    Free Expression in Arts Funding

    The result of almost two years of research, this report surveys free expression policies among state and local arts agencies, including procedures for anticipating and handling controversy. Its purpose is to provide the arts community, as well as others interested in censorship or cultural policy, with solid research that will enable grant-making agencies to take a principled stand on artistic freedom without alienating their audiences or losing their funding. The report includes candid interviews with agency officials regarding funding disputes, political accountability, and most important, ways of reaching out to communities and opening up dialogue about challenging or provocative art. The report also contains extensive background on the "funding wars" of the 1990s, illustrations, and two appendices summarizing free expression statements and policies among all state arts agencies and a random sample of local agencies.As the Executive Summary points out, despite America's recent history of attacks on controversial art, artistic freedom in the context of public funding remains a critical issue. The ability to make challenging art that can explore all facets of the human condition, including unpleasant ones, is essential to a vibrant culture and a healthy democracy. Neither private philanthropy nor the mass media conglomerates that dominate commercial entertainment can be counted upon to support the give-and-take of diverse viewpoints, reflected through literature, theater, music, film, and other visual art, or to provide visibility for the multi-layered, varied, and inventive cultures of America

    Confirmation of the Luminous Blue Variable status of MWC 930

    We present spectroscopic and photometric observations of the emission-line star MWC 930 (V446 Sct) during its long-term optical brightening in 2006--2013. Based on our earlier data we suggested that the object has features found in Luminous Blue Variables (LBV), such as a high luminosity (~3 10^5 Lsun, a low wind terminal velocity (~ 140 km/s), and a tendency to show strong brightness variations (~1 mag over 20 years). For the last ~7 years it has been exhibiting a continuous optical and near-IR brightening along with a change of the emission-line spectrum appearance and cooling of the star's photosphere. We present the object's VV--band light curve, analyze the spectral variations, and compare the observed properties with those of other recognized Galactic LBVs, such as AG Car and HR Car. Overall we conclude the MWC 930 is a bona fide Galactic LBV that is currently in the middle of an S Dor cycle.Comment: 12 pages, 7 figure

    The effect of pressure and temperature variations on the FEM prediction of deformation during extrusion

    The extrusion process is complex, involving interaction between the process variables and the material’s high temperature properties and is typically conducted at relatively high temperatures because the lower flow stress of the material permits larger section reductions to be achieved. This lowers the power requirements and processing times. Temperature is, perhaps, the most important parameter in extrusion. The flow stress is reduced if the temperature is increased and deformation is, therefore, easier, but at the same time, the maximum extrusion speed is reduced because localised temperatures must be well below any incipient melting temperature. The present investigation focuses on the evolution of the temperature in the billet from upsetting and until the end of the extrusion cycle is reached. The extrusion pressure and the temperature rise are predicted and the pressure–displacement trace and the events which take place in the deformed material during the extrusion process are also simulated. The simulation is compared with data obtained from an experimental extrusion press. All simulations are performed with the implicit finite element code FORGE2. A comparison with experiments is made to validate the predicted temperatures readings from FORGE2 to ensure that the numerical discretisation provides a true simulation of the process. It was found that the extrusion parameters (friction, heat transfer, etc.) are significantly influenced by the temperature gradients produced in the billet during transfer to the container, and after upsetting in the container. These parameters are thus clearly extremely sensitive input data when attempting to simulate the extrusion process

    Lawrence Freedman has produced a balanced, well-researched and meticulous account of the Falklands Campaign. It combines scholarship with a lightness of touch. Official history can be - and often is - associated with ponderousness. There is no danger of that here, for the two volumes are tightly written and constitute an enjoyable read. Freedman's long-term interest in this campaign means that he has interviewed most of the key participants, even those who died before he undertook this official commission.1 However, official history is also associated with notions of 'screening' and security vetting prior to publication. Where secret service is concerned, official history has sometimes constituted an instrument with which the authorities have sought to 'police the past'. Accordingly this essay sets out to explore just what these volumes can tell us about the treacherous landscape of intelligence and special operations
