    Free Expression in Arts Funding

    The result of almost two years of research, this report surveys free expression policies among state and local arts agencies, including procedures for anticipating and handling controversy. Its purpose is to provide the arts community, as well as others interested in censorship or cultural policy, with solid research that will enable grant-making agencies to take a principled stand on artistic freedom without alienating their audiences or losing their funding. The report includes candid interviews with agency officials regarding funding disputes, political accountability, and most important, ways of reaching out to communities and opening up dialogue about challenging or provocative art. The report also contains extensive background on the "funding wars" of the 1990s, illustrations, and two appendices summarizing free expression statements and policies among all state arts agencies and a random sample of local agencies.As the Executive Summary points out, despite America's recent history of attacks on controversial art, artistic freedom in the context of public funding remains a critical issue. The ability to make challenging art that can explore all facets of the human condition, including unpleasant ones, is essential to a vibrant culture and a healthy democracy. Neither private philanthropy nor the mass media conglomerates that dominate commercial entertainment can be counted upon to support the give-and-take of diverse viewpoints, reflected through literature, theater, music, film, and other visual art, or to provide visibility for the multi-layered, varied, and inventive cultures of America

    Lawrence Freedman has produced a balanced, well-researched and meticulous account of the Falklands Campaign. It combines scholarship with a lightness of touch. Official history can be - and often is - associated with ponderousness. There is no danger of that here, for the two volumes are tightly written and constitute an enjoyable read. Freedman's long-term interest in this campaign means that he has interviewed most of the key participants, even those who died before he undertook this official commission.1 However, official history is also associated with notions of 'screening' and security vetting prior to publication. Where secret service is concerned, official history has sometimes constituted an instrument with which the authorities have sought to 'police the past'. Accordingly this essay sets out to explore just what these volumes can tell us about the treacherous landscape of intelligence and special operations

    Nd-doped polymer waveguide amplifiers at 850-930 nm

    Nd-complex-doped, polymer channel waveguides were realized on thermally oxidized silicon wafers by a simple fabrication procedure. Broadband optical gain was demonstrated at 850-930 nm. Internal net gain up to 5.3 dB/cm was obtained at 850 nm, which is very promising for optical amplification in optical backplanes. With this result a route toward low-cost integrated waveguide amplifiers for optical interconnects has been opened

    In 2+1 dimensional Chern-Simons gravity, Wilson loops in the three dimensional Anti de Sitter group, SO(2,2)SO(2,2), reproduce the spinning black hole of Ba\~nados, Teitelboim and Zanelli (BTZ) by naturally duplicating the necessary identification of points of a four dimensional globally SO(2,2)SO(2,2) invariant space in which the hole appears as an embedding.Comment: PHYZZX, 10 pages, UATP-930

    Exploring the performance of the spectrometer prisma in heavy zirconium and xenon mass regions

    We present results from two recent runs which illustrate the performance of the PRISMA spectrometer in the proximity of the upper limit of its operational interval, namely 96Zr + 124Sn at Elab = 500 MeV and 136Xe + 208Pb at Elab = 930 MeV. In the latter run, the γ array CLARA also allowed us to identify previously unknown γ transitions in the nuclides 136Cs and 134I

    Discretization of Virasoro Algebra

    A qq-discretization of \vi\ algebra is studied which reduces to the ordinary \vi\ algebra in the limit of q \ra 1. This is derived starting from the Moyal bracket algebra, hence is a kind of quantum deformation different from the quantum groups.
