    The Human Rights Act 1998: a bridge between citizenship and justice?

    This article discusses the implications of the Human Rights Act 1998 (HRA). It suggests that the HRA is designed to promote a classic liberal conception of political citizenship, which protects the individual from the exercise of arbitrary state power, and not to extend the role of the state as a welfare provider. It goes on to argue that the government has limited the effectiveness of the HRA by claiming that they are building a culture of rights and responsibilities whilst treating human rights as an issue for the courts rather than an issue for government and public authorities generally. The article concludes by discussing extending the HRA to include economic, social and cultural rights.</p

    The antimicrobial activity of oil-in-water microemulsions is predicted by their position within the microemulsion stability zone

    It has been shown previously that thermodynamically stable oil-in-water microemulsions have significant antimicrobial activity against planktonic cells and biofilm cells over short periods of exposure. It was the aim of this study to identify whether the position of the microemulsion within the microemulsion stability zone of the pseudo-ternary phase structure predicts the efficiency of the antimicrobial action of the microemulsion. Microemulsions were formulated at different points within the microemulsion stability zone. Experiments were performed to observe the kinetics of killing of these microemulsions against selected test microorganisms (Pseudomonas aeruginosa ATCC 9027, Candida albicans ATCC 10231, Staphylococcus aureus ATCC 6538 and Aspergillus niger ATCC 16404). The results indicated that the antimicrobial activity of the microemulsion is dependant upon its position within the zone of stability and is greater nearer the centre of that zone. The results indicate that significant antimicrobial activity can be observed at all points within the zone of microemulsion stability, but that maximal activity is to be found at the centre of that area

    Argentina's Economic Recovery: Policy Choices and Implications

    This paper examines Argentina's current economic expansion, which is now more than five and a half years old, and that far exceeded the expectations of most economists and the business media. There are a number of policy choices that seem to have contributed to the recovery, some of them unorthodox and controversial. Among these were the Central Bank's targeting of a stable and competitive exchange rate; Argentina's break with the International Monetary Fund (IMF) and its policy prescriptions; and the default on its debt and maintenance of a hard line with its international creditors. The paper suggests that Argentina's experience could have important implications for other developing countries

    Maximal Graphs and Spacelike Mean Curvature Flows in Semi-Euclidean Spaces

    Two main results are proved. The first is for the maximal graph system in semi-Euclidean spaces. Existence of smooth solutions to the Dirichlet problem is proved, under certain assumptions on the boundary data. These assumptions allow the application of standard elliptic PDE methods by providing sufficiently strong a priori gradient estimates. The second result is a version of Brian White’s local regularity theorem, but now for the spacelike mean curvature flow system in semi-Euclidean spaces. This is proved using a version of Huisken’s monotonicity formula. Under the assumption of a suitable gradient bound, this theorem will give a priori estimates that allow such flows to be smoothly extended locally

Southern California catches were dominated by age groups III (27%) and 0 (28%) while 77% of central California's landings were age groups III through VI.
