Exploiting tacit knowledge through knowledge management technologies
The purpose of this paper is to examine the contributions and suitability of the available knowledge management (KM) technologies, including the Web 2.0 for exploiting tacit knowledge. It proposes an integrated framework for extracting tacit knowledge in organisations, which includes Web 2.0 technologies, KM tools, organisational learning (OL) and Community of Practice (CoP). It reviews a comprehensive literature covering overview of KM theories, KM technologies and OL and identifies the current state of knowledge relating to tacit knowledge exploitation. The outcomes of the paper indicate that Internet and Web 2.0 technologies have stunning prospects for creating learning communities where tacit knowledge can be extracted from people. The author recommends that organisations should design procedures and embed them in their Web 2.0 collaborative platforms persuading employees to record their ideas and share them with other members. It is also recommended that no idea should be taken for granted in a learning community where tacit knowledge exploitation is pursued. It is envisaged that future research should adopt empirical approach involving Complex Adaptive Model for Tacit Knowledge Exploitation (CAMTaKE) and the Theory of Deferred Action in examining the effectiveness of KM technologies including Web 2.0 tools for tacit knowledge exploitation
Managing construction workers and their tacit knowledge in a knowledge environment: A conceptual framework
Within the construction industry, it is increasingly being acknowledged that
knowledge management can bring about the much needed innovation and improved
performance the industry requires. Nevertheless, sufficient attention is still to be received for
the concept of the knowledge worker and their tacit knowledge within construction industry.
Yet, proper understanding and management of this resource is of immense importance for the
achievement of better organisational performance. Hence, this paper aims to devise a
theoretical framework for managing construction knowledge worker and their tacit knowledge
based on review and synthesis of literature. Paper stresses the importance of construction
knowledge worker and tacit knowledge through review of literature and highlights prevailing
gap due to lack of attention and recognition given to the tacit knowledge in the construction
industry. Based on identified gap research aim, objectives and hypotheses are devised. As the
specific research methodology, the social constructionism stance in terms of epistemological
undertakings and idealistic approach under the ontological assumptions with value laden
purposes are suggested. Further, it recommends the deployment of multiple exploratory case
studies approach with triangulation techniques

Knowledge Management for Public Administrations: Technical Realizations of an Enterprise Attention Management System
The improvement of governments’ efficiency has gained great importance and validity especially in the current times of economic downturn. E-Government constitutes the most contemporary techno-managerial proposition in the track of possible interventions. The paper addresses, more specifically, empowerments necessitated by Public Administration (PA) organizations. Anchored on the needs of three real-life cases, the paper describes the conception and the realization of an IT artefact together with its methodological appeals aiming at improving information access and delivery and thus PAs’ decision making capacity. Our proposition constitutes a novel approach for managing users’ attention in knowledge intensive organizations which goes beyond informing a user about changes in relevant information towards proactively supporting the user to react on changes. The approach is based on an expressive attention model, which is realized by combining ECA (Event-Condition-Action) rules with ontologies. The technical realizations described in the paper constitute the underlying infrastructure of an Enterprise Attention Management System

Information, knowledge and the context of interaction
Representing knowledge as information content alone is insufficient in providing us with an understanding of the world around us. A combination of context as well as reasoning of the information content is fundamental to representing knowledge, within information –based systems. The field of knowledge representation and knowledge management has thus far been concerned with providing structures and theories that can lead to some form of qualified intelligent reasoning, and contextualised information. By drawing upon previous research and applying and extending concepts of Semiotics and Symbiosis from the interaction design school of thought, this paper presents a conceptual framework for establishing the interplay between knowledge and users of knowledge via information systems constructs. Recognising the importance of "Tacit" skills of the construction worker in a knowledge environment
Construction knowledge workers and their tacit knowledge skills in particular are still considered to be relatively unexplored. Hence, proper understanding and management of this resource is of immense importance for better performance of the industry as a whole. The paper stresses the value of the knowledge worker and their tacit knowledge skills in construction and highlights the importance of skills, training and development of construction workers. Selecting right human resource policies and ensuring knowledge supportive culture are highlighted as two dimensions in construction knowledge worker development. This paper argues that this provides a valid basis to embrace the concept of knowledge worker and the importance of tacit knowledge skills at all levels within construction organisations

Reaching inter-institutional business processes in e-Society
Each business enterprise strives to achieve the most efficient organization of its operations. While business enterprises can influence internal factors of organization, external factors are more rigid. Public organizations have less of an incentive to be efficient. Furthermore, their organization is less favorable since the decision making is centralized and highly formal (i.e. legislative). Adoption of business process orientation (BPO) paradigm,with an emphasis on the management of internal factors of organization, has provided business organizations with substantial savings and improvements in efficiency. However, external factors also have a high potential for improvement of efficiency. For instance, development of supply chains or value chains has proven that external factors can be harnessed to provide additional sources of competitiveness. Other external factors can also beused to improve the performance of individual organizations, an entire industry or economy as a whole. These synergic effects can be achieved through a unified and virtualized communication infrastructure, document exchange and conduct of business transactions. The goal of this paper is to present business environment properties in an e-Society that can be further developed to enhance integration between organizations and public institutions, which in turn can be used to create and manage inter-institutional business processes.
