Defining and identifying the knowledge economy in Scotland: a regional perspective on a global phenomenon

The development and growth of a knowledge economy has become a key policy aim forgovernments in all advanced economies. This is based on recognition that technologicalchange, the swift growth of global communications, and the ease of mobility of capital across national borders has dramatically changed the patterns of international trade and investment. The economic fate of individual nations is now inseparably integrated into the ebb and flow of the global economy. When companies can quickly move capital to those geographical locations which offer the best return, a country's long term prosperity is now heavily dependent on its abilityto retain the essential factors of production that are least mobile. This has led to apremium being placed on the knowledge and skills embodied in a country's labourforce, as it has become a widely accepted view that a country which possesses a high level of knowledge and skills in its workforce will have a competitive advantage overothers with a lower domestic skill base. Knowledge and skills are thought to be thebasis for the development of a knowledge economy

Depth-sensing indentation tests in studying plastic instabilities

This review surveys the phenomenon of plastic instabilities occurring in depth-sensing indentation measurements. Investigations presented focus on the characterization of Portevin-Le Chatelier type instabilities observed in different metal alloys during indentation. The effect of some important factors such as solute concentration, the formation of Guinier-Preston zones, and grain size and orientation are described and discussed. The phenomenon of plastic instabilities as serrated flow recently observed in bulk metallic glasses is also briefly reviewed

Statistical properties of modal noise in fiber-laser systems

The direct analysis in the time domain of the fluctuations of a signal propagating in a fiber-optic link in the presence of an imperfect connector makes it possible to formalize in a simple manner the description of its statistical properties. This permits, in particular, the clarification of the role played by the various time scales involved in the problem (coherence time of the fiber-exciting source, fiber modal delay, detector response time, etc.) in evaluating the statistical averages. The formalism includes in a straightforward way the case of simultaneous excitation of the fiber by more than one source. This last circumstance is expedient for checking the beneficial effect on modal noise derived from exciting the fiber with N laser sources
