demand for telecom services), along with supply of telecom investment and growth in telecom penetration. We estimate this system of equations separately for main telephone lines and cell phones. We find that while traditional economic factors explain demand for main line phones, they do not explain demand for cell phones. We also find significant impacts of cellular services on national output, when we control for the effects of capital and labour. The impact of telecom penetration on total output is, however, significantly lower for developing countries than that reported for OECD countries, dispelling the convergence hypothesis.Telecommunication ; Infrastructure ; Economic growth ; Reverse causality ; Developing countries

    In the last decade, integrated logistics has become an important challenge in the development of wireless communication, identification and sensing technology, due to the growing complexity of logistics processes and the increasing demand for adapting systems to new requirements. The advancement of wireless technology provides a wide range of options for the maritime container terminals. Electronic devices employed in container terminals reduce the manual effort, facilitating timely information flow and enhancing control and quality of service and decision made. In this paper, we examine the technology that can be used to support integration in harbor's logistics. In the literature, most systems have been developed to address specific needs of particular harbors, but a systematic study is missing. The purpose is to provide an overview to the reader about which technology of integrated logistics can be implemented and what remains to be addressed in the future
