    Business cycles under monetary union: EU and US business cycles compared

    In discussions of the likely implications for Europe of EMU, the United States is often cited as an example of a monetary union, while the United States' central bank, the Federal Reserve System, is cited as a model for how a central bank would function in a monetary union. While the costs and benefits of monetary union in Europe have been subject to a lot of debate, the authors focus on a potential set of costs and benefits that seem to have received relatively little attention in the existing literature. Specifically, they ask what are the likely benefits to Europe in terms of business cycle stabilization or synchronization from monetary union. The authors compare the business cycle properties of the fifteen EU countries that are potentially eligible for membership in EMU with the properties of the 12 Federal Reserve districts in the U.S.Business cycles ; European Economic Community

    The Negative Impact of Solar Reflections Caused by Reflective Buildings’ Facades: Case Study of the Nasher Museum in Texas

    Large reflective facades in buildings can cause severe visual discomfort due to the reflection of sunlight falling on buildings' surfaces. These intense reflections can cause a intolerable glare and contribute to overheating the interior of surrounding buildings. An example of reflective building materials causing glare is experienced in Dallas, Texas, where a residential tower, which was fitted with a fully glazed façade, has caused intense specular reflections into the Nasher sculpture museum. The problem has caused glare and overheating of the interior spaces in the museum, thus leading to the damage and deterioration of the sculptures on display. In order to examine the negative impact of the Museum Tower's reflective façade on the visual comfort inside the Nasher museum, glare simulations are carried out at different times of the year. Additionally, to examine a possible solution to the glare problem, a proposed solution of using a less reflective material on the tower's facade is examined via glare simulations. The initial set of simulations confirmed that tower skin contributed to blinding glare particularly at 12:00 and 15:00 on the summer and winter solstice, and the spring equinox. Use of less reflective material on the tower façade concluded that the tower façade still contributed to glare and that is due to its convex geometry

    We review the application of lattice QCD to the phenomenology of b- and c-quarks. After a short discussion of the lattice techniques used to evaluate hadronic matrix elements and the corresponding systematic uncertainties, we summarise results for leptonic decay constants, B--Bbar mixing, semileptonic and rare radiative decays. A discussion of the determination of heavy quark effective theory parameters is followed by an explanation of the difficulty in applying lattice methods to exclusive nonleptonic decays.Comment: 52 pages LaTeX with 10 eps files.     HALO 1.0: A Hardware-agnostic Accelerator Orchestration Framework for Enabling Hardware-agnostic Programming with True Performance Portability for Heterogeneous HPC

    This paper presents HALO 1.0, an open-ended extensible multi-agent software framework that implements a set of proposed hardware-agnostic accelerator orchestration (HALO) principles. HALO implements a novel compute-centric message passing interface (C^2MPI) specification for enabling the performance-portable execution of a hardware-agnostic host application across heterogeneous accelerators. The experiment results of evaluating eight widely used HPC subroutines based on Intel Xeon E5-2620 CPUs, Intel Arria 10 GX FPGAs, and NVIDIA GeForce RTX 2080 Ti GPUs show that HALO 1.0 allows for a unified control flow for host programs to run across all the computing devices with a consistently top performance portability score, which is up to five orders of magnitude higher than the OpenCL-based solution.Comment: 21 page
