For the Benefit of All: Strategic Recommendations to Enhance the State's Role in the Integration of Immigrants in Illinois (Report of the New Americans Policy Council, Year One)
On November 19, 2005, Illinois Governor Rod Blagojevich signed the New Americans Executive Order, a first-in-the-nation attempt to adopt a coherent, strategic, and proactive state government approach to integrate the rapidly growing immigrant population of Illinois. For this purpose, the Executive Order created a New Americans Policy Council comprised of 24 prominent Illinois business, faith, labor, community, philanthropic, and governmental leaders with experience in this field. While Illinois has undertaken several efforts to advance immigrant integration, neither it nor any other state has developed a comprehensive and strategic integration policy. Given the rapidly evolving demographics; the fast paced changes of an increasingly global economy; and the growing demand for both high-skilled and low-skilled workers; immigrant integration is one of the most overlooked issues of governance. The Policy Council's strategic approach emphasizes strategies that allow immigrants to be empowered to participate to the fullest extent possible in our economic and civic life, while fostering social cohesion with their new neighbors.This is the report of the New Americans Policy Council for the first year of the New Americans Executive Order project, published in 2006
Chandra HRC Localization of the Low Mass X-ray Binaries X1624-490 and X1702-429: The Infrared Counterparts
We report on the precise localization of the low mass X-ray binaries
X1624-490 and X1702-429 with the Chandra HRC-I. We determine the best positions
to be 16:28:02.825 -49:11:54.61 (J2000) and 17:06:15.314 -43:02:08.69 (J2000)
for X1624-490 and X1702-429, respectively, with the nominal Chandra positional
uncertainty of 0.6". We also obtained deep IR observations of the fields of
these sources in an effort to identify the IR counterparts. A single, faint
(Ks=18.3 +/- 0.1) source is visible inside the Chandra error circle of
X1624-490, and we propose this source as its IR counterpart. For X1702-429, a
Ks=16.5 +/- 0.07 source is visible at the edge of the Chandra error circle. The
brightness of both counterpart candidates is comparable to that of other low
mass X-ray binary IR counterparts when corrected for extinction and distance.Comment: 5 pages, 2 figures, accepted for publication in Ap
Feedback control of ultra-high-Q microcavities: application to micro-Raman lasers and microparametric oscillators
We demonstrate locking of an on-chip, high-Q toroidal-cavity to a pump laser using two, distinct methods: coupled power stabilization and wavelength locking of pump laser to the microcavity. In addition to improvements in operation of previously demonstrated micro-Raman and micro-OPO lasers, these techniques have enabled observation of a continuous, cascaded nonlinear process in which photons generated by optical parametric oscillations (OPO) function as a pump for Raman lasing. Dynamical behavior of the feedback control systems is also shown including the interplay between the control loop and the thermal nonlinearity. The demonstrated stabilization loop is essential for studying generation of nonclassical states using a microcavity optical parametric oscillator
Effect of alcohol addition on the movement of petroleum hydrocarbon fuels in soil
Groundwater contamination by fuel spills from aboveground and underground storage tanks has been of growing concern in recent years. This problem has been magnified by the addition of oxygenates, such as ethanol and methyl-tertiary-butyl ether (MTBE) to fuels to reduce vehicular emissions to the atmosphere. These additives, although beneficial in reducing atmospheric pollution, may, however, increase groundwater contamination due to the co-solvency of petroleum hydrocarbons and by the provision of a preferential substrate for microbial utilisation. With the introduction of ethanol to diesel fuel imminent and the move away from MTBE use in many states of the USA, the environmental implications associated with ethanol additive fuels must be thoroughly investigated. Diesel fuel movement was followed in a 1-m soil column and the effect of ethanol addition to diesel fuel on this movement determined. The addition of 51% ethanol to diesel fuel was found to enhance the downward migration of the diesel fuel components, thus increasing the risk of groundwater contamination. A novel method using soil packcd HPLC columns allowed the influence of ethanol on individual aromatic hydrocarbon movement to be studied. The levels of ethanol addition investigated were at the current additive level (approx. 25%) for ethanol additive fuels in Brazil and values above (50%) and below (10%) this level. An aqueous ethanol concentration above 10% was required for any movement to occur. At 25% aqueous ethanol, the majority of hydrocarbons were mobilised and the retention behaviour of the soil column lessened. At 50% aqueous ethanol, all the hydrocarbons were found to move unimpeded through the columns. The retention behaviour of the soil was found to change significantly when both organic matter content and silt/clay content was reduced. Unexpectedly, sandy soil with low organic matter and low silt/clay was found to have a retentive behaviour similar to sandy subsoil with moderate silt/clay, but little organic matter. It was concluded that sand grains might have a more important role in the adsorption of petroleum hydrocarbons than first realised. This method has shown that soil packed HPLC columns can be used to provide a quick estimate of petroleum hydrocarbon, and possibly other organic contaminant, movement in a variety of different soil types
Modulational instabilities in Josephson oscillations of elongated coupled condensates
We study the Josephson oscillations of two coupled elongated condensates.
Linearized calculations show that the oscillating mode uniform over the length
of the condensates (uniform Josephson mode) is unstable : modes of non zero
longitudinal momentum grow exponentially. In the limit of strong atom
interactions, we give scaling laws for the instability time constant and
unstable wave vectors. Beyond the linearized approach, numerical calculations
show a damped recurrence behavior : the energy in the Josephson mode presents
damped oscillations. Finally, we derive conditions on the confinement of the
condensates to prevent instabilities
Chandra Localizations of LMXBs: IR Counterparts and their Properties
We present new Chandra observations of the low mass X-ray binaries (LMXBs) X1624−490, X1702−429, and X1715−321 and the search for their Infrared (IR) counterparts. We also report on early results from our dedicated IR survey of LMXBs. The goal of this program is to investigate whether IR counterparts can be identified through unique IR colors and to trace the origin of the IR emission in these systems
