    Ambulance 3G

    Minimising the time required for a patient to receive primary care has always been the concern of the Accidents and Emergency units. Ambulances are usually the first to arrive on the scene and to administer first aid. However, as the time that it takes to transfer the patient to the hospital increases, so does the fatality rate. In this paper, a mobile teleconsultation system is presented, based primarily on third generation mobile links and on Wi-Fi hotspots around a city. This system can be installed inside an ambulance and will permit high-resolution videoconferencing between the moving vehicle and a doctor or a consultant within a base station (usually a hospital). In addition to video and voice, high quality still images and screenshots from medical equipment can also be sent. The test was carried out in Athens, Greece where a 3G system was recently deployed by Vodafone. The results show that the system can perform satisfactory in most conditions and can effectively increase the patient’s quality of service, while having a modest cost

    Generalized 3G theorem and application to relativistic stable process on non-smooth open sets

    Let G(x,y) and G_D(x,y) be the Green functions of rotationally invariant symmetric \alpha-stable process in R^d and in an open set D respectively, where 0<\alpha < 2. The inequality G_D(x,y)G_D(y,z)/G_D(x,z) \le c(G(x,y)+G(y,z)) is a very useful tool in studying (local) Schrodinger operators. When the above inequality is true with a constant c=c(D)>0, then we say that the 3G theorem holds in D. In this paper, we establish a generalized version of 3G theorem when D is a bounded \kappa-fat open set, which includes a bounded John domain. The 3G we consider is of the form G_D(x,y)G_D(z,w)/G_D(x,w), where y may be different from z. When y=z, we recover the usual 3G. The 3G form G_D(x,y)G_D(z,w)/G_D(x,w) appears in non-local Schrodinger operator theory. Using our generalized 3G theorem, we give a concrete class of functions belonging to the non-local Kato class, introduced by Chen and Song, on \kappa-fat open sets. As an application, we discuss relativistic \alpha-stable processes (relativistic Hamiltonian when \alpha=1) in \kappa-fat open sets. We identify the Martin boundary and the minimal Martin boundary with the Euclidean boundary for relativistic \alpha-stable processes in \kappa-fat open sets. Furthermore, we show that relative Fatou type theorem is true for relativistic stable processes in \kappa-fat open sets. The main results of this paper hold for a large class of symmetric Markov processes, as are illustrated in the last section of this paper. We also discuss the generalized 3G theorem for a large class of symmetric stable Levy processes.Comment: 32 page

    Change within the Mobile Communications Market - an initial assessment of the structural and organisational repercussions of 3G

    Over the last year or so the mobile telecommunications industry has undergone a complete sea change; the initial euphoria surrounding the German and UK licensing process, where widely optimistic claims about the array of possible services and uptake were made, has been replaced by widespread anxiety and pessimism. This anxiety and pessimism is driven by the large debts that companies have incurred to enter the market, doubts as to the validity of claims that 3G will usher in a whole new era of service development and the increasing belief that subscribers will not migrate in the required numbers to the new technology. The organisational and market repercussions of 3G are addressed in the following main section that is divided into three parts. In the first part infrastructure sharing between 3G license winners is dealt with, whilst in the second mergers and acquisition activity is examined. The third part focuses on the organisational form of 3G license winners and network scale. Conclusions are then drawn in the final main section

    SPT-3G: A Next-Generation Cosmic Microwave Background Polarization Experiment on the South Pole Telescope

    We describe the design of a new polarization sensitive receiver, SPT-3G, for the 10-meter South Pole Telescope (SPT). The SPT-3G receiver will deliver a factor of ~20 improvement in mapping speed over the current receiver, SPTpol. The sensitivity of the SPT-3G receiver will enable the advance from statistical detection of B-mode polarization anisotropy power to high signal-to-noise measurements of the individual modes, i.e., maps. This will lead to precise (~0.06 eV) constraints on the sum of neutrino masses with the potential to directly address the neutrino mass hierarchy. It will allow a separation of the lensing and inflationary B-mode power spectra, improving constraints on the amplitude and shape of the primordial signal, either through SPT-3G data alone or in combination with BICEP-2/KECK, which is observing the same area of sky. The measurement of small-scale temperature anisotropy will provide new constraints on the epoch of reionization. Additional science from the SPT-3G survey will be significantly enhanced by the synergy with the ongoing optical Dark Energy Survey (DES), including: a 1% constraint on the bias of optical tracers of large-scale structure, a measurement of the differential Doppler signal from pairs of galaxy clusters that will test General Relativity on ~200 Mpc scales, and improved cosmological constraints from the abundance of clusters of galaxies.Comment: 21 pages, 9 figures.     Some Observations on the British and German 3G Telecom Auctions

    I suggest explanations for the apparently puzzling bidding in the year 2000 British and German 3G telecom auctions. Relative-performance maximisation may have been important, but the outcome of the British auction seems to have been efficient. This paper bundles my comments on two papers presented at the December 2001 CES Ifo conference on the telecom auctions.     Magnetic shield of PMT used in DAMPE electromagnetic calorimeter

    The magnetic characteristics of photomultiplier tube R5610A-01 are studied in this paper. The experimental data shows that the gain of R5610A-01 loses about 53% when the magnetic field is 3G along its +X axis. A cylinder of one-layer permalloy strip is able to reduce the effect of 3G magnetic field on the PMT's gain to less than 1%.Comment: 4 pages, 6 figures, accepted by Chinese Physics
